PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
MARCH 3, 1993
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were H. Lovelace, A. Ra mond, J. Larson K. Illa, L. Lulf, and G.
Grenz. P. Messinger had calledy and had a fami~y conflict. Also present
were Park Director Steve Michaud and Recording Secretary Judi Ryan.
ITEM 3. -Minutes of February 17 1993.
The minutes of the February 17, 199 Parks and Recreation Advisory Committee
meeting were discussed. On page 3, third paragraph, the word should be
"skating". The minutes were approved as corrected..
ITEM 4. -Citizen comments.
There were no citizens present at the meeting.
ITEM 5. -Staff reports.
All skating rinks have been closed as of February 28th. Staff was pleased
with the quality of ice and length of the season this year.
Staff has received some calls from equestrian advocates in the Ritter Farm
• Park area. There is a need for more and better trail markings, so the horse
trails do not conflict with the archery range. Staff will visit the site as
soon as the weather is conducive to determine how one trail can be diverted
to the North to avoid conflicts.
Quotes are being solicited by the Park Department for several projects
including tilingt carpeting and siding for the Ritter Farm Park farmhouse,
herbicide,.. fertilizer, grass .seed, a land survey on the Quigley-Sime
property, portable toilet rental for the summer season and a guard rail
project on Judicial Road.
A report was received by committee from the Lakeville Police concerning the
snowmobile enforcement on February 26, 1993. The DNR and the Lakeville
Police were involved at several locations and some tickets and warnings were
~iven out, mostly for improper registrations and high speeds. The police
elt this was a very success l effort and plan to o it again next year at
least once, though maybe closer to the beginning of the snowmobile season.
The SnoTrackers snowmobile club was also pleased with the results.
Fish house removal from the lake went well and for the most part was done on
a timely basis. Cleanup of Lake Marion is being planned by the STS crew,
D.N.R. and the Minnesota Pole Benders.
ITEM 6. - Review proposed final concept for Hypointe Crossing
neighborhood park master plan.
Staff showed committee a copy of the preferred concept plan which had been
• discussed with residents of the area at the last meeting. No changes needed
to be made following that discussion.

93.02 Motion was made by Larson, seconded by Raymond, to recommend to City Council
approval of the preferred alternative master plan concept for Hypointe
Crossing Park.
Motion passed unanimously.
ITEM 7. - Review proposed final concept for Quigley-Sime youth athletic
complex master plan.
Minor Changges to the master plan concept were made by Barton-Aschman
Associates followin the public meeting on February 17, 1993. Both fields
to the north have been reversed, which brings the home plates of all fields
closer together. Committee felt this was an acceptable configuration. The
small parking area on the south end of the property has been removed from
the plan. Certain trails have been removed from the plan.
Berming or planting of natural vegetation will be used for screening of the
properties to the west. Staff is checking with Community Development
concerning vacating the roadway which is platted along the west side of the
property.
Logistics on how to fund the development of QQuigley-Sime property still
remains uncertain. The City survey will rovide information on whether
there is support for a bond referendum. ~taff feels it is important to at
least get the gradin and seeding or sodding completed this year so the
fields will be ready ~or playy .by 1994. Construction of the parking lot and
backstops ,are important. Lnrtial funding could come from park dedication
with additional funding from a bond referendum if authorized and approved by
the voters.
93.03 Motion was made by Lulf, seconded by Larson, to recommend to .City Council
approval of Alternative C of Quigley-Sime youth athletic facility master
lan.
~ommittee member Larson asked if a trail is planned on the north side of the
drainage swale. Staff indicated a trail will be located on the north side
of the swale.
Motion passed unanimously.
ITEM 8. - Discuss potential bike trail grant opportunities with ISTEA.
Staff informed the committee that under the new act, the language was made
more flexible and new Categories were added including one called
"Enhancements". Criteria for this category has been received by staff and
includes trail projects. Part of the last round of grants, under one
received by Dakota County, may include a kiosk for the downtown Park Plaza.
Staff is considering writing a grant to assist with enhancements on the
County Road 46 trail. Other grants previously submitted with Dakota County
are being considered for resubmittal.

Competition for this new round of $7 million in grants will be great,
however the. state is aware of the difficulty that small towns and suburbs
have in competing with the downtown Minneapolis area especially when they
look at number of people served. It is anticipated t~iat the funds will be
divided between urban and suburban cities. Committee member Raymond. asked
if the at-grade crossing on County Road 44 would be eligible and was told
there had been some discussion about this. Staff will keep committee
informed of any progress concerning these grants.
ITEM 9. -Update on Brackett's Crossin trail and park.
Staff repported that the Hennepin Parks ~oard approved the trail project
througgh ZViurph -Hanrehan Park, which will link the .neighbors in Brackett's
Townhomes with park facilities around Orchard Lake.
ITEM 10. - Unfinished business.
Staff mentioned the turnback program involving city, county and state
agencies.
Staff has been working with the school district in planning the layout of
four softball fields at the proposed new elementary school on Jacquard
Avenue. City and school district officials will be working on a joint
powers agreement..
. ITEM 11. -New business.
There was no new business at this time.
ITEM 12. -Announcements.
The next meeting of the Parks and Recreation Advisory. Committee is scheduled
for March 17, 1993, 7:00 PM.
ITEM 23. -Adjourn.
The meeting add ourned at 8:00 PM .
