HomeMy WebLinkAbout04-15 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MINUTES APRIL 15, 1992 The meeting was called to order 7:00 PM byy Chairman Illa. Roll call was taken. Present were Lovelace, Larson, Iha, Lulf, Grenz, Raymond and Messinger. Also present was Park Director Steve Michaud. ITEM 3. -Minutes. The minutes of the April 1, .1992 Parks and Recreation Advisory Committee meeting were discussed. Michaud noted under Item 11, Announcements the last sentence should state the conference will be held November 1~-21, 1992, and that on November 21st the Board and Commission Section will be having, special programs and workshops. The minutes were approved with corrections. ITEM 4. -Citizen Comments. There were no citizens present at the meeting. ITEM 8. - Item 8 was moved forward to accommodate Alan Brixius of NAC who was ppresent to go through all changes that had been recommended at the April 1, 1992 meeting. The committee went through each change that was recommended which verified the narrative that had been handed out by NAC. • Alan thanked the committee and informed them the changes would be forth- coming in a new draft issued within two weeks. ITEM 5. Staff reports. Staff reiterated the various protects outlined in his narrative that was part of the packet materials. The department is very busy both on the park maintenance, recreation and planning sides. Staff also reported . he has received two calls from the Royal Woods area from people liveng adjacent the trail around the retention pond by Meadows Park. Several people have been complaining about the amount of pedestrian usage around that trail. Staff reported that the fixtures for the new lighting system at Aronson Park had arrived and installation is planned for the week of April 20th. In addition, staff passed out a copy of the Men's Softball Association bylaws and highlighted the new "lights out" rule. Staff had requested. the softball association implement the new rule guaranteeing .the lights be turned out at 11:00 PM. Continuing under staff reports, a copy of the revised Hypoint Crossings plat depicting the proposed park dedication was presented. After discussion, staff received a general consensus from committee supporting the proposed ppark and its layout. Staff will now work with Barry Warner of Barton-Aschman to prepare various concepts on development. ITEM 6. • An update on the Strategic Growth Management Task Force was given by Pat Messinger, committee liaison. Messinger went through the various agenda Parks and Recreation Advisory Committee minutes April 15, 1992 Page 2 highlights and gave a very positive report concerning the task force, emphasizing that she is impressed by the amount of materials and information being presented to the task force in their preparation for making recommendations to the City Council. The task force will be concentrating their next few meetings . on developing an actual growth management plan for Council's consideration. ITEM 7. - The committee received the 1991 Parks and Recreation Department Annual Report. Staff made brief comments concerning its content. Messinger discussed comments made in the beach report which indicated user dissatisfaction with present hours. The past two years budgetary problems have caused our department to close the beaches .earlier than what most residents desire. Messinger was requesting that staff look at any options possible to extend hours beyond the proposed 1992 budget restrictions, particularly during the months of June and July. ITEM 8. -Unfinished business. There was no unfinished business. ITEM 10 -New business. i Staff distributed copies of the March monthly report. ITEM 11 -Announcements. The next meeting of the Parks and Recreation Advisory Committee will be held May .6, 1992. The committee also discussed the annual bus tour of park facilities and suggested that June 3, 1992 be scheduled for that annual event.
