PARKS AND RECREATION ADVISORY COMMITTEE MINUTES MAY 5, 1993 RITTER FARM PARK Prior to the scheduled meeting, Parks and Recreation Advisory Committee members toured the new Environmental Learning Center at Ritter Farm Park and enjoyed a barbecue dinner. ITEM 1. -Call to order. The meeting was called to order at 7:00 PM by Chairman Illa. ITEM 2. -Roll call. Present were H. Lovelace, L. Lulf, K. Illa, A. Raymond P. Messinger, and J. Larson. Committee member Grenz was attending a Fire department meeting and was unable to attend. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM 3. -Minutes of April 21, 1993. The minutes of the April 21, 1993. Parks and Recreation Advisory Committee meeting were discussed. There was a correction on page one of the minutes, under Item S., the date should be May 21, 1993. The minutes were approved as corrected. ITEM 4. -Citizen comments. Two scouts from Boy Scout Troop 262 and their leader, Doug Bergstrom, were • present at the meeting. Mr. Bergstrom explained that the two scouts. were attending the meeting as part of the criteria toward earning their Communications merit badges. ITEM 5. -Staff reports. * The weather for Arbor Day was uncooperative and the. activities were very abbreviated. Three Councilmembers and a few citizens attended the ceremonial tree planting. Scouting and citizen groups planted 300 seedlings in Ritter Farm Park and 300 seedlings in Cedar Highlands Park. * Staff is working with several agencies to schedule groups to work at no cost to the City. The STS crew will work three weeks in the summer and return in the fall• the Tree Trust crew is scheduled for ten weeks this summer; and the youth Repay Program will be scheduled for most of the summer. Along list of park maintenance and development projects has been developed for these groups. Staff feels the groups are well supervised, and will be a great asset to the park department in completing projects this summer. * The LBA has purchased several stora a boxes which have been installed at several different locations next to ballf elds. * Men's and Women's leagues softball games started this week at Aronson Park and the new lights seem to be working very well. Men's president Todd Rasmussen expressed his appreciation and approval of the project's outcome. * The hiring of ,summer staff is complete both in the recreation and maintenance divisions. Parks and Recreation Advisory Committee Meeting • May 5 1993 Page * The Street Department is in the process of sweeping all the trails. It was mentioned that the trail along Ipava and 185th Street needs to be cleaned. * Sealing of the Land of Amazement has beenpostponed .once again due to weather and is now scheduled for May 23 1993. * City Administrator Bob Erickson and Park Director Steve Michaud met with residents in the area of the Goose Lake Conservation Area. Two residents have offered to grant the City a permanent easement between their homes as a second access to the conservation area. * People parking. on the bike trail at North Park continues to be a problem. Curb stops will be strategically placed to obstruct cars from entering the grass and trail areas. * Staff met with the DNR at the 35-W fishing bridge to determine the feasibility of installin a handicapped accessible fishing platform. The lake level is too high to allow installation at this time. Staff hopes to schedule the STS crew to do the work in the fall when the water level is down. * City Council approved the Park Dedication Fund Budget at their May 3, 1993 meeting. * A meeting has been scheduled for Monda ,May 10th with Barry Warner from Barton-Aschman City Engineer Keith Nelson and Steve Michaud, to discuss deli n plans for ~Iypoint~ Crossing Fark and ~uigley-Sims Parka * Staf~ met with Babe Murphy on the Quigley-Sims property site to discuss • drlinage and drain the which exists on site. Some grading adjustments wi l be made as this new information is taken into consideration. * Neighbors from the Hypointe Crossing neighborhood have contacted staff concerning the age-appropriate variations for the proposed playground equipment. Barton-Aschman will design the playground for mostly 5-12 year olds, with a separate module for 2-4 year olds. * The maintenance crew is working five 10-hour days this week to try to catch up with the spring rush of tasks. They are continuing to use the tree spade, getting all water systems and irrigation systems running, beginning to mow and drag ballfields, along with many other assignments. ITEM 4. -Citizen comments. Four citizens from the Goodview Estates neighborhood attended the Parks and Recreation Advisory Committee meeting to discuss their desire for a neighborhood park. A petition which had been circulated in .their neighborhood was. presented to the committee asking. that the City acquire and develop Outlot. B, Chapel Hills, a S.8 acre parcel, as a park. A letter had also been received b the Park Director from a spokesperson for the groupp Mr. Jeff LaFavre, 1650 Goodview Way, stating that their neighborhood is 41~ of a mile from Foxborough Park, which is the closest park to them. The neighbors had circulated a second petition which people had signed stating their willi~nggness to contribute time and labor for the development of the property. Mr. LaFavre had also .spoken to, representatives of a nearby church who told him they are planning to put in a small park as part of • their improvements. They indicated they would be willing to expand their play area if the City would assist in some way. The petitions will be forwarded to City Council for. their information. Committee further discussed the proposal and the parcel's very steep topography and close proximity to County Road 46 and the fact .that trails will be expanded in the area to make other parks more accessible. ITEM 6. Review and make recommendations on plats. A. Lynwood South 2nd Addition. This property is located on the east and southeast side of Goose Lake. The Parks and Recreation Advisory Committee had previouslX toured this property and discussed linear greenways and easements for trails. This plat abuts the Stonebriar ,plat. Land will be required to satisfy the park and trail dedication requirements. 93.10 Motion was made by Messinger, seconded by Lulf, to recommend to City Council to accept Outlots A and B of Lynwood South 2nd Addition to satisfy the Park and Trail Dedication requirements of this plat. The developer will receive a payment for land contributions in excess of requirements. The ayment will come in the form of area trunk storm sewer credits and cash ~rom park dedication required from the Stonebriar plat. Motion passed. The Parks and Recreation Advisory Committee thought it would be prudent to accelerate the acquisition and development of the second access to the Goose Lake Conservation Area. B. Hypointe Crossing 2nd Addition. This plat consists of 22 single family lots and is located east of Crystal Lake Goif Estates PUD and north of 165th Street. The park and trail dedication reqquirements for this addition were satisfied with the first addition of Hypointe Crossing. The developer .dedicated property for Hypointe Crossing .Park, constructed an 8' multipurpose trailway on the north side of 165th Street, and also constructed a sidewalk to provide access to the park. Therefore, there are no cash or land requirements for this phase. 93.11 Motion was made by Raymond,.seconded by Larson, to recommend to City Council approval, of H pointe Crossing 2nd Addition as discussed at the time of the original plat, with no further park or trail requirements from this hase. Motion passed. C. Crystal Lake Golf Estates 3rd Addition. This plat. is an extension of other residential developments of the Crystal Lake Golf Estates PUD, consisting of 44 single ,family lots. In a previous phase of this PUD, land was dedicated to the City for wetland preservation and the developer ,was given credit against the ppark dedication fees. There is a credit remaining for this phase of $6,SOS.UO. As part of the original Parks and Recreation Advisory Committee Meeting May 5,.1993 • Page -4- agreement, the developer will be constructing all sidewalks and trails within the park and in exchan_gge, the City has agreed to waive the Trail Dedication fees f:or the entire PUD. 93.12 Motion was made by Larson seconded by Lovelace, to recommend that City Council approve .Crystal Lade Golf Estates 3rd Addition plat and request a cash contribution to satisfy the park, dedication requirements, less the credit due to the developer for previous land dedications. No trail dedication fees are required of this plat. Motion passed. D. Crystal Lake Golf Estates 4th Addition. This plat consists of 14 single family lots and is subject to park dedication fees. The Parks and Recreation Advisory Committee concurred with their motion on the original plat to request .a cash contribution. The developer is receiving credit for the construction of trails and sidewalks within the plat to satis~ the trail dedication requirements for this plat. 93.13 Motion was made b Lovelace seconded by Lulf, to recommend to City Council approval of the Cyrystal Lade Golf Estates 4th Addition plat and that a cash contribution be requested to satisfy the park dedication requirements. Motion passed. • E. Crystal Hills. This is a final plat consisting of 66 townhome lots within the Crystal Lake Golf Estates PUD and is subject to park and trail fees. In addition. to park and trail dedication fees, the developer is proposin a tot lot just south of Lot 32, Block 5. The developer well construct andgprovide the a uipment for the tot lot no later than when building permits are issued for 4~ of the 86 total townhome units. 93.14 Motion was made by Messinger, seconded by Lulf, to recommend to City Council that a cash contribution be required , of Crystal Hills final plat to satisfy the park and trail dedication requirements. It is also recommended that the developer com fete construction of the tot lot when building permits have been issued for 43 dwelling units. Motion passed. ITEM 7. Unfinished business. There was no unfinished business at this time. ITEM 8. New business. Committee member Messinger suggested that soccer practice kick boards be placed at a couple of park locations for the purpose of soccer players being able to practice their sport on a rebounding type apparatus, similar to a batter board. Various locations were suggested and discussed, as well as possible cost to construct the apparatus. Messinger feels this would be an important aspect for the growth of the soccer program. Staff will research this idea further. • Parks and Recreation Advisory Committee Meeting May 5 1993 • Page S Committee members asked staff if there had been any, recent ,progress on the potential park bond referendum. There was no current information. ITEM 10. -Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for May 19, 1993, 7:00 PM, Lakeville City Hall Council Chambers. ITEM 11. -Adjourn. The meeting add ourned at 9:00 PM .
