HomeMy WebLinkAbout05-19 CITY OF LAKEVILLE • PARKS AND RECREATION ADVISORY COMMITTEE MINUTES MAY 19,1993 ITEM 1. -Call to order. The meeting was called to order at 7:00 PM by Chairman Ilia. ITEM 2. -Roll call Present were H. Lovelace, L. Lulf A. Raymond, K. Illa, G. Grenz and P. Messinger. J. Larson was unable to attend. Also present were .Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM 3. -Minutes of May 5, 1993. The minutes of the Ma 5, 1993 Parks and Recreation Advisory Committee meeting were approved as printed. ITEM 4. -Staff reports. * Staff has received .preliminary cost estimates from Barton-Aschman Associates concerning Hypointe Crossing Park. and is confident that the construction will proceed as ,planned with trail, playground, shelter and basketball court staying within the proposed bud et. * Due to some drainage issues associated with the uigley-Sime property, development may be more costly than ong~na ly planned. Add alternates may need to be built into the plans and specifications so the City can exercise options in order to stay within the budget. * Several park identification signs have been removed for repairs and will be replaced as soon as possible. * The Lake Marion water level will need to subside considerably before the 35-W fishing pier can be installed. * The Land of Amazement has won the MRPA Award of Excellence. This award will be presented to the Land of Amazement Committee and the City Council at the June 21st Council meeting. All Parks and Recreation Advisory Committee members are encouraged to. attend. * The Parks and Recreation Dept. has been very busy keeping up with needs and requests including park rentals and program registrarions. Many scouting groups are .still wanting to do tree plantings in addition to the hundreds which were planted as part of Arbor Day. The maintenance division has been working overtime to keep up with baseball, softball .and soccer field needs as well as numerous other spring duties. * It was reported that damage had been done to the Aronson Park fence by ahit-and-run driver. A ball player who witnessed the incident got the license number of the car and contacted .police. This act resulted in the Park Dept. receiving restitution in the amount of $412.00. * A change order is being prepared by Barton-Aschman to install a backstop hood on one of the Parkview fields to prevent balls from going into the neighbors yards. Pat Messinger asked about the tree lantmg schedule for Parkview Park. Staff will check with the City ~orester. Parks and Recreation Advisory Committee Minutes • May 19, 1993 Page -2- * A check in the amount of $2,000 has been received by the Parks and Recreation Dept. to assist with funding Safety Camp and nature ppr~ograms at Ritter Farm Park. The other sponsor of Safety Camp is chemcentral. * With the recent donations by Ames Construction it appears the ice arena will become a reality. * At their May 17, .1993 meeting, City Council authorized staff to research options for a park on the east side of Highview Avenue which would satisfy park needs in that section of Lakeville. ITEM 7. Review elementary school recreation program survey, results. Renee Brekken, Recreation Supervisor addressed the committee and discussed the results of a survey of elementary school students. The purpose of .the survey was to receive input on students ` interests far summer activities and parents views of times, locations and costs. The survey showed that parents preferred Monday, Wednesday and. Friday morning programs; however, staff felt mornings were in conflict with summer school activities and also with sites and instructors which would be shared with the Damp Kermit program. It was decided to offer activity camps this summer instead of an on-going playground program. Survey results showed a variety of interests including games, crafts, discovering .animals, sports, environmental education and creativity • programs. Fees for the programs will be in the range of $15.75 to $18.?5, depending on the amount of materials which need to be purchased for the proggrams. Many sites were suggested for trips, and staff will be implementing some of these ideas this summer. Committee member Messinger telt the idea of activity camps was excellent and found it very interesting reading the responses from the parents and children. Committee members also suggested excursions to the Minnesota Historical Society and Dakota County Historical Society, bath just newly opened. ITEM S.a. Monthly report. There were no questions or comments on the April, 1993, Parks and Recreation Advisory Committee Monthly Report. ITEM S.b,1992 Parlcs and Recreation Dept, Annual report. Committee members received copies of the annual report. Staff discussed the Executive Summary with the committee and highlighted same of the statistics on park use, program participation and other areas of park maintenance and development. ITEM 6.a. Rolling Qaks 6th Addition, This plat is located in the area south of 165th Street and east of Kenrck Avenue and consists of 24 single family lots. A large knoll with a sizable oak tree stand exists on Outlot B. Staff feels a unique • conservation preservation opportunity exists and it was suggested that a trail similar to the one around Cherry View Pond be built in the area. Parks and Recreation Advisory Committee Minutes • May 19, 1993 Page -3- 93.15 Motion was made by Messinger, seconded b Lovelace, to recommend City Council accept Outlots B and C m lieu o~ cash to satisfy the Park and Trail dedication requirements for Rolling Oaks South Plat 6. In addition the developer will construct a crushed aglime trail through Outlot B into Outlot C immediately following street construction. The ag lime trail will be similar to .the access located at Cherry View Pond Park. Motion passed. ITEM 6.b.Tmber Ridge South. Committee was shown a map of the location and configuration of Timber Ridgge South. This proposed plat is ,located within Outlot P of the Rolling Oaks PUD and consists of 62 single, family lots. The final plat will be sub'ect to park and trail dedication fees established in the original development agreement of Rolling Oaks which was signed in 1987. 93.16 Motion was made by Raymond, seconded b Lulf, to recommend City.Council approve the Timber Ridge South plat andy accept cash park dedication fees of $500.00 per lot and trail dedication fees of $135.00 per lot according to the 1987 development agreement, to satisfy the park anc~ trail dedication requirements. Motion passed. ITEM 8. -Review proposed Twin Cities Model Boat Club race. Staff met with representatives of the Twin Cities Model Boat Club some time ago concerning a proposed race at Valley Lake Park during the 1993 Panorama of Progress, and has spoken to them several times by, phone. Staff does not foresee crowd control being a problem. Same details need to be worked out, but it seems as though the event could be very successful. Rangers and police reserves would be on duty and assistance has been offered by several scouting gcoups. The Iishin ppier may be installed in Valley Lake by the time of the event, and coup be used as a staging area for the competitors. 93.17 Motion was made by Grenz, seconded by Messinger, to recommend City Council approve the use of Valley Lake Park for the Twin Cities Model Boat Club race to be held on July 10, 1993, in conjunction with the 1993 Panorama of Progress. Motion passed. Staff reported to committee that Leo Tutewohl has been liven a deadline of June 4, 1993 to sign a contract concerning property negotiations. ITEM 9. -Discussion of annual park tour. Staff informed the committee that members of the Lake Villa Homeowners Association will be attending the Parks and Recreation Advisor Committee meeting, of June 16, 1993 and are scheduled for 8:15 PMy . immediately following the park tour. Theyy wish to discuss the play- ground which will be installed in the Brackett's Townhame park. The developer has been sent literature on playgrounds and will meet with staff to discuss options and budgets. Parks and Recreation Advisory Committee Minutes May 19, 1993 Page -4- Sites mentioned for the annual park tour included Casperson Park, the rip rapping pro ect at Orchard Lake Beach, ,the area proposed to become park land in ~imber Ridge South, Hypporate Crossing Park site the Lakeville High .School site, Parkview baIlfield complex, Cedar Hig~iland trail, Cherry View Pond Park, the second access to Goose Lake, and the Valley Lake fishing pier, if it is installed by then. ITEM 10. - Unfinished business. Barriers need to be installed along the North Park trail.. to prevent people from driving and parking on the trail. "No Parking" signs can be placed as a temporary. solution until fencing can be installed. ITEM 11. -New business. Committee member Ilia had been approached by a school board member concerning the progress of the faint owers agreement. Staff did not have .any further information for the Parks and Recreation Committee at this time. ITEM 12. -Announcements. The next meetingg of the Parks and Recreation Advisory Committee will be June 2, 1993, 7:U0 PM, at Lakeville City Hall. ITEM 13. -AdJ'ourn. • The meeting adjourned at 9:15 PM.
