PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
AUGUST 4, 1993
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were H. Lovelace, L. Lulf, J. Larson, K. Ilia, A. Raymond, G.
Grenz and P. Messinger. Also present were Park Director Steve Michaud
and Recording Secretary Judi Ryan.
ITEM 3. -Minutes of July 21 1993.
The minutes of the July 21, 193 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections. and the
minutes were approved as printed.
ITEM 4. -Citizen comments.
There were no citizens present for items not on the agenda.
ITEM 5. -Staff reports.
* Staff is currentl working on the final document for easements with
Hennepin Parks ~or the Brackett's trail.
• * Construction easements and permanent easements are also being
prepared for the Jasmine Court trail corridor to Goose Lake Conser-
vation Area. Barton-Aschman Associates will prepare the design
specifications.
* Fencing markers have been placed at Parkview in preparation for
fencing the entire front of the park, including the small parking
lot.
* The Tree Trust crew is finishing the fencing project at Aronson Park
which was started by the STS crew.
* A letter has been sent to the Lakeville SnoTrackers informing them
that the trail corridor on County Road 64 and Jacgward will need to
be relocated due to the elementary school being built on that site.
Staff will work with the snowmobile club to establish a new route.
* Grading has begun on the Quigley-Sime athletic complex. To date the
project is going well with anticipated seeding of the site in
August.
* Bob Erickson is working on a proposal for lightin the trail which
is under construction on Highway 50 from Kenwood rail Junior High
to Ipava Avenue. This is projected to be a high pedestrian traffic
segment.

* City Council commented on the damage which is being done to the bike
tral between Excel Wa and Excelsior Avenue by the continuous
pumping of storm water ~rom Apple Valley across the trail. Attempts
have been made to stabilize the. ground by filling the hole with
Burma. No response has been received from Apple Valley and the area
trail is still barricaded for safety purposes.
* Committee members asked if there has been any water damage in the
parks from the heavy rains and flooding. A fungus has developed on
a few turf areas which is beingg treated with a nitrogen product.
John Hoger is also compiling a rist of sites which needed protection
and repairs and the costs of riprapping, sand bagging and other
costs associated with high water and flooding.
* Lake Marion is being pumped and has gone down about a foot. Staff
is working with Lakeville Engineering Dept. to purchase and install
a pedestrian bridge between the ISD #194 District Office Building
and McGuire Junior High School.
ITEM 6. -Review and make recommendations on plats:
a. Cherryview 2nd Addition final plat.
• Staff received a phone call from a resident who asked that development
of a ,park in the area be considered. The resident was told that
committee had previously discussed whether another park was needed in or
near this plat, even though it is not identified in the Parks and Open
Space System -Plan. Staff had recommended a cash contribution for this
phase of the development and suggested the possibility of a future park
south of 175th Street to serve this area. It was also pointed out bye
committee members that the developer will be requested to build an S
trail to the Cherry View Elementary school, making that playground
accessible to the Cherryview residents.
93.27 Motion was made by Larson,, seconded by Raymond, to recommend City
Council approve the Cherry~view 2nd Addition final lat and to accept a
cash contribution of $650.00, per lot. park fees and 150.00 per lot trail
fees to satisfy the park dedication requirements.
Motion passed.
b. Highview Heights 6th Addition final plat.
This plat consists of 35 single family lots and. one church. lot and.. is
located south of 160th Street west of the Chapel Hills subdivision..
Harmony Path is identified as a minor collector street and will be
constructed with five foot wide concrete sidewalks on both sides..
93.28 Motion was made by Grenz, seconded by Messin er, to recommend City
Council ap rove Highview Heights 6th Addition final plat and to accept a
cash contr~ution of $650.00. per lot park fees and $150.00 per lot trail

sidewalks on both sides of Harmony Path.
Motion passed.
c. Marion Pines 3rd Addition final lat.
This plat consists of 26 single ~amily lots and is located south of
Highway S0, north of Lake Marion. Trail layout in the area was
discussed by committee. There will be an eight foot wide bituminous
trailway located on the west side of Jaguar Avenue through this
addition. The preliminary plat showed this trailway on the east side of
Jaguar, however it was determined that there was insufficient
right-of--way north of the railroad tracks to accommodate the trail.
93.29 Motion was made by ..Messinger seconded by Lulf, to recommend City
Council approve Marion Pines '3rd Addition final plat and to accept a
cash contribution of $650.00. per lot park fees and $150.00 per lot trail
fees to satisfy the park dedication ordinance requirements. Committee
further recommends the developer be required to construct the eight foot
wide bituminous trailway along the west side of Jaguar Avenue .and to
complete the trail on the north side of 199th Street to Jaguar Avenue.
Motion passed.
ITEM 7. -Unfinished business.
Committee asked if any progress had been made in the negotiations for
the propposed northeast sector park. Staff stated that this is Mr.
Tutewohl's busiest time for farming and it has been difficult to contact
him. He had been asked to pick up some papers for review but to date
has not done that.
Staff discussed with committee the situation concerning a dissatisfied
park user who attended the City Council meeting on Monday evening. Mrs.
Lawrence had seemed very contented after she met with Bob Erickson and
the staff who were involved in the incident.
City Council regretfully accepted the resignation .of Jeff Larson from
the Parks and Recreation Advisory Committee at their meeting on Monday
evening. Jeff, plans to return to school and feels he would not be able
to continue with the time commitment of the advisory ,committee. Jeff
suggested that committee members be involved in the interview process
for his replacement.
A change order will be requested for the Quigley-Sime pro ect for the
purpose of installing a .fence around the Jones pro erty. ~he change
order also includes paving a trail connection from homestead Creek to
the Land of Amazement and a basketball standard for Hypointe Crossing
Park.

There was no new business at this time.

ITEM 9. -Announcements.
The next meeting of .the Parks and Recreation Advisory Committee is
scheduled for August 18, 1993, 7:00 PM, at the. City Hall Council
Chambers.
