PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
DECEMBER 1, 1993
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were L. Lulf, C. Wanless-Sobel K. Illa, A. Raymond, H. Lovelace
and P. Messin er. Committee member Ci. Grenz was unable to attend. Also
present were ark Director Steve Michaud and Recording Secretary Judi
Ryan.
ITEM 3. -Minutes of November 3, 1993.
The minutes of the November 3, 1993 Parks and Recreation Advisory
Committee meeting were discussed. Committee member Messinger pointed
out that the addition to the previous minutes concerning the gravel base
on the Kabot Cove trail may have been too late to be seen by Council
prior to their approval of the plat. Staff assured her that the
information was in the development agreement and the gravel base will be
installed.
Messinger also mentioned that following the discussion of Brackett's
Park playground with the residents, she had made a comment which was not
reflected m the minutes. She had stated that she did not want funds
• over the amount originally budgeted for this park to be spent on larger
trees or more intense screening. She feels the money would be better
spent on, something ,which would be beneficial to a larger number of
people? i.e., extending the beach hours. Staff stated that the funds
for this project would come from the park dedication fund .and the
expenditures for the park would be very close to the actual bud et.
Raymond suggested waiting , until spring when the trees are in ~11
foliage to determine what will actually be .needed for screening. Staff
also stated that a retaining wall has been considered for the site.
The minutes were approved with the addition of the above comments.
ITEM 4. -Citizen comments.
There were no citizens present for items not on the agenda.
ITEM 5. -Staff reports.
In addition to the reports which had .been received by committee members
during the last two weeks, staff offered the following updates:
* The STS crew has been working. at Hypointe .Crossing to strip the area
of brush and deadwood. The material is being transported to the
Casperson site for burning.
* The Park Maintenance and Street Department crews worked together to
install the Christmas lights in front of City. Hall and downtown.
* Kids are sliding at the Quigley-Sime site on the slopes leading to
• the pond and there are concerns about someone going through the ice.
Thin Ice signs will be put up at this. and a few other locations.

* Committee members Messinger and Lulf, whose terms expire this year,
have both expressed a desire to be reappointed to the Parks and
Recreation Advisory Committee.
* Several snowmobile .complaints have already, been received. The
police will set up another enforcement/education program similar to
the one which .proved to be extremely successful last year. More "No
Snowmobilin "siggns also need to be installed in key locations.
* Starting this ~unday December 5th, the .park maintenance crews will
begin working a double shift to flood the. rinks.
Chairman Illa moved Item 10 forward on the agenda to accommodate a few
citizens who were present to hear the discussion of Lake Marion 3rd
Addition plat.
ITEM 10. -Review and make recommendation to City Council on Lake
Marion 3rd Addition preliminary and final plat.
This plat consists of 52 single family homes .and is located south of
205th Street,. north of Royal Woods and west of the Meadows West.
Streets in this plat are local streets and no off-street trails are
planned for the area. A trail currently exists south of this plat, goes
around the pond in Royal Woods, and enters Meadows Park. The curved
design of the streets will deter high speed traffic in the area, making
• on-street trail striping a possibility.
93.36 Motion was made by Messinger, seconded byy Rayym~ond, to recommend to City
Council that a cash contribution of $b50. W per lot for parks and
$150.00 per ,lot for trails be required to meet the park and trail
dedication ordinance requirements for Lake Marion 3rd Addition plat.
Motion passed.
Staff discussed tree preservation and wetland mitigation plans required
by .the City of Lakeville. It is felt that developers are more
environmentally sensitive than in years past and do whatever they can to
preserve as many trees, wetlands and wildlife as possible.
ITEM 6. -Review and make recommendation to City Council on Cedar
Highlands Fifth Addition preliminary plat.
This plat consists of 60 single family lots and six outlots. Outlot D
will provide trailway access, from the plat into Cedar Highlands Park.
The developer will be .required to extend the 8' trailway through this
outlot and connect to the existin trailway system within the ppark.
Staff recommends continuing five ~oot concrete sidewalks along I70th
Street. Both sides of 170th Street from Cedar Avenue to Gerdine Path
should be considered for striped bike lanes. Messinger was. concerned
about high speed traffic along Gerdine Path and questioned if on-street
bike lanes would be adequate. The developer will be .required to
• construct an 8' MPTW along Cedar Avenue adjacent to the plat.
This plat adjoins the Valley Christian Church plat and a pedestrian
trail access will also be provided to that property in the future.

The developer will also be required to enlarge the existing storm water
holding pond as part of this development. Pond design will follow park
master plans as much as possible.
To accommodate a lot and keep the property contiguous, the developer
wishes to purchase a small triangular-shaped piece of pro ertyy,
a proximately 1/8 of an acre, which is part of Cedar Highlands ark.
Sptaff does not have any .objections to the sale of this property.
93.37 Motion was made by Lovelace, seconded by Wanless-Sobel to recommend to
City Council that a cash contribution of $650.00 per dot for parks and
$150.00 per lot for trails be required to meet the park, and trail
dedication requirements for Cedar Highlands Fifth Addition lat.
Committee further recommends that Council authorize the sale ofp the
pproperty which the developer wishes to purchase. As discussed, the
develo er will install sidewalks along 170th Street and a trail access
to Cedar Highlands Park at the time the streets are. constructed in the
plat. The developer will also be required to construct an 8' MPTW
along Cedar Avenue adjacent to the plat.
Motion passed.
• ITEM 7. -Review and make recommendation to City Council on Hypointe
Crossing 4th Addition preliminary plat..
This plat consists of 141 single family lots and is located south of
165th. Street east of the Crystal Lake Golf Estates and west of Highview
Avenue. )used on the street classifications and design within this
plat no trails or sidewalks are required to be constructed. A review
of tie Parks and Open Space System Plan shows no park land search area
in this plat.
93.38 Motion was made by Lulf, seconded by Ra mond, to recommend to City
Council that a cash contribution of $65.00 per lot for parks and
$150.00 per lot for trails be re uired to meet the park and trail
dedication requirements for Hypointe~rossing 4th Addition plat.
Motion passed.
ITEM 8. -Review and make recommendation to City Council on Viking
Sgware 4th Addition preliminary and final plat.
This, plat consists of 15 townhome lots and is located south of Lake
Marion Elementary School, west of Dodd Blvd. and north of Highway 50.
Park dedication fees were paid at the time of original platting, however
no trail dedication fees were required at that time. Trail dedication
fees only will apply to this replat.
93.39 Motion was made by Raymond, seconded by Messinger, to recommend to City
Council that a cash contribution of $150.00 per lot for trails be
required to meet the .trail dedication ordinance requirements for Viking
.Square 4th Addition plat.
Motion passed.

ITEM 9. -Review and make recommendation to City Council on Bracketts
Townhomes 4th Addition preliminary and final plat.
This plat consists of 20 townhome lots and two common lots and is
located east of Judicial Road and south of the Bracketts Crossing
clubhouse. There are no parks or trails identified in the comprehensive
plans for this area.
93.40 Motion was made by Warless-Sobel, seconded by Messinger, to recommend to
City Council that a cash contribution of $650.00 per lot for parks and
$150.00 per lot for trails be re uired to meet the park and trail
dedication ordinance requirements for~racketts Townhomes 4th Addition.
Motion passed.
ITEM 11. -Unfinished business.
A meeting was held on November 30, 1993 with school and city. officials
concerning the Joint Powers Agreement. The agreement was ratified and
will be updated by the city attorney to reflect the appropriate changes.
Council will be asked to approve the agreement at their December 20,
1993 meeting.
Committee members commented on the Spotlight article which had been
pu-bushed in MRPA's .Keeping Up publication. Committee member
Warless-Sobel also commented that the tour which was conducted by the
park director following her appointment to the committee made her more
aware of all that the Park Dept. has to be proud of.
Committee discussed the task force which is being formed to study a
potential parks and trails bond referendum. Members Raymond and
Messinger had both expressed a desire to be appointed as the second
committee member on the task force. Committee member Raymond conceded
to allow Messinger to be appointed.. Staff mentioned that each committee
member will be actively involved m their own way., Chair Illa stated
the task force would meet two times a month beginning in January and
listed the groups which will be represented. To date, 36 people have
volunteered.
Messinger mentioned that additional parks would mean additional
equipment and .personnel needs. Staff stated that these items could not
be part of the bond referendum and that the major categories for consid-
eration include: youth and adult sport facilities, neighborhood parks,
community parks, trails, and environmental conservation/preservation.
Staff stated he had discussed with committee member Warless-Sobel the
need to meet with the equestrians who live along Judicial Road. She
will work on gathering information for a meeting early in the new year.

There was no new business at this time.

ITEM 13. - Announcements.
The December 15, 1993 Parks and Recreation Advisory Committee meeting
has been cancelled. The next meeting is scheduled for January 5, 1994,
7:00 PM, at the City Hall Council Chambers.
ITEM 14. -Adjourn.
The meeting adjourned at 9:05 PM.
