PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
• MAY 6, 1992
The meeting was called to order at 7:00 PM byy Vice Chair Messinger..
Roll call was taken. Present were Larson, Lulf Raymond, Messinger,
Lovelace and Grenz. Illa arrived later. Also resent were Park
Director Steve Michaud and recording secretary Judi )~yan.
ITEM 3. -Minutes.
The minutes of the April 15, 1992 Parks and Recreation Advisory
Committee meeting were discussed. Messinger noted under Item 7, that
she was talking about extending the beach hours particularly during
June and July.
The minutes were approved as amended.
ITEM 4. -Citizen Comments.
There were no citizens present at the meeting.
ITEM 5. -Staff re orts.
The Aronson Park ~ights are complete as are the Ritter Farm Park roof
and trim. The contractor is about half finished with the block work
at Aronson Park. Dgesi~n work on t ~e septic system at Ritter is being
done. The pavin o the parkin lot and trails is finished at
Casperson Park. Staff met with Kilmer Electric and NSP to determine
the most economical way to furnish the power supply at Casperson.
It was decided that the building at Casperson would be sealed only
rather than stained. Change orders will be requested to make this
change and the electric change. The fishing pier should be moved
closer to shore now that the paving is complete.
Staff has learned that the Tree Trust will have a crew available for
Lakeville for at least part of this summer. Staff has. lined up three
projects for the crew. The STS crew will come back to Ritter to
finish up their portion of the job soon. There are also several
fencing repair projects which need attention.
Barry Warner is working with staff on time lines for several pro ects
and also the design , for the sidewalk on Gerdine Path in Cedar
Highlands. The lighting projects at Valley Lake and Oak Shore Park
should be starting soon. Member Grenz mentioned it might be a good
idea to put an additional light in the parking lot at Valley Lake for
security.
The Community Playground garage sale fund raiser was successful with
roceeds of approximately $3.,000.00. Mary .Liz Holberg will give .the
Parks and Recreation Committee a fund raising update at their second
meeting in June. Member Lulf mentioned the success of Community Clean
Up Day and the nice article in Messages.
Staff reported that the appraisals are complete on the proposed
northeast sector park and staff will keep committee informed of any
S progress in the purchase of this property.

Summer recreation programs have had a good response with heav
registrations. The maintenance department is very busy getting fields
ready for play and parks ready for summer. Several trees were saved
from the County Road 46 protect and Liquor Store #3 and transplanted
to the parks. The backstop and infield projects are also complete.
Lea Bedeaux from Leo's Kawasaki was present to offer a proposal for a
Polaris water craft demonstration to take place, at Antlers Park on
Sunday, June 7, 1992. She stated that Polaris is a Minnesota based
companyy and is very safety oriented. She has talked to the Lakeville
Police De artment and Dakota County Sheriff's office who both said
there would not be a problem with furnishing reserves and officers for
the event. She has not yet spoken to anyone at ALF. In order for the
12 to 15 water craft units to put on a demonstration they would need
2-300 feet of beach area and about 1,000 feet out into the lake. The
sponsors would take care of roping off the area needed.
Staff stated he would not want to close the beach to the public on the
day of the event but said the high water level could make the event
feasible, possibly on the south side of the beach. A minimum of two
reserves must be on duty if the .event were held and he suggested that
Lake Marion Homeowners Association be contacted for a presentation.
92.5 Motion was made by Messinger seconded by Larson, to recommend to the
City Council that the Polaris demonstration be authorized to take
lace at Antlers Park on Sunda June 7 1992 contin ent on the event
sponsors meeting the specified insurance requirements and other
requirements as deemed necessary by the City.
Motion passed.
ITEM 6. -Update on Strategic Growth Management Task Force.
Committee Member Messinger reported that the task force will be
finalizing their strategy and preparing a recommendation to City
Council at their May 11th meeting.
ITEM 7. -Schweich 2nd Addition / Farmington Ford plat
Staff and committee discussed the plat location. and layout.
92.6 Motion was made by Raymond seconded by Messinger, to recommend to
City Council approval of tie preliminary and final plats of the
Schweich 2nd Addition and request .a .cash contribution. based on the
current park dedication ordinance requirements.
Motion passed.
ITEM 8. -Review of updated Trail Plan
Staff is currently reviewing chapges that were implemented after the
last meeting .with NAC. This will be completed and copies made for
committee within the next two to three weeks.
ITEM 9. -Spring park tour
. It was decided to hold the annual park tour on Wednesday, June 3, 1992
beginning at 5:30 PM. Among the places mentioned that the committee

would like to visit were Antlers, Casperson, Ritter Farm Park Orchard
Lake Beach, Valley Lake Park addition, Aronson Park, the Forth Park
Community Playground site, curb cuts at Flagstaff Avenue, and the new
Cherryview Elementary School.
ITEM 10. - MRPA Board and Commission Section Social Event
The Lakeville Parks and Recreation Advisory. Committee will host a
summer social for the MRPA Board and Commission Section on Friday,
August 14th at Casperson. It is expected that 50-75 committee members
will attend, plus family members, for .approximately 125 people. Jeff
Larson is the impetus and chair of this event. He will get an .article
in MRPA's "Keeping Up" and will work with staff on an invitation.
Funding for. the event will be solicited from corporate members.
ITEM 11. -Unfinished business.
Quigley Sime Company has pro osed to donate 27 acres of property
adjoining Aronson Park to the Cpity . of Lakeville. Since approximately
five acres of the property was a city. dump site many years ago, the
soil and. ground water will undergo quality tests.
Several new plats will be coming through in the near future for Parks
and Recreation Advisory Committee review. Ilia mentioned that he had
driven through Casperson Park .and thought it looked. beautiful.
Messinger suggested that the age groups for the volleyball leagues be
restructured to include .6th through 9th .grade rather than 5th through
8th as 9th raders do not have drivers licenses and still need
something to do in their neighborhood.
Messinger also reported that the Parkview PTO will make a decision
next week on the amount of funding they will set aside for the
Parkview Athletic Complex project. The Knigghts of Columbus may donate
some funds also. Staff reported that ISD #196 had donated $12,000 for
the project. A projected time line is to have the site prepared for
seedzng by August or September.
The next meeting of the Parks and Recreation Advisory Committee will
be held May 20, 1992 at the Lakeville City Hall Council Chambers.
ITEM 12. -Adjourn.
There was no further business; the meeting adjourned at 9:35 PM.
