PARKS AND .RECREATION ADVISORY CONIlVIITTEE MEETING
JUNE 1, 1994
:ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were H. Lovelace, C. Wanless-Sobel, L. Lulf, K. Illa, A. Raymond. G. Grenz arrived
later and P. Messinger was absent. Also present were Park Director Steve Michaud and
Recording Secretary, Judi Ryan.
ITEM 3. -Minutes of May 18,1994.
The minutes of the May 18, 1994 Parks and Recreation Advisory Committee meeting were
discussed. There were no additions or corrections and the minutes were approved as printed.
ITEM 4. -Citizen comments.
There were no citizens present at the meeting.
• ITEM 5. -Introduction of Marc Holtey, Parks and Recreation Department administrative
assistant.
Park Director Steve Michaud introduced Marc Holtey who will be assisting the Park Dept. with a
variety of tasks this summer. Marc told the committee that he had .grown up in Fairmont,
Minnesota and attended college in Brookings, South Dakota, where he earned his degree in Park
Management. Marc will be living with his sister in Lakeville this summer while he is working for
the Park Dept. and is grateful to have this learning experience with the City of Lakeville.
.ITEM 6. -Staff reports.
0 Staff distributed a letter from the. Dakota County Parks and Recreation Advisory Committee
inviting the Lakeville Parks and Recreation Committee members to a picnic to be held on June
21st at Spring Lake Park Reserve. Committee members will check their schedules and RSVP
to the Department secretary at their June 15, 1994 meeting.
0 Staff met with Barry Warner at Ritter Farm Park and together they came up with several
ideas and concepts for the proposed master plan update. An article will be published in
"Messages" asking for citizen comments and input concerning future use of the park.
Various groups who use the park including equestrians, snowmobilers, cross country skiers,
mountain bikers and archers will also be invited to contribute ideas for future park use. Public
comments will be considered and discussed and a recommendation will be made to City
Council following the July 20, 1994 Parks and Recreation Advisory Committee meeting.

0 Staff received a letter from the City of Burnsville regarding the Dakota County
Comprehensive Park Policy Plan. Committee members discussed the role of the county in
providing park and recreation facilities. Hennepin County Parks Dept. is highly developed
compared to most.. others. Dakota County has little development but much potential.
Committee members feel that as opportunities arise to acquire property for future use, the
attitude of the county needs to be progressive and flexible. Committee will review the County
Park Plan and prepare a response.
0 The Senior Center has been very busy preparing for upcoming summer activities and
completing the pool room renovation. Carpet installation will be completed next week.
Interviews will be held next week to fill the position of Senior Center Assistant left vacant
when Ellie moved to Duluth. Eileen Fondell has been asked to give a presentation to the
Apple Valley city staff concerning the Senior Citizen program in Lakeville and how it
achieved its present level of excellence.
0 A second bike accident in Lakeville this spring occurred when a rider lost control of his bike
on the 165th St./Ipava Ave. trail. Apparently moisture on the trail caused. it to become
slippery.
• 0 The Lake View Elementary fields are now being used by Girls Fastpitch League. Staff is very
appreciative of the patience the Girls Fastpitch Association has shown. Some minor problems
still need to be resolved.
0 Top dressing and reseeding is complete at the soccer and baseball fields at North Park. The
Hypointe Crossing .neighborhood park cleanup project is complete. A request for bids has
been sent out to have stumps removed from several locations including Ritter Farm Park,
Casperson, Orchard Lake Park, the Senior Center and Kenreel Park.
0 The Lake Marion Homeowners Association has installed the buoys in the lake once again.
There have been several warm weekend days in May which caused an unusual amount of
congestion at the boat launch. The parking lot has been filled by early in the morning and
several tickets have been given out for parking illegally. After Memorial Day the intensity of
the crowd typically diminishes.
0 The fields at Quigley-Sime are in excellent condition. The mowing crews have been working
overtime keeping up with the fast growing grass. Six small parks have been contracted out
for maintenance, however this is also not without problems. Some responsibility still exists to
monitor the private crews and complete necessary inspections. An .article will be published in
"Messages" this weekend concerning the concept of contracting out small park jobs. Larry
Lulf commented that Kenreel Park in his neighborhood, which is one of the contracted parks,
• has looked well groomed this year and he feels the contractor has done a very good job.

0 A 68-team tournament is lanned for this weekend at Aronson North Foxborou and

Quigley-Sime Parks. This is an annual event and all available fields will be utilized.
0 A boundary dispute at the Jones property was encountered when the privacy fence was to be
installed. This has caused a delay in the completion of this project, however, the homeowner
is working the matter out with the surveyor and the city attorney.
0 With the unseasonably warm weather, the beaches have been crowed with people, even
though the lifeguards will not be on duty until June 9th. This has caused some concern for
city staff and the police. Committee member Crrenz stated he felt the beaches should have
been opened earlier because of the warm weather, however staff pointed out that due to the
unpredictability of the weather, it would be very difficult. to open earlier. Many of the staff
members are college students who are not home for the summer yet. Staff training is
scheduled forthe first week of June to coincide with school being out and typically warmer
weather.
ITEM 7. - Review and. discuss Kenwood Oaks Second Addition final plat and make
recommendation to City Council.
This plat is located in the southeast corner of 162nd Street and Kenwood Trail and consists of 38
single family lots. Committee member Messinger had called staff and voiced her concern about
the number of trees which were being removed from the property. Many large oaks are marked
for removal from this heavily wooded area. A county funded trail is being constructed along the
east side and the south side of County Road 5 and the south side of County Road 46. Staff and
committee members felt it was not necessary to incorporate any other trailways in this plat.
94.21 Motion was made. by Raymond, seconded by Warless-Sobel, to recommend to City Council that a
cash contribution be accepted from the Kenwood. Oaks Second Addition development to satisfy
the park and trail dedication requirements. Committee members also request that City Council
take note of their concerns regarding the loss of oak trees in the plat.
Motion passed.
ITEM 8. -Park Bond Referendum coalition update.
The coalition for the park bond referendum has been actively seeking endorsements and
contributions for the "Vote Yes" campaign. Coalition members have compiled a mailing list of
supporters and are also working with the Chamber of Commerce for their endorsement. They are
planning to print and distribute 10,000 brochures and 2,000 stickers. A listing of supporters will
published in the paper if funds allow. Staff told committee members that if they encountered. any
questions they :were not able to answer, please refer them to a coalition member or City staff.
ITEM 9. -Unfinished business.
Staffreported that the Ice Arena construction is right on schedule. The joists have been installed;
Fab Con has erected the panels and the brick front is being completed. There have been no major
delays in construction to this point.

ITEM 10. -New business.
Gerry Grenz reported that the fence next to the old Valley Lake Park access needs to be repaired
after being hit by a car. He also gave staff an article about playground hazards which staff will
pass along to the maintenance department..
ITEM 11. -Announcements.
The next meeting of the Parks and Recreation Advisory Committee will be held June 15, 1994.
The public will be invited to hear information concerning the Ritter Farm Park master plan update
and to offer their input.
ITEM 12. -Adjournment.
The meeting adjourned at 8:10 PM.
