PARKS AND RECREATION ADVISORY COMMITTEE MEETING
OCTOBER 16, 1991
The meeting was called to order at 7:00 PM by Chairman Lulf. Present
were Illa, Larson and Lulf. Other committee members had called and
were not able to attend due to other comm~itments. Also present were
Park Director Steve Michaud and Recording Secretary Judi Ryan.
ITEM 3.
The minutes of the Parks and Recreation Advisory Committee meeting of
October 2, 1991 were discussed.
Minutes were approved as read.
ITEM 4.
There were no citizens present to discuss items not on the agenda.
ITEM 6
Mary Liz Holberg, 12195 Upper 167th St. W., was in attendance to
discuss the Community Playground concept. Jay Blanchard, Jaycee
President, was also in attendance and supporting the project. Staff
had measured the areas at North Park which were potential sites for
construction of the playground. It is staff's opinion that the south
side of the lower parking area fits the criteria and is the most
appropriate spot to put the playground. Screening could be done
• between the site and the adjoining neighborhood. Several citizen
requests have been received for a playground at North Park to give
siblings of those involved in athletics something to do.
It was suggested the playground be put on the north end of the site,
with parking to the south. Staff felt that could create pedestrian
traffic problems and would require the building of unnecessary
roadways. The number of parking spots which should be available was
discussed, along with the placement of a picnicking area nearby. The
playground and picnicking area would use approximately one-third of
the site and would decrease the previously available future parking
stalls from about 180 to about 120.
Committee members present at the meeting supported the idea of the
Community Playground with parking along a roadway on the west side.
ITEM 5. - Staff reports.
Committee received the Park Dedication Fund budget showing 1991
revenues, expenditures and encumbrances to date. A generous fund
balance remains and committee will need to discuss priority
expenditures for 1992.
Staff informed the committee of an idea which Dan Bale has to put
together a nature center program for Ritter Farm Park which would
include building an interpretive center, raising funds, writing
curriculwn and marketing the program. He is presently discussing his
• concept with the school district. Staff will keep committee informed
of the progress of those discussions.

Vista Telephone remains interested in building their switching
building on the City owned park property in Cedar Highlands and is
currently negotiating a proposal with City staff.
A. Leonard Bentson is the owner of a piece of property on the
southeast corner of Antlers Park. He has offered to sell the
approximately one-thixd acre piece to the City for $3,000.00. Staff
would like to have the committee's concurrence on this purchase.
Those committee members not available for tonight's meeting will be
polled and City Council will be informed of their opinions on this
matter.
It was decided that since a quorum of the Parks and Recreation
Committee was not available at this time, a special meeting would be
called for Wednesday, October 23, 1991 to make recommendations to
City Council on pending issues.
The meeting adjourned at 8:00 PM.
