PARKS AND RECREATION ADVISORY COMMITTEE MEETING
JUNE 19, 1991
The evening started with the annual park tour at 6:.00 PM from
City Hall. Several guests accompanied the committee on the tour
including Councilmember Betty Sindt, Park Department intern
Sherry Finkel, and members of the Environmental Affairs
Committee. The tour was completed at 8:00 PM at City Hall and
refreshments were served.
The Parks and Recreation Committee called their official meeting
to order at 8:30 PM. Present were Lovelace, Illa, Lulf, Grenz,(~rSpn~
Raymond and Messinger. Also present were Councilmember Betty
Sindt, Park Director Steve Michaud and Recording Secretary Judi
Ringeisen.
ITEM 4.
The minutes of the June 5, 1991 Parks and Recreation Advisory
Committee were approved as printed.
ITEM 5. - Citizen Comments.
There were no citizens present to discuss items which were not on
the agenda.
i ITEM 6. - Staff reports.
Committee members had received a narrative from staff updating
them on maintenance, recreation and other park related issues.
Committee member Lulf commented that the flower beds look very
nice. Staff told committee that the Tree Trust crews have been
working on the flower gardens and that the gardener is putting in
more perennials this year to cut down on future costs of
purchasing annuals.
Staff updated the committee on Brackett's Townhome development.
The dry weather has contributed to the maintenance crews being
able to catch up on their grass cutting and begin preparations
for Pan-O-Prog. The crews will be starting construction of the
James Jensen bridge next week. Another bridge has been ordered
for the Lakeridge Park. It is planned to have the Tree Trust
crew install the bridge at the end of the trail at Aronson Park
as soon as they can schedule it.
Registrations are going well for summer programs. The first trip
of the manufactured home communities grant was held today to the
Minnesota Zoo. Twenty-nine children attended.
Council awarded the Casperson Park development grant to Friedges
Landscaping with the low bid of $199,124.75. Council also
authorized plans and specs for bids on the Casperson building.

Staff has requested and received quotes for designing the septic
system and for construction of a well at the Casperson site. The
MN Dept. of Health was consulted for regulations and potential
contractors. Staff is taking a conservative approach on the
budget in the expectation that adequate funds will be available.
ITEM 6.
The status of the Antlers Park lagoon was discussed. Council had
asked committee to consider the petition circulated by Mr.
LaBoone and respond to it. Committee received various concept
plans of the lagoon/launch area at their last meeting and have
had an opportunity to review them. It was felt that the plan
drawn by TKDA showing a passive launch would be feasible and the
least obtrusive to the park and the neighborhood. The committee
also felt the plan would accommodate the closing of the. winter
access and still allow small non-motorized watercraft to be
launched at the site. .Committee members stressed that it was
never their intention to deny canoes and other small watercraft
access to the lake at this site but only to prohibit motorboat
traffic and the boat trailer parking at Antlers Park.
Messinger suggested that any signs of a winter access should be
removed by covering the access with trees and shrubs so the
closing would be clearly understood by the public. A two-car
15-minute parking area was decided upon by the committee to
accommodate those who would be launching small watercraft or
dropping off picnic supplies.
It was the opinion of the committee that some of the persons who
had signed the petition had misunderstood its substance..
91.19 Motion was made by Messinger, seconded by Illa, to recommend to
City Council, for the safety of all citizens of Lakeville, the
base design labeled P2, incorporating a passive launch and two
parking stalls into the Antlers Park lagoon site. The committee
further recommends that winter access to Lake Marion at this site
be permanently closed.
Motion passed.
ITEM 7.
Messinger asked to see the appraisals on the Northeast sector
park land. Grenz asked if any explanations were given for the
various sizes of curb cuts on the Cedar Avenue trail. Illa asked
if more sand could be put on volleyball court #3 at Antlers
Park. Lovelace mentioned that it had been discussed previously
to put a volleyball court in at Aronson Park and wondered when
• that would be done. Grenz said more parking could be used at
Aronson during times when the fields are heavily scheduled.

Staff informed the committee that at his request, the council may
consider a zoning ordinance change to eliminate the exemption of
park dedication requirements on replats. Staff will keep
committee informed of any decisions.
The Crystal Lake Golf Course development is progressing through
the planning stages and staff is anticipating having this asset
to Lakeville.
Councilmember Sindt was present and made comments on how the
state budget cuts have and will continue to affect the City.
Messinger noted how promptly the hoop and backboard at Parkview
Park were repaired following her request.
Chairman Lulf polled committee members on cancelling the Parks
and Recreation Advisory Committee meeting of July 3rd. It was
decided that an emergency meeting could be called if necessary
and other business could be handled at the July 17th meeting.
Staff will send an update memo to committee.
91.20 Motion was made by Larson, seconded by Messinger, to cancel the
July 3, 1991 meeting of the Parks and Recreation Advisory
Committee due to the Fourth of July holiday.
Motion passed.
The next meeting of the Parks and Recreation Advisory Committee
will be July 17, 1991.
The meeting adjourned at 10:00 PM.
