HomeMy WebLinkAbout08-17 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING AUGUST 17, 1994 ITEM #1 Call to order. In the absence of committee chair Illa and vice chair Messinger, the meeting was called to order by committee secretary Wanless-Sobel at 7:00 PM. ITEM #2 Roll call .Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, A. Raymond and G. Grenz. K. Illa had called and would arrive later. P. Messinger was on vacation. Also present were Park Director Steve Michaud, recording secretary Judi Ryan, and one citizen. ITEM #3 Minutes of August 3, 1994. Wanless-Sobel asked committee members if they had any comments or corrections to the minutes of the August 3, 1994 Parks and Recreation Advisory Committee meeting. Since there were none, the minutes were approved as printed. ITEM #4 Citizen comments. There were no citizens present to discuss items not on the agenda. • ITEM #5 Staff reports. Committee members had received a detailed narrative updating them on various ongoing projects. In addition, staff had the following comments: * Progress continues on the Lakeville civic arena. Refrigeration systems are completely installed; the concrete floor was poured; electrical and lighting systems are being installed; sidewalks are to be poured shortly. Compression tests on the concrete flooring came out very strong. Several issues are being worked out such as the running of the concessions, and the details on the scoreboards. Interviews are still going on for the arena manager position. It was hoped that the manager would be able to start by September 1st, however, it looks as though this will likely be delayed. Parks and Recreation Advisory Committee members stated they would like to tour the arena. It was decided that committee members will meet at City Hall at 6:30 PM on September 7th and car pool to the arena prior to their regular meeting. * Staff gave a brief update on bond referendum acquisitions and discussed the process for property search and procurement. Staff is working with the City Attorney on recommendations to City Council. * Staff is currently working on a fencing proposal in relation to the North Creek trail expansion. • * The DNR fishing pier has been installed on the west side of Lake Marion by the I- 35 fishing bridge and is already being used by a large number of people. As of this Parks and Recreation Advisory Committee Meeting August 17, 1994 Page 2 • meeting, installation of the steps as well as repaving of the trail need to be done before the job is completed. * Park Maintenance will begin fall applications of fertilizer and herbicide shortly as well as other fall maintenance duties such as preparation of soccer fields. * Corrections have been made to the drain tile system to eliminate the mud slides on 165th Street.. * Installation of soccer practice "batter boards" at Parkview Park is complete. * Committee member Wanless-Sobel stated that City Forester Mick Higgins had spoken to the Lake Villa neighborhood group recently and had been very positive and helpful with the information he gave the citizens concerning tree diseases. Staff added that the DNR has identified 114 "hot spots" of oak wilt in Lakeville. Information packets are being prepared for distribution to homeowners where oak wilt has been detected informing them of funding assistance through the oak wilt grant. Homeowners are being asked for voluntary compliance with the city ordinance. * Larry Lulf asked about the football field at the high school. Staff stated that the field was recrowned a couple of months ago and is ready for play this season. • ITEM #6 Review Hypointe Crossing 4th Addition final plat and make park and trail dedication recommendation to City Council This plat consists of 47 lots and is located south of 165th Street and west of Highview Avenue. Residents from this subdivision will be served by trails along 165th Street, giving them access to area parks and schools. There is no additional park land identified within this plat nor any trails or sidewalks. 94.29 Motion was made by Raymond, seconded by Lulf, to recommend City Council accept a cash contribution to satisfy the Park and Trail Dedication requirements for Hypointe Crossing 4th Addition. Motion passed. Committee members received a petition from Cherry View residents who are supportive of the efforts to have a park in their neighborhood but are asking that the park be located approximately midway between Highview Ave. and Cedar Ave. A petition, along with several letters, was also received from the residents of the Great Oak Shores neighborhood who are concerned that a trail would adversely affect the privacy and seclusion of their area. Staff had met with a couple of neighbors who would be directly affected with a proposed trail across their back lot lines. Alternatives to the trail are being pursued by staff and the developer, possibly in conjunction with the sewer and water easement. Some issues with the tree . preservation plan still exist with the plat so it has not been placed back on the Parks and Recreation Advisory Committee agenda. Some discussion by committee Parks and Recreation Advisory Committee Meeting August 17, 1994 Page 3 members ensued concerning past Council action regarding the trail which was deleted from the original plat in 1988. Staff distributed information from the City Attorney concerning the recent court case of Florence Dolan vs. the City of Tigard, Oregon regarding park dedication. Staff gave examples of park dedication requirements and how they compared to older National Recreation and Park Association standards. ITEM #7 Ritter Farm Park master plan update review. Staff had drafted five sample statements so committee members could begin contemplating and formulating what the Ritter Farm Park mission statement should include. Committee members felt that key words such as "development," "programs," and "facilities" should be included in the final recommendation. Several members favored a combination of statements, but in particular liked the wording used in #4, "allowing park users access to the park." Committee members stressed the importance of balanced future resource development and placing emphasis on protection of park land. They would like the mission statement to allow new activities which would be evaluated for compatibility as they were proposed.. Committee member Wanless-Sobel stated she had contacted the Dept. of the Interior concerning mountain biking and equestrian trails. She was told that these . truly are conflicting uses and would not be recommended. It was also their opinion that these activities can cause an equal amount of environmental damage. Chair Illa stated that if that the case, neither use should take precedent over the other. Committee .members felt that current uses of the park seem to be consistent with the simple, environmental and nature oriented uses they would like to see in the future. The addition of the words "program and facility development" to statement #4 was suggested. Chair Ilia indicated more time may be needed for adequate consideration of this important decision. Future snowmobile trail use in the park was briefly discussed. When surrounding development eliminates access by designated trail, a decision will need to be made concerning snowmobiling as an allowed use within the park. Various trail alternatives were discussed if mountain biking were allowed in Ritter Park. Ills stated that .riders are looking for change of terrain and skill challenge rather than natural beauty in their surroundings. Various trail difficulties could be marked for a variety of skill levels. Committee members agreed that more discussion on the mission statement should take place at the next meeting and by that time a recommendation on an alternative concept of the park plan should be ready to be discussed. . Citizen Nancy Haut-Kooper addressed the committee with several suggestions concerning Ritter Farm Park. She suggested the word "education" be added to the Parks and Recreation Advisory Committee Meeting August 17, 1994 Page 4 mission statement and also supported the wording, "future generations of citizens." She mentioned that in concept #3 of the proposed park plan, equestrian trails was not a listed use. On the proposed self-guided trail, she suggested it be handicapped accessible as well as signed in Braille. She proposed that the hiking/equestrian trail could be split to possibly eliminate erosion and alleviate the problem of horse droppings on the hiking trails. She recommended hitching posts be installed near the shelter areas in the park so that horses could be tethered. Staff suggested they meet to determine an appropriate location for installation. Ms. Haut-Kooper also stated that if complaints are received, some kind of a logging system should be used so it would be easier to locate the person who is violating the rules and regulations at the park. Staff assured her that complaints have not been numerous. He also stated that splitting the equestrian and hiking trails would not be practical or necessary at this point since problems have been minimal. ITEM #8 Unfinished business. There was no unfinished business. ITEM #9 New business There was no new business at this time. • ITEM # 10 Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for September 7, 1994. Committee members will meet at City Hall at 6:30 PM and car pool to the Lakeville Civic Arena for a tour prior to their regularly scheduled meeting. ITEM #11 Adjournment.
