HomeMy WebLinkAbout11-04 CITY OF LAKEVILLE • PARKS AND RECREATION ADVISORY COMMITTEE MINUTES NOVEMBER 4, 1992 ITEM 1. -Call to order. The meeting was called to order at 7:00 PM by Chairman Illa. ITEM 2. -Roll call. Present were H. Lovelace, L. Lulf, J. Larson, K. Ilia, G. Grenz, A. Raymond and P. Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM 3. -Minutes of October 21 1992. The minutes of the October 21, 1991 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections. ITEM 4. -Citizen comments. There were no citizens present at the meeting. ITEM 5. -Staff reports. October 31st was the end of the review period for those cities and other agencies who were sent copies of the Parks and Open Space System Plan and the Comprehensive Trail Plan updates. Comments were received from Hennepin Parks concerning some future trail connections. The Parks and Open S ace System Plan and the Comprehensive Trail System Plan will now be considered • for approval by the Planning Commission. Followingg their recommendation, documents will be considered for tentative approval by the City Council, contingent on final approval by the Metropolitan Council. A meeting is .scheduled for November 5th with ISD #194 officials and city staff concerning plans for the proposed elementary school on Jacquard Avenue and Co.Rd. 64. Staff is reviewing the otential of a school/park concept for the purpose of providing additional ballf elds. The bases for the lights at Aronson Park are being worked on and should be completed this week. The STS crew is working on the fencing at Aronson Park. The Tree Trust continues to work at Ritter Farm Park on sign post installations. The trail at Cedar Highlands Park is still too wet to be paved but the contractor feels it may still be possible to ,get the .project completed this fall if the weather cooperates. The security lighting has been installed on this project. Dakota County has submitted the ISTEA grant to the State of Minnesota for the trail protect at Highway 50 and Ipava Avenue. Staff will keep the committee informed of any progress on this Joint project with the county. Staff has been busy preparin~ for the MRPA State Conference which will be .held in Rochester November -21, 1992. Committee members Larson and Ilia • will also be attending conference sessions. Parks and Recreation Advisory Committee minutes • November 4, 1992 Page -2- ITEM 6. -Discuss proposed tournament reservation policy. To avoid conflicts in reserving parks, and fields for tournaments, staff is proposing the establishment of guidelines and reservation policies. Other cities were found to have a variety of existing policies. Besides prioritizing tournaments other issues need to be discussed such as requiring a certificate of insurance naming the City as an additional insured. Committee members received a draft olicy. from the recreation supervisor and discussed the suggested order ofppriority. The committee had several questions and would like to receive input from the Recreation Supervisor at the next meeting. There were some concerns about when the fees are collected and retaining a portion of the fees in case of cancellation. Committee members felt that fees should be paid early and be at least partially nonrefundable. A policy for cancellation fees exists in the park rules and regulation ordinance. Staff will bring committee's comments to the Recreation Supervisor. ITEM 7. -Review Park Dedication Ordinance proposed changes. A proposed addition concerning the condition of the areas to be dedicated was proposed to the ordinance. Wording of the section concerning replats was also discussed. It was suggested that Item P. be moved to page 1, just • .below Item B., as they both discuss characteristics that make property acceptable or unacceptable, as park land. The revised ordinance will be put on the next agenda for consideration. ITEM 8. -Unfinished business. Committee continued on the need and feasibility of a park acquisition and development bond referendum. Several ideas were discussed including the likelihood of School District #194 accelerating a 1994 referendum one year early. Staff presented a preliminary . list of the top .acquisition and development projects that he would consider the highest priorities based on the current system needs. In addition to the highest priority projects, staff listed several other priority projects. Staff has been working with Finance Director Dennis Feller concerning the financial implications of a bond referendum, taking into .account our existing park debt obligations. Dennis has prepared some preliminary ideas on the structuring of such an issue and will present the concept to the Parks and Recreation Committee at their planning meeting of November 24th. Chairman Illa polled the committee concerning their opinions of pursuing a bond referendum in 1993. Members. spoke very favorably about the idea and the tremendous need to keep up with the youth ,athletic facility needs and neighborhood park needs located m the .rapidly developing areas of Lakeville. Highest riority projects listed by the .Park Director included development • of the ~uigley-Same property; acquisition and development of a proposed Parks and Recreation Advisory Committee minutes November 4, 1992 Page -3- school/park project south of the existing Cherry View Elementary School, neighborhood pparks m the Brackett's Townhouse neighborhood, Hypointe Crossing neighborhood a possible school/park com lex m the Meadow Brook neighborhood and the development of Valley Lake ark which includes the ten acres purchased from Goff last year. Staff also explained to the committee that if in fact there was a successful bond referendum and the priority pro ects were constructed, additional full time and seasonal maintenance staf~ would be required to maintain quality services to .the citizens. Committee members discussed several other ,park system needs that have long been listed for develop- ment. They included Ritter Farm Park, Antlers Park restroom renovation, and a neighborhood park west of the freeway in the Orchard Lake area. ITEM 9. -New business. Committee member Grenz mentioned that the Lake Marion Homeowners Associ- ation had been represented at a City Council meeting and, was concerned about remote control boats on the lake. Although the lake is not under the urisdiction of the Parks and Recreation Committee, members would like to ~e informed when items concerning public beaches and areas around fishing piers are discussed so they can offer their input. Committee members acknowledged receipt. of thank you letters received from Renee Brekken for their assistance with the Haunted Forest. Final attendance and revenue figures were shared with committee members and they offered some suggestions for future Haunted Forests. ITEM 10. -Announcements. The regularly scheduled November 18, 1992 Parks and Recreation Committee meeting will be cancelled due to a conflict with the MRPA State Conference.
