HomeMy WebLinkAbout02-15 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING FEBRUARY 15, 1995 ITEM # 1 Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Illa at 6:00 PM. ITEM #2 Roll call. Present were L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson, A. Raymond and P. Messinger. H. Lovelace was absent. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3 Minutes of February 1, 1995. The revised minutes of the February 1, 1995 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4 Citizen comments. There were no citizens present at the meeting. • ITEM #5 Staff reports. Update on bond referendum acquisitions and projects: The Eisele and Fredrickson families submitted a concept plan for the development of their property in conjunction with the Highview Heights park. Staff and the city attorney will continue working with them on park configuration and begin negotiating the purchase price. The Miller property on the west side of Cedar Avenue south of Dodd Blvd. is on the City Council agenda to consider for condemnation for the purpose of constructing the youth athletic complex. Barry Warner should begin concepts on a Cherry View Park plan on the Studer property. This may be ready for presentation to the Parks and Recreation Committee at their first meeting in March. Orchard Lake area park search: Property owned by Sage Company (Queen Anne Manufactured Home Community). seems to be the best option for providing the Orchard Lake area with a functional neighborhood park. Future roadway alignment of Keokuk Avenue, which is based on existing wetlands, needs to be considered in conjunction with the siting of a future park. Staff, Barry Warner and the Lakeville Engineering Dept. will work together to develop alternative concepts. Parks and Recreation Advisory Committee Minutes February 15, 1995 Page #2 • Update on City Council actions: Council approved the Ritter Farm Park master plan at their last meeting and staff hopes to have final copies ready for distribution next week. Staff met with the Ewald and Pogatchnik families, Park Superintendent John Hoger, and OSM survey crew chief Al Horge concerning the trail easement in the Great Oak Shores and Great Oak Pointe subdivisions. The meeting went very well and all present seemed in agreement with the proposed trail location. A legal description will now be developed. The City Council has several park related items to consider at their next meeting on February 21st including the recommended park and trail dedication fee increase, establishment of a Meals on Wheels Advisory Committee, wage increase for part time seasonal employees and submittal of an application for redesignation of Lakeville as a Tree City USA community. Warming houses are scheduled to close after February 20th, however, ice will be maintained as long as weather permits. With above freezing temperatures predicted for this weekend, the ice may not last much longer. • Staff has walked Parkview Park to determine the best location. for the proposed shelter building. In staffs opinion, the best location may be the site of the current warming house, which will be relocated to Rolling Oaks Park when the new building is built. The Lakeville Community Corporation was able to make a larger payment than required for its first mortgage payment to the City. Staff also informed the committee that installation of the dehumidification system at the ice arena is nearly complete and that Mr. Ames has offered to donate the funding for a heat system for the arena, which currently has none. Homeowners associations will be distributing flyers and trash bags to fish house owners this weekend on area lakes. STS will be coming to Lakeville the weekend following the mandated removal of fish houses from the. lakes to assist with cleanup of debris on the ice and shoreline. ITEM #6 Review Fairfield Business Campus preliminary and final plat and make parks and trail dedication recommendation to City Council. Fairfield Business Campus is an upscale corporate office/light manufacturing business community being developed by the City of Lakeville. The parcel is .located at the intersection of County Road 70 and 210th Street, east of Kenrick • Avenue, and consists of 87.15 acres. Fairfield's first anchor tenant will be New Morning Windows. Parks and Recreation Advisory Committee Minutes February 15, 1995 Page #3 • In the northeast corner of the plat is Outlot A, a heavily wooded area which staff is requesting be preserved as a passive conservation/park area. A pedestrian trail network is proposed to provide a link for area residents and employees of the business campus. Public trails are proposed to be constructed along Kensington Blvd. Staff pointed out the proposed trail location from the cul-de-sac to the future parkway in Lakeview Estates. 95.07 Motion was made by Larson, seconded by Raymond, to recommend City Council approve the preliminary and final plat of Fairfield Business Campus and require a cash contribution from New Morning Windows to satisfy the park dedication ordinance based on the commercial rate. The Parks and Recreation Advisory Committee further recommends that the northeast wooded corner of this plat be set aside for passive conservation/park area with boundaries to be determined at a later date. Motion passed. ITEM #7 Unfinished business. There was no unfinished business at this time. • ITEM #8. New business. There was no new business at this time. ITEM #9 Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for March 1, 1995 at 6:00 PM. ITEM # 10 Adjournment. The meeting adjourned at 6:40 PM.
