PARKS AND RECREATION ADVISORY COMIVIITTEE MINUTES
MARCH 16, 1994
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Vice Chair Messinger.
ITEM 2. -Roll call.
Present were C. Warless-Sobel, L. Lulf, P. Messin er, A. Raymond and G.
Grenz. K. Illa was out of town on business and. Lovelace was absent.
Also present were Park Director Steve Michaud and Recording Secretary
Judi Ryan.
ITEM 3. -Minutes of March 2 1994.
The minutes of the March 2, 194 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the
minutes were approved as printed.
ITEM 4. -Citizen comments.
There were no citizens present for items not on the agenda.
ITEM 5. -Staff reports.
* Committee received a copy of the Park Director's Breezes report in
their packet, which gave them an update on Park Department activities.
• Maintenance and Recreation divisions are very busy preparing for
spring.
* The Park Director will continue to be involved with the ice arena
planning and construction and meetings will continue to occur as the
pproject takes shape. A preconstruction meeting is planned for April
8th and it is hoped to have groundbreaking within a couple of weeks
after that. ` Bids came m under budget so funding will be available
for some add alternates.
* Several plats were discussed at today's ,staff meeting. One proposed
pplat is north of Highview Heights and adjoins some pro erty which may
be conducive for park land. Several large pieces ofpproperty in the
area of 165th Street and Ipava Ave. are beingg proposed for platting as
well as other land throng-bout Lakeville. As many as 24 plats are
currently being proposed.
* Staff had the opportunely to look at the Zweber property south of
175th Street recently.. Neighbors in the area are concerned about
conservation of trees m the proposed plat. The greenway which runs
through Daniel's Addition ma be able to be extended and connect with
the new plat in some way; Many of the new proposed plats will have an
impact on the park and trail system.
* Staff is close to finalizing the fourth STS crew. Other crews will
also be available throughout the summer.

* The Park Dedication Fund will be discussed with the City Council at
their March 31st work session so it will not be presented at their
next regular meeting as previously discussed.
* The 1993 Annual Re~pport is nearly finished and will be presented to
City Council at their 1Vlarch 21st meeting.
* Staff is working on a revised trail maintenance agreement with
Dakota County.
* Painting of the interior of the Senior Center is completed.
ITEM 6. -Review and discuss Cedar Highlands 5th Addition final plat and
make recommendation to City Council.
This lat consists of 59 single family residential lots on land located
east o~ Cedar Avenue and northwest of Dodd Boulevard at 170th Street.
Outlots B and C will be left in their natural wetland/grassy condition.
Outlot D will provide a trail access from Georggetown Court to Cedar
Highlands Park. The developer will construct an 8' bituminous MPTW to
connect with the trail in the park and an 8' MPTW from 170th Street to the
south border of his plat along the east side of Cedar Avenue. Concrete
sidewalks currentl exist on both sides of 170th Street in Cedar Highlands
• First Addition. ~hese sidewalks will be continued along 170th Street to
Georgetown Wa Both sides of 170th Street from Cedar Avenue to Gerdine
Path are planned
to be striped for a bike lane.
Committee members were concerned with the decision to strippe 170th Street
rather than continue with sidewalks to Gerdine. Staff explained that due
to the impact on the wetlands, the roadway width is being kept to a
minimum and the on-street striping would also help to minimize that
impact. Grenz said he would like to see a sidewalk, even if rt has to be
right next to the curb. Staff stated the engineers have indicated it
would not be feasible due to wetland mitigation.
94-13 Motion was made by Grenz, seconded by Raymond, to recommend City Council
approve the final plat of Cedar Highlands 5th Addition and accept a cash
contribution to satisfy the park and trail dedication requirements in
addition to:
dedication of Outlot D for trail access purposes;
construction of a trail from Georgetown Court to the existing trail in
Cedar Highlands Park. The developer will receive credit on the trail
dedication requirement for the 3/8 share cost of the trail the length of
Outlot D and will be credited 100 % for that portion of the trail
constructed in the Qark to connect with the existing park trail;
construction of sidewalks as outlined in the engineering and planning
reports;
construction of an 8' MPTW along the east side of Cedar Avenue from 170th
. Street to the south edge of the plat.

In discussion, Raymond stated he feels a safety issue exists for
pedestrians and anticipates they would be traveling to Foxborough and
other parks in the area and would need a safe route. Staff commented that
he does not anticipate that 170th Street .would be heavily used as it would
be local traffic only, however some committee members felt it may become a
short cut to Cedar Avenue from Dodd Blvd.
Motion passed unanimously.
ITEM 7. - Review proposed Trail Dedication Fund budget.
Committee members received a copy of the proposed trail dedication fund.
County Road 46 trails are planned for 1994 construction.. Signage upgrades
are needed in several areas. A seal coating program is proposed to start
in 1995. Committee members asked staff to identify locations where
sidewalks are needed in the system as well as .any intersections or areas
where trails need to be completed or connected,, specifically Dodd and
Flagstaff, so funding would be available for these projects.
94.14 Motion was made b Lulf seconded by Wanless-Sobel, to recommend the 1994
Park Dedication ~und budget to City Council with the addition. of .any
connections or missing .links , in the system, especially short sections
which would connect existing trails.
Motion passed.
ITEM 8. - Park Bond Referendum Task Force update.
At their last meeting the Task Force heard presentations from Mary Liz
Holberg concerning the Orchard Lake area park and trail needs and from
Myron Drellack concerning the development of property adjoining Valley
Lake Park. Following the presentations the task force was broken into
four groups and each began prioritizing the. list of possible projects.
Some negative comments were received by a majority of task force members
regarding the need for pavingg parking -lots in community parks. Other
items scored very .high, inclusing the purchase of the property on the west
side of Lake Marion and trail lighting. Pat Messinger commented on her
perception of the process and the positive attitude of the task force
members .
Larry Lulf mentioned at the LAA meeting that a task force member had
commented on how for the first time he had seen the need for projects
other than those related to sports. The task force will be preparing a
reliminary recommendation to City Council at their next meeting on March
4th. Dr. Bill Morris of Decision Resources may be conducting a short
survey of the community in order to gain some feedback as to the potential
park bond referendum.
ITEM 9. - Unfinished business.
Sweeping of the trail system has begun. Grenz stated the trail on
Flagstaff had some broken glass on it. The park crews will be switching
the implements on the Toros from snowblowers to mowing decks and staff
will check to see if one can be replaced with a sweeper so trails can be
swept sooner.

Pat Messinger asked if kickboards for soccer could be added to the Park
Dedication list. Staff stated that construction of soccer practice boards
could be a project for the STS crews this year. Messinger also asked that
park security ~ights and lights at the basketball courts be added to the
park dedication project list. It was also stated that additional end
boards are needed at Bunker Hill and Parkview rinks so there is a place
for pick-up hockey. Staff feels some of the use conflict can be
alleviated by alternating nights .with pleasure skating.
Messinger also stated that ISD #196 may be interested in a joint project
to light the basketball court at Parkview Elementary.
ITEM 10. -New business.
There was no new business at this time.
ITEM 11. -Announcements.
The next meeting~ of the Parks and Recreation Advisory Committee is
scheduled for Apri16, 1994, 7:00 PM, at the City Hall Council Chambers.
ITEM 10. -Adjourn.
The meeting adjourned at 8:45 PM.
