PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
JULY 15, 1992
ITEM 1. -Call to order.
The meeting was called to order at 7:00 PM by Chairman Illa.
ITEM 2. -Roll call
Present were Lovelace, Lulf, Illa, Larson and Raymond. Committee
members Grenz and Messinger had conflicts and were not able to attend.
Also resent were Park Director Steve Michaud and Recording Secretary
Judi ~yan.
ITEM 3. -Minutes of July 1, 1992.
The minutes of the July 1, 1992 Parks and Recreation Advisory Committee
meeting were discussed and approved as printed.
ITEM 4. -Citizen Comments.
No citizens were present at the meeting.
ITEM 5. -Staff reports.
Pan-O-Prog was another successful effort this year, with no major
problems. Lulf asked what impact the wet ground had on the softball
tournament. Staff did not think any damage was sustained on the fields
from play.
The Sentence to Service (STS) crew will be going back to .Ritter to
complete some projects, followed by some projects at Aronson. At
Aronson staff would like to expand the length of several fields to 300
feet to make the fields a more standard size for competitive games and
tournaments. He would like the STS crew to complete the moving of the
fences and fence poles before the lights are installed on fields #3 and
#4. He feels this would be a good project for the STS crew to work on,
saving the maintenance department a lot of time.
Staff updated the committee on Council issues from their last meeting,
including the award of the Parkview/Cedar Highlands bid to Friedges
Landscapingo Committee members were pleased to learn that the bid had
come in $ under the planner's estimate. Other Council agenda
items were approval of plans and specs for the Antlers Park lagoon and
authorizing TKDA to draw plans and specs for lighting of fields #3 and
#4 at Aronson Park.
Staff informed the committee of a snowmobile trail issue which has
surfaced involving a land owner whose property the trail crosses. This
particular stretch of trail is an important link between the trail from
Ritter Farm Park to Murphy Hanrehan Park and the farmer has threatened
not to allow the club to use his property this year. Negotiations are
continuing with the land owner to see if some kind of compromise can be
reached. If not, loss of this easement will have a major impact on the
• future use of Ritter Park and points west.

Other. projects which the committee was updated on included the
comppletion of the Bunker Hill bridge and authorization for the
installation of the Ritter Park septic system.
The Tutewohl property has been appraised at $5,500 per acre. Jim
Walston would like to pursue negotiations and will ask Council for
direction.
Committee received and discussed an article concerning lighting of
trails and some concerns. of residents in Burnsville. Committee also
received an updated construction status report.
TKDA has written the s ecifications for the Antlers Park lagoon.
There has been .some discussion concerning a request from the
Engineering Department for an add alternate to make the street width
22 instead of 1 ~ i wide.
A change was made in the Marion Pines plat following, the Parks and
Recreation Committee's review. Staff explained how rt would affect
the trail, but would not affect the park or trail dedication fee
requirements of the plat.
ITEM 6. -Lake Marion Estates 2nd Addition
Committee reviewed the second addition of Lake Marion Estates with
staff. This area has not been targeted for park land. donation.
92.15 Motion was made by Larson seconded by Raymond, to recommend to City
Council that a cash contribution be requested to satisfy the .park and
trail dedication requirements of Lake Marion Estates 2nd Addition.
Motion passed.
ITEM 7. -Stonebriar of Lakeville
Committee received a planning .report concerning Stonebriar of
Lakeville. Staff and committee discussed the plat and _ possible area
which may be recommended for a land dedication requirement at the
appropriate time.
ITEM S -Crystal Lake Golf Estates.
Developers are working on the design of the townhome placement
within the plat. Some environmental issues are still being worked
out. The City is purchasing 20 acres of wetland which will give the
developer a park dedication credit until the second phase . of the
development; at which time the fees will be actual revenues into the
park dedication fund. The developers will be building an 8' trail on
the west side of Lac Lavon Drive from 160th Street to 165th Street,
plus internal trails to the clubhouse and through the residential
area of the plat.

ITEM. 9 -Review Park Dedication ordinance.
It was decided to postpone this item until a full committee can be
present to discuss it. Staff will send copies of other cities'
ordinances to the committee for review.
ITEM 10. -Unfinished business.
Staff informed the committee that the trail projects have been
completed on 175th Street and Highview Avenue.
ITEM 11. -New business.
There was no new business at this time.
ITEM 12. -Announcements.
The next meeting of the Parks and Recreation Advisory .Committee
will be held on August 5, 1992 at 7:00 PM in the Lakeville Council
Chambers.
ITEM 13. -Adjourn.
The meeting was adjourned at 8:30 PM .
