HomeMy WebLinkAbout06-03 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MINUTES JUNE 3, 1992 The annual spring park tour was held beginning at 5:30 PM. Areas which were visited included Casperson Park, Ritter Farm Park, Orchard Lake Beach, Valley Lake Park, the new trails on Flagstaff, Aronson Park and Antlers Park. Joining committee members on the, park tour were City Administrator Bob Erickson~ TPark Director Steve Michaud and Administrative Assistant Terry ri1ntZ. Following the tour refreshments were served at City Hall. The regular meeting was called to order at 8:15 PM by Acting Chairman Lulf. Roll call was taken. Present were Lovelace, Larson, Lulf and Grenz. Messinger, Ilia and Raymond had conflicts and were not able to attend. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM 3. -Minutes of May Z0, 1992. Staff had received a call from Messinger requesting the minutes reflect that she had notified staff before the previous meeting that she had a conflict and would not be able to attend the meeting. Committee members present at the meeting had no further comments and the minutes of the May 20, 1992 Parks and Recreation Advisory Committee meeting were approved with that revision. ITEM 4. -Citizen Comments. No citizens were present at the meeting. ITEM 5. -Staff reports. The building at Aronson Park is near completion. The final punch list is bein completed on Casperson Park. The Sentence to Service crew will ~nish the fencing proJ'ect at Casperson this week. The Tree Trust crew will begin work in Lakeville with the plantings at Cherryview Pond and will then move to the retaining wall work. at North Park and Casperson. The DNR fishing pier grant funding has been cut however, the application will be held by the DNR in the event that t~unding becomes available. Several requests have been received for a stacking .dock at Casperson, to ease the traffic at the launch during ,busy times. Staff is looking into the possibility; The lighting projects at Oak Shores Park and Valley Lake Park will be done m the next two weeks, according to Dakota Electric. Electricity will be connected at Casperson Park this Friday. Staff is working on a joint powers agreement with ISD #196 and also on estimates on Cedar Highlands and Parkview projects. Several civic organizations are considering donations to the Parkview project. Approval of the final plat of Hypoint Crossing is on the June 15th • City Council agenda. If it is approved, Barton-Aschman will begin work on the park master plan. • Parks and Recreation Advisory Committee minutes June 3 1992 Page -~L- The maintenance department has been busy preparing for the June 5th opening of the City beaches. All summer beach and recreation .program staff has been hired. At their June 1, 1992 meeting, City Council authorized TKDA to complete plans .and specifications for the Antlers Park lagoon improvement project. ITEM 6. -Update on Strategic Growth Management Task Force. Committee members had received the Executive Summary Report from the task force. The document is very informative and staff- and council are excited about the recommendations made in the report. City Administrator Bob Erickson will be present at the next Parks and Recreation Advisory Committee meeting to discuss the report in detail. Staff also mentioned that the legislature had lifted the levy limits for 1993 and. discussed the impact this. will have on the City's budget. City tax increases are not expected. ITEM 7. - Review Hypoint Crossing final plat and make recommendation to City Council. Staff reviewed the plannin~ repport with committee members, The developer will dedicate Outlot B to the City for a park and will be required to build a trail. along 165th Street. The developer will also provide access to the park on the east side. 92.10 Motion was made by Larson, seconded by .Lovelace, to accept the dedication of Outlot B to the City to satisfy the ark dedication requirement for this plat and the future development o~ Outlot A. To satisfy the trail dedication requirement the developper will construct an eight foot wide bituminous MP~'W on the norfh side of 165th Street; construct an eight foot wide bituminous MPTW connecting the east boundary of Outlot B and Hyland Avenue within the 15 foot wide corridor between Lot 2, Block 2 and Lot 1 Block 3; and construct a five foot wide concrete sidewalk on tie east side of Hutchinson Drive from 163rd Street to 165th Street. Motion passed. ITEM 8. -Unfinished business. There was no unfinished business at this time. ITEM 9. -New business. Staff discussed possible ,cancellation or rescheduling of the first meeting in July since it is close to the 4th of July holiday. Those present did not have conflicts with holding the ,meeting but it was decided to give all committee members consideration before making a final decision. • Parks and Recreation Advisory Committee minutes June 3 1992 Page ITEM 10. -Announcements. The next meetingg of the Parks and Recreation Advisory Committee will be held on June I7, 1992 at the City Hall Council Chambers. ITEM 11. -Adjourn.
