• PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
SEPTEMBER 16, 1992
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were A. Raymond, K. Ilia, J. Lazson, P. Messinger and G. Grenz. H.
Lovelace and L. Lulf were unable to attend. Also present were Pazk Director Steve
Michaud and Recording Secretary Judi Ryan.
ITEM 3. -Minutes of August 19, 1992.
The minutes of the August 19, 1992 Pazks and Recreation Advisory Committee meeting
were discussed.
On page 4, paragraph 2, Illa asked if there had not been an answer to Raymond's
question. Staff stated that there is a solution for every situation, although
nght now terms have not been agreed upon. The following sentence will be added
to the minutes: "Although there aze many differences of opinion at this time,
City staff is confident that a solution will be reached."
Also on page 4, under Motion 92.21, Grenz asked that the following portion of his
comment be deleted, "and the developer is being required to agree to too many
stipulations.
• The minutes were approved as amended.
ITEM 4. -Citizen comments.
No citizens were present at the meeting.
ITEM 5. -Staff reports.
Staff went on to update the committee on the Lynwood South and Stonebriaz plats
and their proposed design changes. The developers have brought revised plats
before City staff which have different implications for pazk property in the
area. Committee expressed their continued desire to have a park in the area.
Staff will keep the committee informed of any approved changes in the plats.
Staff informed the committee that he had received a letter from the Dept. of
Natural Resources concerning the grant for the fishing pier at Valley Lake. The
grant has been approved contingent on the City's contribution of $5,000 toward the
pier, which has been authorized by City Council.
The construction of the community playground is going well, with a large number of
volunteers working on the project.
The Ritter Farm Pazk restoration is also going well. The decks aze completed and
electrical and plumbing is being worked on this week.
The lagoon project started Monday but the heavy rains caused the lagoon to fill up
again after it had been pumped for construction.
• Staff talked about some other park areas that had also been affected by the 8" of
rain received on September 15th. James Jensen bridge was underwater and the water

level has reached the top of the rip-rapping at Casperson Pazk. There was
apparently not any damage to the new grass at the Pazkview ballfield project.
The system plan is complete and camera ready for the printer. The Park Dept.
staff is checking on printing bids.
Staff informed the committee of the unfavorable report given by the company which
tested the welds on the poles at Aronson Park. When the welds were x-rayed, it
was found that they did not meet industry standards. A special sleeve will be
used to strengthen the joints and the poles will then be rewelded.
Staff had planned to have Friedges Landscaping complete a top dressing project at
Casperson Pazk this fall, but with the heavy rains staff has decided to postpone
this project until eazly spring and use the Park Dept. crews to do the work.
ITEM 6. -Review and discuss Messiah Lutheran Church Addition plat and
make recommendation to City Council.
When this plat was first submitted, City staff tried to negotiate an agreement for
use of the baseball field which is included in the plat in exchange for a
reduction in the pazk dedication fees. Fields aze badly needed for youth programs
and this could help alleviate the problem. The church, however, chose not to
accept the proposal.
• Committee member Larson asked about a land contribution since it is such a
beautiful area. Staff felt it would not be good planning to randomly acquire
property which is not in the updated system plan.
92.25 It was moved by Raymond, seconded by Messinger, to recommend to City Council that
a cash contribution be required for Messiah Lutheran Church Addition to
satisfy conditions of the Park Dedication ordinance.
Motion passed.
ITEM 7. -Review and discuss Country Ponds South 3rd Addition plat and
make recommendation to City Council.
This plat consists of 48 lots. Other phases of the development have provided cash
contributions to satisfy their park dedication requirements. Committee members
were concerned that consideration be given to the sidewalk requirements on 175th
Street.
92.26 It was moved by Larson, seconded by Grenz, to recommend to City Council that a
cash contribution be required for Country Ponds South 3rd Addition to satisfy
the conditions of the Park Dedication ordinance. Committee further emphasized
that since 175th Street is a minor collector, 5' concrete sidewalks aze required
on both sides.
Motion passed.
ITEM 8. -Review of ordinance establishing pazk dedication fees.
Staff briefly discussed the potential ordinance update and the time line for
• instituting any recommended changes. It was felt that a full .committee should be
present for the discussion, or at least six of seven members.

92.27 It was moved by Messinger, seconded by Raymond, to table the discussion of park
dedication fees until October 7, 1992.
Motion passed.
ITEM 9. - Discussion of 1993 Park Dedication Fund budget and proposed
projects.
Staff has spent much time this year tracking the budget on computer. Some areas
have ended up costing more than had been expected, while funds had been saved in
other areas. With an anticipated fund balance of $60-70,000 at the end of this
year, and projected .revenue based on 450 new homes next year, the 1993 park
dedication fund balance will be about $300,000. Committee received a revised
proposed project list for 1993.
Several decisions need to be made about baseball fields which are badly needed and
must be developed soon to accommodate the large increase in the popularity of the
sport. Staff feels the intense use of fields and the continually expanding
baseball programs makes the development of the Quigley-Sime property a priority.
Approximately 15 to 20 acres of the 27 acre site would be usable for field
development, comfortably accommodating five to six fields. Realizing the growth
pattern .Lakeville is experiencing, staff feels it is good planning to stay abreast
of the needs of this program as well as possible. Due to late seeding and unusual
weather conditions, the new high school fields are doubtful for use next year.
• A possible bond referendum in the next few years was also discussed, so that land
can be purchased at a reasonable rate and some projects which have been put on
hold for some time can be completed. Committee members would be in favor of a
bond referendum soon.
Staff went over the potential park dedication projects with the committee and
explained them in detail. The Park Dept. will do a share cost with the Street
Department for a used water tanker truck. More funds will be needed to complete
the Ritter Farm Park restoration. The Bunker Hill tennis courts badly need to be
refinished. Staff also had an idea to possibly put some tennis courts at the new
Cherry View Elementary School, possibly on the parking lot, which is very large.
This could be done with portable standards, striping and possibly some end
fencing.
Another project the committee would like included is the renovation of the Antlers
Park restrooms. Committee members mentioned that more signs and/or fencing were
needed on the trail at Antlers to keep motorized vehicles off the trails.
Messinger asked if the estimate of $150,000 for the development of the Quigley-
Sime property would include a restroom building. Staff said that the calculation
was a rough estimate, however he would like to see a small permanent restroom
building included since the site would be heavily used by large groups of people.
Messinger said the Parkview site also needs a permanent restroom and she would
like to add that to the proposed park dedication project list. Staff said
Parkview is more of a community ballfield complex and needs a building of the type
• at Foxborough which would serve as a warming house and restroom facility. Staff
envisions the building on the Quigley-Sime property to be a restroom only.

Messinger proposed adding that type of a building to the project list. Messinger
also asked if more drinking fountains could be installed along the trails, in
particular one is needed at Valley Lake Park.
Committee concurred with most of the projects on the list, but there still needs
to be a prioritizing exercise when a fund balance can be more accurately
predicted.
ITEM 10. -Unfinished business.
There was no unfinished business at this time.
ITEM 11. -New business.
The residents of the Meadow Brook plat have circulated a petition asking that a
park be developed in their neighborhood. A park is identified nearby in the
updated park system plan.
92.28 It was moved by Messinger, seconded by Larson, to accept the petition from the
residents of Meadow Brook and consider development of a park in the area as soon
as funds are available.
Motion passed.
Messinger asked if anything could be done about the tall grass and weeds on the
east side of Valley Lake. Staff explained that it is a natural habitat there is
. no way to trim back the brush without disturbing the wildlife.
Messinger also asked if a trail could be mowed about 200 yards so that kids on
bikes could have a safer route to Cedar Avenue than riding their bikes along 160th
Street. Staff will check with the attorneys to see if that would cause more
liabilities for the City.

The next meeting of the Parks and Recreation Advisory Committee will be October 7,
1992 at 7:00 PM.
