HomeMy WebLinkAbout04-01 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MINUTES APRIL 1, 1992 The meeting was called to order 7:00 PM by Chairman Illa. Roll call was taken. Present were Lovelace, Larson Ilia, Lu1f, Grenz, Raymond and Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM 3. -Minutes. The minutes of the March 18, 1992 Parks. and Recreation Advisory Committee meeting were discussed. Messinger noted on page 2 that she had discussed the possible teen volleyball league at Valle Lake Park with the Recreation Supervisor. Typo errors were notedy on pages 3 and 4. ITEM 4. -Citizen Comments. Dou Bergstrom's Bo Scout troop was resent to observe the meeting. Lakeville soccer Cluby president, VickiepBakken, was present with the scouts and thanked the Park Department for their assistance and support. ITEM 5. -Staff Reports. Committee received a copy of the latest "Lake Breezes" which included an update of the park .dedication projects. Staff will be meeting. • with Barry Warner to discuss Parkview, Hypoint Crossing and Cedar Highlands park designs. Committee received a copy of the North Park Community playground concept plan, which was recently received from the architect. The playground committee is now ready to kick off their marketing and fund raisingg drive. Staff felt the ©rientation of the playground is good and tfie layout can be enhanced with some landscaping and more picnic facilities. It was also suggested that benches are needed on the perimeter of the playground. Staff will continue to give the committee updates on this project. Committee member Lulf asked if the bike trails were damaged by the winter weather, According to the inspections done so far by staff, no massive damage was suffered, although there are some areas where minor repairs will need to be made. The street department has completed sweeping the majority of the trails this spring. The Lake Marion Homeowners Association has agreed to assist with a Eurasian Milfoil check on opening fishing weekend at the Casperson boat launch. Boats entering Lake Marion will be inspected for any traces of the weed, to try to prevent its spread into the lake. The Orchard Lake Homeowners Association has also been contacted and requested to do similar checks at Orchard Lake. • The Lakeville Baseball Association registrations were down slightly from earlier pro1'ections which will reduce the need for additional new backstops planned to be installed. Bids for construction of new Parks and Recreation Advisory Committee minutes April 1, 1992 Page -2- fields came in considerably over budget. A meeting will be held to decide which fields will be built in-house and which ones contracted for construction. The Ritter Farm Park bid requests are being prepared for carpentry, plumbing and heating, electrical, and masonry work. These projects will be done as soon as possible following the roof reconstruction. Committee member Messinger asked about the Bunker Hill tennis courts. The cracks were still visible and she was wondering if the repair project had been put off last fall'because of the early snow. ITEM 6. -Update ~on Strategic Growth Management Task Force. Committee member Messinger reported on the meeting of March 31st. Bill Morris of Decision Resources, Ltd. had spoken to the task force concerning the survey which was conducted in 1991. Jack Matasosky spoke on behalf of the Airlake Industrial Park businesses and voiced their concerns about industrial growth. Mr. Erickson talked about the divergence in economic development resources being used for commercial and residential development: Taxes were discussed, as well as the impending sewer capacity .limitations. It is the general consensus that the City is on top of things with the Strategic Growth • Plan and has learned from communities which experienced similar rapid growth as what is now being seen in Lakeville. ITEM 7. -Revenue/S nsorship Policy. Messinger commented that ISD #196 is considering the possibility of going to a year-round school calendar and wondered, if that should happen, what would be available during the children's short four-week breaks. Staff felt that if that became a reality, the policy would be reviewed as there would be several areas that would need to be addressed including teacher availability. Concerning "items needed" for donations for various areas, the list is of current needs and should. be used as an example at this time and updated annually. On pa a .8, #3, it should be added that the parent s name is necessary only if the participant is a minor. 92.4 Motion was made by Messinger, seconded by Larson, to recommend approval of the Lakeville Parks and Recreation Department Revenue/ Sponsorship Policy to the City Council with the recommended changes as noted above. Motion passed, ITEM 8. -Review of Comprehensive Trail System Plan update. Parks and Recreation Advisory Committee members had received and rPeviewed NAC's draft of the Comprehensive Trail Syystem Plan update. age by page corrections and revisions were completed by committee • members and staff. Staff will communicate these changes to NAC for a further update of the document. Parks and Recreation Advisory Committee minutes April 1, 1992 Page -3- ITEM 9. -Unfinished business. Committee member Grenz wished to voice his concerns about the wording of correspondence dealing with the closing time for Aronson Park. He is uneasy with statements that the lights be shut off by 11:00 PM as opposed to the park closing time being 11:00 PM and is concerned that people will be in the park past the closing time. Staff assured him that the intent was to have the park closed by 11:00 PM and that is the way the ordinance reads. Staff will be certain that the MSA is aware of this. ITEM 10. -New business. Committee received a draft of the CIP development pplan from Barry Warner of Barton-Aschman Associates. This will be reviewed by committee members and discussed at a future meeting. ITEM 11. -Announcements. Committee member Larson announced that the MRPA Board and Commission Section social will be held on August 14th at Caspersen Park. The next section workshop will be on September 19; the State Conference will begin on November 21st. The next meeting of the Farks and Recreation Advisory Committee will be held April 15, 1992 at the Lakeville City Hall Council Chambers. ITEM 12. -Adjourn.
