PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
FEBRUARY 3, 1993
ITEM 1. - Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. - Roll call.
Present were L. Lulf, K. Illa, H. Lovelace, G. Grenz and P. Messinger.
A. Raymond was out of town and J. Larson was ill. Also present were Park
Director Steve Michaud and Recording Secretary Judi Ryan.
ITEM 3. - Minutes of January 27, 1993.
The minutes of the January 27, 1993 Parks and Recreation Advisory
Committee meeting were discussed. Committee members had no additions or
corrections and the minutes were approved as printed.
ITEM 4. - Citizen comments.
No citizens were present at the meeting for items not on the agenda.
ITEM 5. - .Presentation by residents of the Kenmore Park area
concerning park needs in their neighborhood.
Elizabeth Oppegard was present to discuss Kenmore neighborhood park needs
with the committee. She feels Kenmore Park has been neglected, since the
playground structure has not been updated since the park was built. .Last
• summer the park maintenance department did a thorough clean up of the
park, which was appreciated by the residents. Ms. Oppegard stated that
there are 31 children under the age of 8 living in the neighborhood. In
.addition she stated the neighborhood has two licensed day cares and 18
grandchildren who visit regularly. Kenmore Park is also used by older
members of the neighborhood for volleyball games and block parties. The
neighbors are requesting a large updated playground/climbing structure,
installation of baby swings and new sand under the structure. She added
that not all equipment needs to be replaced.
Staff stated the property is about the size of a residential lot. New
playgrounds become very expensive with the ADA requirements, so a handi-
capped accessible structure comparable to Dakota ~-Ieights for example,
would cost approximately $15,000. For any new playgrounds which are
installed, staff is recommending abase of FiBar which is safer and
handicapped accessible, but more expensive than sand. Staff added that
currently the park department is dealing with many other neighborhoods
which have no parks or playgrounds and the committee is in the process of
prioritizing needs. Ms. Oppegard thanked the committee for its
consideration.
ITEM 6. - Staff reports.
Following Monday's Council meeting, a continuation of Saturday's work
session related to the purchase of property for the northeast sector park
took. place. An offer was made to the property, owner and negotiations
• continue. A question concerning future park dedication on the remaining
property had been raised. Staff and committee members are appreciative
of the Council's positive attitude and the support they have shown
concerning the purchase of this property.

In their attempt to establish an improved relationship with the school
district, it was suggested that a task force be established to work on a
joint powers agreement for future school/park complexes, possibly with, a
maintenance agreement attached. Staff has begun this process and will
keep committee updated as it evolves.
Staff discussed his ideas for development of the Qui le -Sime property
with Tom Kuzniar, LBA commissioner, and Scott Morse, l~A director. Both
concurred with staff's proposal to .build dual purpose fields in order to
more easily shift .field assignments, so specific leagues .would use certain
fields. Cooperative efforts are still being pursued with ISD #194 and
the LBA for field dragging and other regular maintenance duties on the
school's fields.
Committee member Messinger stated it seems as though the minimal amount
of land is being purchased for schools and more consideration should be
taken for athletic facilities which .could be associated with these
sites. Staff added that if the City were to purchase additional land
adjoining a school site, there could be great savings realized in several
areas such as grading, field and grounds maintenance, and shared parking.
Staff distributed a drawing of the lot in Brackett's which has been
designated as park land and explained its location. The proposed, trail
through Mur hy-Hanrehan Park will directly link Orchard Lake facilities
to new neighborhoods. Staff had met with Hennepin Parks staff last week
and they will bring the proposal to the board by the end of February.
The Hennepin .Parks staff was veryy supportive of the trail concept.
On-street striping has been done in the Brackett's area.
ITEM 7. - Consider request of Twin Cities Model Boating Club to hold
an event at Valley Lake during 1993's Pan-O-Frog and make recommendation
to City Council.
Staff is still waiting for a response from the club on a couple of
questions he had concerning the event. The fencing issue, staging area
location and length of time required for set up and take down for the
event are still unanswered. Answers to these issues will determine the
amount of time the beach will need to be closed. Staff had received a
phone call from a resident who had seen similar events and vouched for
the high level of responsibility .the group has shown. Committee members
felt they did not have adequate information to make a recommendation to
.City Council.
ITEM 8. - Continue review of master plan concepts proposed by Barton-
Aschman Associates for development of the Quigley-Sime property and
Hy ointe Crossing park property.
Sta~f showed the committee several concepts of the Quigley.-Sime property,
each dep icting a four-field complex with a shelter building, playground
• and parking area. There is a house on a piece of property approximately

100' by .100' which protrudes into the park property and causes some
difficulty in design of the park. It would be very beneficial to the
development to be able to include this piece of property in the design.
Staff had discussed field standards with the LBA commissioner, who will
go to the directors and get specific information for each age level. It
was also suggested that they find room for a volleyball court somewhere
in the design. Messinger suggested that the playground be more centrally
located than what is shown on these concepts. Various methods of doing
this were discussed, including moving the parking .lot to the east,
partially onto the Aronson Park property. Another idea was to only
develop three fields at this .time, omitting the field which is on the
property where the house stands. The advantage would be not to feel
compelled to make a hasty agreement with the property owner. Staff will
relay committee's suggestions to Barry Warner for a re-draw.
Committee reviewed three concepts of the Hypointe Crossing neighborhood
park design which had been discussed at their last meeting.. committee
decided on a preferred concept which shows a playground, trails, and some
picnic facilities. A public meeting will be set to discuss development
of this property with residents of all affected. neighborhoods.
• ITEM 9. - Review of issues discussed at the January 30 1993 City
Council/Parks and Recreation Advisory Committee joint wor~ session.
.Committee chair K. Illa said the work session went very well.. Council
was generally supportive of a bond referendum and their questions were
mainly concerned with financing structures and slightly differing
philosophies concerning the debt load. Council will evaluate citizen
reactions from questions, being asked on the upcoming City survey before
making any, final decisions. Staff is continuing to work on a list of
potential projects a referendum, keeping the total under $2 million.
The City's annual survey will poll citizens about how they perceive the
need for a park bond referendum.
ITEM 10. - Unfinished business.
The skating rinks have been closed since Saturday, January 30th due to
the unseasonable warming trend. Rink attendants have been on duty to
keep skaters off the ice to prevent further damage, in case it turns cold
enough to flood again.
The snowmobile saturation which was planned for this coming weekend with
the DNR, Dakota County sheriff's department, the Lakeville Police and the
snowmobile club will robably not be held because of warm weather.
Committee member Lul~ suggested the event be rescheduled for early next
winter so that problems don t escalate over the season.

Staff distributed a copy of a letter from a resident of the Foxborough
neighborhood who feels the safety of the children who walk to the skating
rink is being threatened by snowmobiles driving through the park at a
high rate of speed. Lulf volunteered the SnoTrackers club to assist with
putting up "No Snowmobiling" signs at problem areas throughout the park
system.
ITEM 11. -New business.
Committee member Messinger would like the 8' trail from Valley Lake Park
to Parkview cleared as time allows after each snowstorm.
ITEM 12. -Announcements.
The next regularly scheduled meeting of the Parks and Recreation Advisory
Committee is scheduled for February 17, 1993.
ITEM 13. -Adjourn.
There being no further business, the meeting was adjourned at 8:50 PM.
