HomeMy WebLinkAbout07-21 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MINUTES JULY 21, 1993 ITEM 1. -Call to order. The meeting was called to order at 7:00 PM by Chairman Illa. ITEM 2. -Roll call. Present were L. Lulf, J. Larson, K. Ilia, A. Raymond and P. Messin er. G. Grenz and H. Lovelace were unable to attend. Also. present were ark Director Steve Michaud and Recording Secretary Judi Ryan. ITEM 3. -Minutes of June 16, 1993. The minutes of the June 16, 1993 Parks and Recreation Advisory Committee meeting were discussed. Messinger requested an addition on page 2, third paragraph. In addition to brightly colored playgrounds being more stimulating to children, .they are also safer and add to a child's depth perception. The minutes were approved as corrected. ITEM 4. -Citizen comments. There were no citizens present for items not on the agenda. ITEM 5. -Staff reports. * City Council approved the concept plan for Brackett's Park with the • addition of extra bituminous surfacing for they basketball court. This will make the basketball court area a total of 20 X 20 . * A reconstruction meeting was held this week for the Quigley-Sime ~ro~ect. Staff has also received the necessary permit, from the DNR or the construction of the detention pond associated with this pro ect. Some plowing has been don and grading will begin soon. * Sta~f plans to determine. playground colors for the Hypointe Crossing Park and order the eqquipment on July 22nd. It will take about six to eight weeks for derivery, at which time the park should be ready for installation. * Committee members mentioned that they would like to have the summer interns attend a Parks and Recreation Advisory Committee meeting so they could be formally introduced. * There has been some problem with Qeople attempting to avoid the construction areas and detours by driving on the bike trail in the area of Jade Trail by Lakeridge Park. Steel bollards and barricades have been installed as a deterrent. * Staff reported that the park system is in very. good shape after Pan-O-Prog and with all the rain, the grass continues to grow very fast. * Repairs, to trail have been completed in several locations. Trail connection projects are also underway in several locations which will complete the trails to numerous sites. * Damage is being done to the bike trail between Excel Way and Excelsior Avenue by the continuous pumping of storm water from Apple Valley across the trail. This section of trail is an important link • between the Dodd Point development and numerous park and .trail • Parks and Recreation Advisory Committee Minutes July 21, 1993 Page -2- facilities located to the west. A letter has been .sent. to Apple Valley Public. Works Director asking that something be done to correct the situation. Messinger cited the danger of pedestrians and bicyclists now using the streets rather than the trail. * As re uested, staff has looked at the soccer kick boards which RAAA uses ~or soccer practice. Messinger has. requested that similar ractice boards be added to the Lakeville system in the future. * ~taff explained that the channel had been cleaned out and new culverts have been installed in various locations along the , bike trail from Antlers Park to downtown to help expand the capacity of the water flowing from Lake Marion. * The STS crew sand bagged at Casperson Park in an attempt to save the trail. Replacement costs would have been very high had the trail been destroyed by the rising water. ITEM 6a. -Lake Villa Golf Estates 8th Addition. Committee members were shown the proposed plat of Lake Villa Golf Estates 8th Addition. This pl-at consists of 25 single family lots and is located on 179th Trail and Kinggsway Path. This is the final phase of development of the. Lake Villa GolLEstates PUD approved in 1979. 93-24 Motion was made by Raymond,. seconded ~by Messinger, to recommend to City Council that a cash contribution of $80.00 per lot be accepted to meet park dedication and trail dedication requirements for Lake Villa Golf Estates 8th Addition. Motion passed. ITEM 6b. -Harvey's Maintenance Building. This is a one lot plat submitted by Freeborn-Mower, Ltd. on the north side of 165th Street, east of Ipava Avenue. The Crystal Lake Golf Club maintenance building is proposed to be construction on this lot. The lot is subject to ,park dedication fees, however as part of a previous agreement involving the entire PUD, the developer has agreed to construct all trails and sidewalks and trail fees have been waived. 93-25 Motion was made by Messinger, seconded by Lulf, to recommend to City Council that a cash contribution of $650.00 be accepted to meet the park dedication requirements for Harvey's Maintenance Building. Motion passed. ITEM 7. -Review of 1993 Panorama of Progress. City staff, as well as the Pan-O-Progg board members, felt this had been one of the best organized and smootfiest running Pan-O-Prog's ever. All events including Youth Play Day, the softball tournament, and the .model boat races went very well. One letter had been received by City staff concerning the spacing of the parade, which of course is very ~ difficult to control, once the units leave the starti~n~ point. Messinger • mentioned that having a striped parking lot at Nortfi Park would assist Parks and Recreation Advisory Committee Minutes July 21, 1993 Page -3- with more orderly parking and that there are always a few inconsiderate people driving too fast m the parking lot. ITEM 8 -Park development ppro'ects update. , The survey for the Goose Za~e Conservation Area access has been completed. Staff is working with Barton-Aschman on an agreement to design the concept plan for the property and trail. Staff continues to work with representatives of the Hennepin Park System concerning easements for Murphy-Hanrehan trail extension. ITEM 9. -Review ISD #194 /City of Lakeville Joint Power Agreement. Committee .members had received draft copies of the Joint Powers Aggreements and had had the opportunity to review them. Committee chair Illa asked about having McGuire Junior High deleted from the list, as it will be closed for the 1993-94 school year. Staff felt it should stay in the document, as this will be a long-term agreement. The second Joint Powers Agreement in the packet, is more specific and deals with those facilities being built today, mainly for the purpose of athletic facility use. In the first aggreement, major facility uses are listed. These agreements may need to be updated or amended from time to time to • include additional new a facilities. Committee members felt the first drafts of these documents were very thorough; staff will forward any revision to the committee for review. ITEM 10. -Review revised Resolution Establishing Rules and Rental Fees .for Use of City Parks. As part of the drafting of the Joint Powers Agreement between the City of Lakeville and ISD #194, the issue of uniform building rules and regulations was discussed. In order to be consistent with other City buildings and those of the school district, the resolution needs to be revised to prohibit the use of alcohol and tobacco inside the North Park and Foxborough Park buildings. Item B.10. has been added to the document stating~, "Alcohol sand tobacco are prohibited in North Park and Foxborough Par1c buildings. Item 7. on Ex7iibit B was also modified to reflect this addition. 93.26 Motion was made by Messinger, seconded by Larson, to recommend to City Council the amendment to the Resolution Establishing Rules and Rental Fees for Use of City Parks for the purpose of prohibiting the use of alcohol and tobacco in Foxborough Park and North Park buildings. Motion passed. ITEM 11. -Unfinished business. Messinger asked if one of the seasonal crews could complete the fencing roject at Parkview. Staff will discuss the project with the Park superintendent. Parks and Recreation Advisory Committee Minutes July 21, 1993 Page -4- Messinger had called the Police Department on Monday to report horseback riders m Valley Lake Park. Staff had not received a report on this incident from the police and was unaware of any outcome. Vehicles continue to be given citations for illegal parking at Casperson boat launch. More towing will be used to further deter people from parking in no parking zones. A letter had been received from a team from Blaine who was unhappy with response times for ALF after an injury to a team member. Police and ALF logs showed response time was good; well within acceptable limits. Staff stated the leagues are very happyy with the new lighting syystem at Aronson Park and are also pleased with the new distances on Field #1. ITEM 12. -New business. There was. no .new business at this time. ITEM 13. -Announcements. The next meeting of the Parks and Recreation Advisory .Committee is schedule for August 4, 1993, 7:00 PM, at the City Hall Council Chambers. ITEM 14. -Adjourn. The meeting adjourned at 8:40 PM.
