• PARKS AND RECREATION ADVISORY COMMITTEE MEETING
AUGUST 7, 1991
The meeting was called to order by Vice Chairperson Messinger.
Present were Lovelace, Illa, Larson, Grenz and Messinger. Lulf
and Raymond had called and were unable to attend the meeting due
to family and work conflicts. Also present were Park Director
Steve Michaud and Recording Secretary Judi Ringeisen.
ITEM 3. - Minutes.
The minutes of the July 17, 1991 Parks and Recreation Advisory
Committee meeting were discussed. The minutes were approved as
written.
ITEM 4. - Citizen Comments.
There were no citizens in attendance,
ITEM 6. - Staff reports.
Staff introduced Sherry Finkel, Parks and Recreation Intern from
St. Cloud State University. Sherry has been working this summer
with the Kamp Kermit and Summer Playground programs and has also
completed an intern manual for the Park Department. Staff also
introduced John Carlson, a student at Mankato State University,
who is doing his internship in law enforcement. John volunteers
two hours each day as well as working as the main park ranger.
• He has completed an inventory of all park accesses this summer
and is currently working on measuring all asphalt trails and
parking lots to plan for seal coating.
In a correction to the staff report narrative which committee
received, the fire grates were installed at Antlers and Valley
Lake. Rocks have been placed at Antlers Park north entrance to
prevent illegal entrance.. The maintenance staff is working on
installation of the display board roofs at the parks. The Tree
Trust crew has completed the Aronson Park bridge and Cherrywood
Park trail/retaining wall projects. Tree Trust is sponsoring an
appreciation picnic for the entire Tree Trust crew next week at
Aronson Park.
Three half-court basketball courts are completed and some
overlaying has been done to others. Some funds were available
to blacktop the strip from the end of the 205th Street project
down to the trail at Aronson Park. It was determined that with
a small additional expense the entire roadway could be paved.
Letters of appreciation have been received from the cemetery
caretakers and St. John's Lutheran Church.
The Orchard Lake parking lot project is coming along very well.
The entire area next to the beach will be sodded which will
greatly improve the aesthetics. Larson mentioned the future
• sidewalk along Judicial Road.

Staff checked on the Antlers Park identification signs and found
that the Minnesota Dept. of Transportation will install the 96"
X 36" signs at a cost of $638.00.
91.23 Motion was made by Illa, seconded by Larson, to advise staff to
pursue the purchase and installation of two Antlers Park signs
with the purchase to be paid far from the Park Dedication fund.
Staff will check if there is a choice of colors for the signs.
Motion passed.
Staff reported that he had attended a meeting of the Lakeville
VFW Post 210 to solicit funds to subsidize the Firearms Safety
program. The VFW was very generous in offering $4.00 per
student to help pay the Park Department's administrative
expenses.
Today, August 7, 1991, was the deadline to receive quotes for
the demolition of the buildings at Ritter Farm Park. Only one
quote was received in the amount of $1,950.00. The quote
included the removal of the outbuildings and the concrete
slabs. All that will be remaining are the two homesteads, the
• cistern building .and the silo.
Council approved the ordinance change which allows consumption
of regular high point beer in City parks. There is still no
wine, wine coolers or glass allowed in the parks.
Council also approved Change Order #1 for Casperson Park which
allows for the redistribution on site of 10,000 extra yards of
gravel. The preconstructon project for the restroom/ shelter
building will. be held tomorrow, August 8th. The well bid will
be awarded to Kimmel-Bauer Company of Rosemount. Staff is
concerned that the rain may delay the planned fall seeding of
the park.
Staff has been busy working on the 1992 budgets. .The trail
projects at Country Ponds and the Meadows to Marion Estates are
getting started.
ITEM 6.
Committee discussed the memo and drawing they had received
indicating the various curb cut widths on the Cedar Avenue
trail. A letter was sent to the Dakota County Highway Dept.
advising them of the variations and asking that measures be
taken to prevent recurrence of the situation on future trail
projects. Committee suggested installing a warning sign or
painting lines on the ~ to warn bicyclists in advance of the
• narrow curb cuts.

ITEM 7.
The Haunted Hayride proposal had been discussed with other staff
members and administration and their responses had not been
favorable. Concerns were voiced about security, liabilities and
whether it was an appropriate use of Ritter Farm Park. Some
other ideas surfaced including a possible haunted walk around
North Park, using volunteers from City staff and the Parks and
Recreation Committee members. Committee thought it would be a
good idea and that other community organizations could also
become involved.
ITEM 8.
The renovation of the Ritter Farm Park buildings was discussed.
Staff would like to bring the buildings to code to make them
inhabitable. The things that need to determined are how long
the buildings are planned to be used and how much money should
be invested. Staff said he would like to see someone living
there all the time for security reasons.
ITEM 9.
The Casperson Park development update had been previously
• discussed under Staff Reports.
ITEM 10.
a.) The committee received an update on the Park Dedication
fund for 1991. Among the items which have yet to be expended
this year are top dressing at Oak Shores and Valley Lake and
slice seeding and additional black dirt at Oak Shores.
Messinger suggested lighting at Oak Shores and Valley Lake as
projects for 1992.. Staff said he also felt these lighting
projects should be a priority next year.
b.) Committee received a copy of a letter from the DNR
concerning denial of the request for fishing piers at Orchard
Lake and Valley Lake. Staff has submitted another grant for
these piers.
c.) A midsummer evaluation of the Manufactured Home Community
Grant was received by committee. This has been a very
successful program and an application will be submitted to
continue the grant next summer.
ITEM 11.
Committee discussed the Antlers Park lagoon project. TKDA
suggested that a new proposal could be submitted with the
updated revisions. Staff and committee both felt the area does
• not need a passive turnaround and more revisions to the plan are
not necessary. Grenz suggested that the winter access be

physically closed this year, even if only a temporary barrier is
installed. Committee members repeated their support of the
original petition's intent to improve the aesthetics and safety
of the lagoon and stated they should not loose sight of these
main concerns. The committee strongly encouraged staff to move
ahead with the project this fall and close the winter access.
ITEM 11.
Committee received a letter from Vista Telephone concerning the
switching station building which will be constructed in Cedar
Highlands Park. Vista is requesting the purchase of a piece of
property the approximate size of the adjoining neighborhood
lots. The funds from the purchase will be put into the park
dedication fund. The remainder of the park will be in passive
development with green areas. The possibility of adding a
shelter/restroom to the telephone building had been discussed
but it was decided that the funds would be better spent
elsewhere. The apparent time line for construction of the
building is spring, 1992.
The Thompson snowmobile trail problem was discussed. A meeting
. which had been set up with the Thompson family had to be
cancelled but will be rescheduled in the near future. There
will be a permanent solution to this problem worked out before
the snowmobile season begins. Committee received a monthly
building department report which showed housing starts still
strong.
The Ritter Farm Park boundary road issue was discussed. The
recent survey shows the road is on the Schwarz property as well
as the Hertzberg property. The attorneys will keep staff and
committee informed of any progress on this issue.
Committee was informed that some discussions had been held at
the staff level concerning the commercial/industrial park
dedication fees. If land values. within Lakeville are compared,
certain areas are paying a higher percentage of their property
values in park dedication fees than others. It was felt that if
a 5% land value fee was required, it would be a more fair
assessment. As land values increase, so would the amount due,
as the fee would be based on the fair market value at the'time
of final platting. There was a general concurrence with the
proposed change. No trail dedication requirement is currently
in effect for commercial/industrial and this would not change.
Also under unfinished business, some park issues were discussed
• by committee including bike trail signs, trail upkeep, and use
of model airplanes in the parks. Staff has had some discussions

with mountain biking enthusiasts and is considering some
concessions for allowing riders on a designated trail in Ritter
Farm Park, possibly requiring a season pass. Larson suggested
alternating days with the horseback riders so they could use the
same trail.
ITEM 12.
The next meeting of the Parks and Recreation Advisory Committee
will beheld August 21, 1991, 7:00 PM, Lakeville Council
Chambers.
ITEM 13.
Since there was no further business, the meeting was adjourned
at 9:00 PM.
