PARKS AND RECREATION ADVISORY COMIVIITTEE MINUTES
MAY 4, 1994
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were H. Lovelace, C. Warless-Sobel, L. Lulf, P.Messingger, K. Illa,
G. Grenz and A. Raymond. Also present were Park Director Steve 1Vlichaud and
Recording Secretary Judi Ryan.
ITEM 3. -Minutes of Apri120 1994.
The minutes of the April 20, 1 X94 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the
minutes were approved as printed.
ITEM 4. -Citizen comments.
There were no citizens present for items not on the agenda.
ITEM 5. -Staff reports.
* Staff reported that at their May 2, 1994 meeting, City Council had
authorized a parks and trails bond referendum in the amount of
$3,675,000 and set June 28, 1994 as the date for the referendum.
Council also approved the 1994 and 1995 park dedication and trail
dedication fund bud ets and authorized Barton-Aschman to prepare an
update of the Ritter arm Park master plan.
* Staff updated the committee on ongoing projects within the park
system. The Bunker Hill tennis court renovation will be done as part
of the park ,dedication fund rather than as a bond referendum protect
due to it being essentially a maintenance issue. The Oak Shores Park
tennis court and basketball court have been resurfaced and restriped
by a private contractor.
* The ice arena project is moving along well. The contractor has the
basic site pad done and is almost ready to begin erection of the
walls.
* Park maintenance has been busy with,tree spading from Wayside Park to
accommodate the at-grade crossing improvement project. Planting ~ of
seedlings and whips m the Public -Works nursery leas also been taking
place.
* Distribution of the 1994 Summer Brochure was delayed a few days so an
insert could be added with general information on the park bond
referendum. Staff felt this was a good way to inform the general
public of the upcoming referendum.
* Free seedlings will be given away and a planting demonstration will be
part of the Arbor Day celebration on May 7, 1994. This year's event
• will take place at Ritter Farm Park, beginning at 10:00 AM.

* Engineerin Department staff are working on an ,equestrian trail map
for Ritter arm Park. This information will be incorporated into the
brochure which will be prepared for distribution later this spring.
* The Park Ranger program has begun for this year and is once again
under the Jurisdiction of the Lakeville Police Department. Rangers
will be on duty full time starting in a few weeks.
* Staff is working .with Friedges Landscaping to clean the stumps and
debris from Hypointe Crossing and Quigley-Same wooded areas.
* Park Maintenance has begun draggin_gg ballfields on City and school
property. The fields at Lake View Elementary are not yyet ready for
play so the start of the girls' ma'ors program has been dela ed. The
contractor is attempting to get the fields ready as soon as possible.
ITEM 6. - Review and discuss Creek View Estates preliminary and
final plat and make recommendation to City Council.
Creek View Estates consists of 25 single familyy lots and is located on
the east side of Highview Avenue, , north of 16$th Street. Apiece of
property was suggested to be dedicated to satisfy the park dedication
requirements, however after viewing it, staff id not feel that the
terrain was conducive to a neighborhood park. Staff pointed out a couple
• of flatter pieces of property in the area which could .possibly be acquired
by park dedication as the area develops further to the north. This plat
will contain conservation easements to preserve greenways and open space.
A citizen who lives near the plat was present and had several questions
for staff and committee. Staff mentioned that ppaving of shoulders along
Highview Avenue is a bond referendum proJ'ect. A benchcut was done some
time ago in the area to connect to the North Park cross country trail.
94.15 Motion was made by Messinger, seconded by Warless-Sobel, to recommend City
Council approve the preliminary and fina-1 plat of Creek View Estates and
accept a cash contribution to satisfy the park and trail dedication
requirements .
Motion passed.
ITEM 7. - Review and discuss Crystal Lake Club House final plat
and make recommendation to City Council.
Crystal Lake Club House is a single lot which will be used as the
location for the club house for the Crystal Lake Golf Club. It is located
within Outlots H and F of Crystal Lake Golf Estates 2nd Addition. Because
the develo er previously agreed to construct all trails and sidewalks
within the IUD, the City waived all the trail dedication fees.
94.16 Motion was made by Grenz seconded by Lovelace, to recommend City Council
approve .the final plat o~ Crystal Lake Club House and accept a cash
contribution to satisfy the park dedication requirements only.

ITEM 8. - Review and discuss Country Pond South 7th Addition final
plat and make recommendation to City Council.
This plat consists of 54 single family residential lots and is located
west of Flagstaff Avenue and south of Dodd Blvd. Staff .and committee
members felt it was important to be able to access the 175th Street trail
from this area. Existin sidewalks will be connected with an 8' trail
running along the back o~ the wetland area which will provide access for
residents. The developer will receive credit for the trail which will be
built around the wetland.
94.17 Motion was made by Messin er, seconded by Lulf, to recommend City Council
approve the final plat of ~ountry Pond South 7th Addition and accept a
cash contribution to satisfy the park and trail dedication requirements.
The committee further recommends that the outlots be staked where the
trails and sidewalks will be constructed and benchcut no later than when
the roadways are built.
Motion passed.
ITEM 9. - Park Bond Referendum Task Force update.
Kevin Ilia updated the committee on the Task Force and informed them that
a Vote Yes committee had been formed by task force members and would be
called the Coalition for Lakeville Parks and Trails. Jon Gurban has
offered to share some of his referendum knowledge and experience with this
• group. The main task force will remain intact to work on informational
issues with citizens. Mary Liz Holberg will be making a presentation to
the Planning Commission concerning the park bond referendum at their next
meeting.
94.18 Motion was made by Lulf, seconded by Raymond, to express the Parks and
Recreation Advisory Committee's support for the Parks and Trails Bond
Referendum and appreciation of the Task Force members' work.
Motion passed unanimously.
ITEM 10. - Unfinished business.
Citizens Dan Bale and Brad King were present at the meeting to discuss the
ossibility of mountain biking at Ritter Farm Park with the committee.
~taff explained that Council had just authorized an u date of the master
pplan of Ritter Farm Park and this would be just one ofpthe uses that would
be considered as part of that update. Barton-Aschman will be assisting
staff with the rewrite of the master plan and public hearings will be held
to receive input from citizens. Issues will concern various uses
coexisting in the , park and possible environmental degradation of the
site. Maintenance issues and funding are also an issue.
Staff informed the committee that the property owners on each side of the
Goose Lake conservation area easement were notified that their proposal
was unreasonably expensive and the City would not be pursuing this project
at this time.

ITEM 11. - New business.
The annual park tour was discussed. Committee members felt it would be
a good idea to conduct the tour in May rather than waiting until June.
Committee members would like to look at projects which have been
completed in the past year and what is scheduled to be done this summer.
Staff will schedule transportation and invite other committee members.
ITEM 12. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee will
be held on May 18, 1994, and will begin at 5:30 PM, at City Hall with
the annual park tour.
ITEM 13. -Adjournment.
The meeting adjourned at 8:45 PM.
