PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
AUGUST 19, 1992.
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call.
Present were H. Lovelace, L. Lulf, G. Grenz, K. Illa, A. Ray, mond and P.
Messinger.. Committee member Larson was attending a Hennepin Parks-Scott
County, trails meeting as a liaison of the Lakeville Parks and Recreation
Committee. Also present were Park Director Steve Michaud and Recording
Secretary Judi Ryan.
ITEM 3. -Minutes of Auggust 5, 1992.
The minutes of the August 5, 1992 Parks and Recreation Advisory Committee
meeting were discussed and approved as printed.
ITEM 4. -Citizen Comments.
Mary Liz . Holberg and Jay Blanchard were present at the meeting to update
the committee on the Communit Playground pro'ect and to ask for approval
of the final concept plan. ~he plans have ~een modified slightly by
thinning the trees where needed and adding a tot maze and a second .access
to one area of the playground. The rough grading should be done this
week and other preparation work for the protect will follow shortly.
• With four weeks until construction they are about $20,000 from their
goal, but are opptimistic about raising the funds by their deadline as
support seems to be increasing both from private citizens and businesses.
92.20 It was moved by Messinger, seconded by Lulf, to recommend to City Council
approval of the final concept pplans for Land of A-Maze-ment to be built
at North Park from September 16-20, 1992.
Motion passed.
Because of the large number of people in attendance to hear the Lynwood
South .issue, it was decided to move to Item #7 on the agenda.
ITEM 7. -Review and discuss Lynwood South 2nd Addition and make
park dedication recommendation to City Council.
Scott Johnson, president of Arcon Construction, gave committee and
several citizens a brief history and update of the .plat. Along with the
proposed plat, he showed Alternate A which is designed with a cul-de-sac
rather than a through street which he stated would preserve about 80
more trees than the proposed plat. This proposal would have required a
variance for cul-de-sac length, which was not approved by the City.. He
further stated that the City has not made a formal proposal to him
concerning what they specifically wish to ac wire as park land. Arcon
Construction wishes to receive market value ~or their land. He showed
committee where a small wetland area, about 3/10 of an acre, would have
• to be filled in and where a new wetland and sedimentation basin was
created as a wildlife nesting area and habitat.

David Kranz, 17261 Jade Court, is a science teacher at Eagan High School
and sees great ppotential for park land in the area. He feels the area is
u 1 ique and easily accessible from many neighborhoods. The area would
fi 1 a niche for a brief natural experience as five different ecosystems
are supported by the area. Mr. Kranz pointed out the various wetland
areas on the plat and the large oak stands. He feels the property would
be a good candidate for prairie restoration and suggested the area could
be used as an .education area for the sciences, especially for elementary
age students and added that the City is in need of such areas.
S. Michaud pointed out that there are several natural wetland and
conservation areas in the City and named some examples: Cedar Highlands;
several acres surrounding North Park and Foxborough Park; many greenways
and linear parks; Cherryview Pond trail, Dakota Heights Park II; and
Lakeridge. Even though ,there are several of these areas, the City is
always interested in preserving more wetlands and wildlife habitats.
Tom Laudin, 17200 Jasper, stated that with the proposed plat his property
would become a corner lot and his neighbor would have streets on three
sides of his property. He is concerned about the aesthetics and property
values of the neighborhood and also about what kind of a park would be
built. The neighbors had felt the cul-de-sac idea was the most aesthetic
• and a good compromise; He further stated he would not be opposed to a
passive park, although it would be his first choice that the area not be
changed m any way.
Chairman Illa told the citizen that neighborhood meetings are held to
gain input prior to development of new park areas.
Member Raymond asked about ownership of the actual wetland, whether the
lot lines extended out into the water and was told that was the way the
plat was proposed.
Scott Johnson said the park dedication ordinance states that 10% of land
can be required for dedication, but with eight acres of wetlands and 15
acres of usable land, he feels that the eight acres should be deducted
before the 10 % dedication is calculated. Staff stated the ordinance is
10% more or less of the gross land amount of the .plat. Scott Johnson
also stated that the Parks and Recreation Committee's recommendation on
the Stonebriar plat for park land had land-locked 1,000 feet of his
shoreland on Goose Lake.
John Demetriou, a Lynwood North resident whose property is affected by
the through street m this proposal, asked the Parks and Recreation
Committee not to approve the plat because of the detrimental effect it
would have on their lots and the surrounding area. He asked them to
consider the cul-de-sac version of the plat to avoid allowing his
• property to be triple fronted.

Bob Boehmer 17263 Jasmine Court, stated that he would support a natural
environment for the park land, along with saving the maximum amount of
trees and filling of the wetland area if a new wetland area was created.
Chairman Illa explained to the citizens present that the Parks and
Recreation Committee does not approve or disapprove plats, but rather
makes recommendations to City Council on park and trail issues.
Jim Fisher, 17107 Jasper Lane, said there are many people from all around
the area who walk around the streets of their neighborhood. He feels a
significant amount of people would use the park and especially trails in
the area. He feels the wetland should be included in the calculation of
park dedication and the natural, beautiful area should be saved.
Chairman Ilia answered another citizen's question concerning the purpose
and function of the Parks and Recreation Advisory Committee.
Scott Johnson exppressed his displeasure with having the Stonebriar plat
design changed , b~ the planners and staff prior to .his plat getting
through the. City s approval process. Staff recapped the three
recommendations made by Northwest Associated Consultants in their report
of August 13, 1992. These recommendations were:
1. Accept a land donation of 10% based on the tota123 acres.
2. Trade the piece of property accepted for a park land donation in
Stonebriar for an equal iece of property in Lynwood South to keep
the property in, Lynwood ~rom being land locked.
3. Accept land in lieu of cash for the trail dedication requirements
with a trail to be built around Goose Lake to the common grounds in
Lynwood North,
Chairman Ilia wanted the citizens and the developer to know that most
committee members have walked the area and are very familiar with the
property in question and the beautiful nature areas it holds.
Member Messinger feels the land is a valuable asset to the community and
supports recommending property for park land.
Member Grenz talked about proper public access and possible parking areas
for the property. He assured the citizens that the master plan would
minimize the impact to the area.
Tom Kranz said that a good access to the property would be from the area
next to his property.
Committee member Lulf said he regrets that the ark property was not
acquired previously and commended the neighbors for getting involved and
coming out m support of parks.

Staff talked about the park system plan and how many areas are already
earmarked as park land to be developed in the future, much the same as
this piece of property. Possible uses envisioned by staff would be a
passive development with a chipped trail and benches along the
shoreline. Parking may not be necessary m this small of a park.
Raymond asked what would happen if the City could not come to terms with
the developer.. Although there are many differences of opinion at this
time, City staff is confident that a solution will be reached.
92.21 It was moved by Messinger, seconded by Lulf, to recommend to City Council
that the following re uirements satisfy the park and trail dedication
ordinance for Lynwood~outh 2nd Addition.
1. Land be accepted in lieu of cash at the rate of 10 % of the gross area
of the plat, or 2.32 acres.
2. The trade of 2.18 acres of land from the Stonebriar plat for land
within the Lynwood South plat.
3. Land be accepted to satisfy the trail dedication requirements, such
land to be a trail corridor around the entire shoreline of Goose Lake
to the common ground in Lynwood North. This should be located at a
minimum width of 15' from the ordinary high water mark.
A voice vote was taken on the motion:
Aye: Lovelace, Lulf, Illa, ,Raymond, Messinger
Nay: Grenz, because it is his opinion that this solution makes no one
Larson aabpstained because he arrived at the meeting during the later part
of the discussion.
ITEM 5. -Staff reports.
Staff informed the committee that City Council had approved the Antlers
Park lagoon improvement project at their August 17th meeting, along with
the final concept of the Crystal Lake Golf Estates.
Installation of the septic system has begun at Ritter Farm Park.
Parkview Park ballfield project is almost ready for seeding. A couple of
complaints have been received about the project; one was about the trees
being cut down and the other was from a citizen who was concerned about
balls hitting her house. The trees will be replaced in appropriate
places in the park this fall. The distance to the concerned homeowner's
house should be adequate for youth baseball, however, the issue will be
monitored.
.Staff reminded committee members that the Community Fair and the Haunted
Forest are coming up and volunteers will be needed for these events.
ITEM 6. -Review and discuss Lake Villa Golf Estates 7th Addition
and make recommendation to City Council.
• Staff informed committee that developer Herb Wensmann has consented to
work with the City to construct a mini park in Lake Villa and will also

work to get the trail connection on Judicial Road to the west Orchard
Lake area which will connect this neighborhood to the trail and park
system. Vest Park is the designated neighborhood park for the area.
92.22 It was moved by Raymond, seconded by Grenz, to recommend to City Council
that a cash contribution be accepted to satisfy the park dedication
requirements for Lake Villa Golf Estates 7th Addition.
Motion passed.
ITEM 8. -Review and discuss Todd Addition and make park dedication
recommendation to City Council.
Staff reminded committee that this plat is located near Hollins Ave. and
205th Street and consists of splitting the property into two lots.
92.23 It was moved by Messinger, seconded by Larson to recommend to City
Council that a cash contribution be accepted to satisfy the park
dedication requirements for Todd Addition.
Motion passed.
ITEM 9. -Review of ordinance establishing Park Dedication fees.
Due to the lateness of the evening. and the amount of time committee
wishes to dedicate to this issue, it was suggested that this item be
• tabled until a future meeting.
Staff informed the committee that if this issue is tabled, it will not be
discussed until the September 16th meeting, as all committee meetings
have been cancelled for the first week of September.
92.24 It was moved by Messinger, seconded by Lovelace, to table the discussion
concerning park dedication fees until the next meeting and make it a
priority at that meeting.
ITEM 10. -Unfinished Business.
There was no unfinished business at this time.
ITEM 11. -New Business.
Member Larson reported. to the committee on the meeting he had attended
earlier in the evening with Henne in Parks and Scott County concerningg
trail issues and the connection ofpregional parks. He was disappppointed
to learn that no plans are included for a connection via the 1VIurph -
Hanrehan Park to the rest of the metro area. From the easterly to the
westerly border of Murphy-Hanrehan is approximately one mile and staff
suggested that grants could possibly be investigated which could aid in
funding for this short trail connection. A representative from Hennepin
Park system will be in contact with City staff.
Member Lulf complemented Jeff Larson on the MRPA Social which had taken
place at Casperson Park on Auggust 14th. Recognition should be given to
sponsors of the event TKDA, 1Vlinnegasco and Alcorn Beverage.

Committee also complemented City staff on the Casperson Park grand
opening which took place on August 9th. Those who attended the event
enjoyed themselves despite the day's intense heat. Staff also wished to
thank Minnegasco for the donation of the tree which was planted to
dedicate the park.
Staff wished to commend Renee Brekken, Ron Wawrzon and the staff of
olice, fire fighters and volunteers for the tremendous success of the
~afety Camp program which took place last week. Much praise has been
received from the parents of the 75 program participants.
ITEM 12. -Announcements.
The next meeting of the Parks and Recreation Advisory Committee will be
September 16, 1992 at 7:00 PM.
ITEM 13. -AdJ'ourn.
