HomeMy WebLinkAbout02-19 . CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MINUTES FEBRUARY 19, 1992 The meetin was called to order by Chairman Ilia at 7:00 PM. Present were Lulf, ~lla, Grenz, Raymond and Messinger. Committee member Larson arrrved later. Absent: Lovelace. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM 3. The minutes of the February 5, 1992 Farks and Recreation Advisory .Committee meeting were discussed. Under Item 7, page 3, the~pproper wording should be, "There was discussion on other kinds of ~undm that could be used for park renovations." The minutes were approved as corrected. ITEM 4. Citizen Comments. There were no citizens present to discuss items not on the agenda. ITEM 5. Staff reports. Committee received a memo concerning renovations of the duplex at Ritter Farm Park which will be done by a group from the Dakota County Sentencing to Service (STS) program. Staff would like to bring in an architect to work with the recreation pro rammer on needs in the • building to make it most functional. The S~ group has been given the task of .cleanup before any other work is to be done. Staff has several other ideas for the building and grounds. At their February 18, 1992 meeting, Council authorized TKDA to work on the Antlers Park la oon project. and also approved the Park Dedication Fund budget. Staf~discussed plans for improvements to the Casperson Park boat launch for next year. The skating rinks were closed for the season as of February 17th. Mr. Tutewohl, owner of some property in the northeast park search area, has been contacted several times to try to determine the price he feels would be reasonable for hiS property, but no firm answer has been given. ITEM 6. Committee received a copy of the petition signed by the Lake Villa Golf Estates neighbors asking that a park be put , in their neighborhood. Neighbors feel that a shortagge of parks exists to the north of 185th Street and east of Brackett's Crossin Staff explained the park service area concept and the proposed ~est Park site. Several other nei hborhoods have been making similar requests including Chapel Hills, ~ypoint Crossing and Cherryview. Staff has discussed a location for the Hypoint Crossing plat with the developer. Summer construction is also planned for the Parkview School/Park • athletic complex, making it ready for spring, 1993. Bunker Hill Park field was given to the RAAA again this year. Parks and Recreation Advisory Committee minutes • February 19, 1992 Page -2- Approximately 18 residents were in attendance concerning the Lake Villa Golf Estates park request. Sue Simonson, 17751 Kettering Trail acted as the group's spokesperson. The neighbors estimate 15d children from ages 0-18 reside m the area and ppointed out that with the new adjoining plat of 50 lots, that number will grow considerably. The nearest park to the neighborhood is Orchard Lake Park, which can only be accessed by the roadway, system as there are no trail connections. The neighbors are ,interested in getting a tot lot, playground, and maybe a ball diamond and rink. Staff stated that when the Lake Villa plats were developed, people were not interested in having a park in the area, as they had their own personal sources of recreation such as large yards. Problems that would be encountered in a park site search would be the presence of wetlands, severe topography and mature tree stands in the area, which would be very difficult to disturb. Staff went on to point out a large, piece of property near the Queen Anne Mobile Home Park has been identified as a park site. The property has been in condemnation court for several years. Foxborough Park was given as an example, of the first regional park which was built for the purpose of serving several surrounding neighborhoods. • The neighbors were told that the Park System Plan is currently being updated and service areas were being reconsidered. The streets m the area will also be striped this summer in order to define an on-street bike route. Messinger said she would like to look at specific suggested ark sites in the area and other suggested locations for the playgroundp Staff also pointed out a potential future development site south of Lake Villa and north of Bracketts which is owned lpy the. Renaissance developers. Staff would like to see a major neighborhood park in the area at some time. Staff also mentioned that in the next two to three years it is ossible that a park bond referendum will be put to the voters. It is ~elt that it would be a good way to meet the needs of the tremendous growth which Lakeville has experienced. Chairperson Kevin Illa encouraged the, citizens to keep in touch with the Parks .and Recreation Committee either through the Park office or by attending the meetings. Staff pointed out that this request is more challenging than other park requests because of the difficulty, of and availability. John Wilhelm? Lake Villa Homeowners Association president, said they would be willing to offer assistance where needed in the form of labor, etc. North Park community .playground was discussed and how the central location for this project will benefit the entire community. The trail corridor to Orchard Lake Park is another issue which the neighbors would like to bring up again and have another voice in trying to make that a reality. Parks and Recreation Advisory Committee minutes • February 19, 1992 Page -3- ITEM 10. - Staff showed the committee .several concept plans of the Parkview School/Park athletic complex roposal. Each proposal has S-6 ballfields and a few soccer f elds. It is felt that 3-4 ballfields may be the most intense use the park is capable of handling. , Staff will reevaluate the project with Barry Warner to come up with the ultimate concept plan. for the area. Warm up and practice areas could be added to the lan if the fields could be spread out a little more. Lynn. Long Vice president of Parkview Elementary PTO, was present and commented that the lack of lighting in the area is a problem : There has been a lot of vandalism at Parkview School and the police have been called to the area on several occasions. Staff will evaluate the concept plans with Barry Warner and have a time line proposal by the next meeting. ITEM 7. - Staff discussed efforts by the MRPA to develop support for various funding opportunities through petitions and other efforts. ITEM 8. - Committee had received a draft copy of the Revenue and Sponsorship Policies document. It was decided to table this item until the next i meeting. ITEM 9. - Committee. received a report which was a compilation of participation figures extracted from information received from commissioners of the Lakeville Athletic Association. It was estimated that 5-10% of the participants are not Lakeville residents, but rather ..come from areas including Elko, New Market and Burnsville. ITEM 11. -Unfinished business Committee member Messinger reported that she had attended the meeting concerning the North Park community playground and had found it to be very informative. Hundreds of volunteers will be needed to complete the project which is scheduled for construction during the second or third week of September. Committee member Jeff Larson reported that Saturday, February 15th. had been the first MRPA Board/Commission Section workshop. He was pleased with the representation from several communities, the good speakers, and the amount of enthusiasm shown by the participants. ITEM 12. -New business. Committee member Messinger _ reported that the Strategic Growth Committee has been meeting and is working on formulating goals, Many parks ,and recreation issues including trails will be addressed by the . committee. r Parks and Recreation Advisory Committee minutes February 19, 1992 Page -4- ITEM 13. -Announcements. The next meetin of the Parks and Recreation Advisory Committee will be Wednesday, arch 4, 1992 at 7:00 PM in the Council Chambers. ITEM 14. -Adjournment.
