HomeMy WebLinkAbout03-01 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING MARCH 1, 1995 ITEM # 1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Ilia at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson, A. Raymond and P. Messinger. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3. Minutes of February 15, 1995. The minutes of the February 15, 1995 Parks and Recreation Advisory Committee meeting .were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. • There were no citizens present at the meeting. ITEM #5. Staff reports. Staff informed the committee that a closing is scheduled for March 8, 1995 on the Barte property, aone-and-a-half acre piece of property on Lake Marion. The City Attorney is preparing a time line for condemnation of various properties. Staff will be presenting an update of all bond referendum and other park development projects to the City Council at a future work session. Staff and the City Attorney met with the Eisele's and Fredrickson's concerning the concept plans for further development of their property in conjunction with the proposed neighborhood park land. Negotiations and further considerations will continue. Staff updated the committee on the status of the proposed .West Park. Keokuk Avenue is planned to be extended from its present terminus easterly to 172nd Street near County Road 5 and will become a major collector. Various park concepts will be considered along with roadway alignments in hopes of acquiring a piece of property large enough for a neighborhood park. Parks and Recreation Advisory Committee Minutes March 1, 1995 Page -2- • Planning for the purchase of the Studer property also continues. The City is interested in the purchase of a 9.9 acre parcel which is outside of the MUSA. Several options exist for the City and the property owner in the configuration of the proposed park property and the remainder of the parcel. An additional piece of property may exist on the north side of 175th Street which would be accessible by a pedestrian underpass. Committee members discussed the pros and cons of various possibilities for this additional piece including playground area, volleyball courts or parking area. At their February 21, 1995 meeting, the City Council approved the increase in the park and trail dedication fees which was recommended by the Parks and Recreation Advisory Committee. Staff was contacted by the Department of Natural Resources concerning the placement of the fishing pier at Orchard Lake. Staff has inspected several potential sites and feels that near the beach on the right side of the outlet may be the best location. The pier needs to be positioned in at least six feet of water. Funding for the pier is .through. the Department of Natural Resources CORE program and is subject to Legislative funding levels. Location evaluation will continue. ITEM #6. Review Orchard Hills 1st Addition preliminary and final plat and make parks and trail dedication recommendation to City Council. Orchard Hills 1st Addition is located on the west side of Judicial Road at 168th Street and consists of eight single family residential lots.. The City's Park and Open Space System Plan does not identify any park search areas in the area. The City's Trail System Plan identifies the existing sidewalk on the east side of Judicial Road. 95.08 Motion was made by Larson, seconded by Wanless-Sobel, to recommend to City Council that a cash contribution of $650.00 per dwelling unit for parks and $150.00 per dwelling unit for trails be required to satisfy the park and trail dedication requirements for Orchard Hills 1st Addition. Motion passed. ITEM #7. Unfinished Business. There was no unfinished business. Parks and Recreation Advisory Committee Minutes March 1, 1995 Page -3- • ITEM #S. New Business. Staff stated that he had talked to Paul Baarson, Principal at Parkview Elementary School concerning possible placement of the building to be constructed at Parkview Park. Staff is looking forward to a good working relationship with ISD # 196 on this project. Staff is working on project lists and agreements for planning and construction services with Barry Warner and Dick Schwarz. Projects will mostly include bond referendum funded projects but may also include other park dedication fund development projects. ITEM #9. Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for March 15, 1995 at 6:00 PM. ITEM #10. Adjournment. The meeting adjourned at 7:00 PM. • Respectfully submitted, J it A.
