PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
JUNE 5, 1991
The meeting was called to order at 7:00 PM by Chairman Lulf.
Present were Lovelace, Illa, Larson, Lulf, Grenz, Raymond and
Messinger. Also present were Park Director Steve Michaud and
Recording Secretary Judi Ringeisen.
ITEM 3.
The minutes of the May 15, 1991 Parks and Recreation Advisory
Committee were discussed. Grenz asked about the proposed change
in the ordinance pertaining to beer in the parks. He was
concerned about vendors such as the Lions selling strong beer
during a tournament at the park. He also questioned whether this
would make a difference in the liability insurance. Staff will
get an answer to his question and report back to committee.
The minutes were approved with no further discussion.
ITEM 4.
There were no citizen comments.
ITEM 5. - Staff reports.
• Several items had been addressed in the report which was sent to
committee on May 30, 1991. Staff added that the possibility had
been discussed with the Thompson family who lives near Antlers
Park to extend their fence to keep the snowmobiles off their
property. A meeting will be set up to discuss the situation and
potential. options to solve their problem.
Maintenance crews are doing their best to keep up with the grass
cutting. This has been a good week with little rain. The crews
could be caught up if the good weather continues through the
week. The low areas are the most difficult to keep up with as it
has been too wet to bring equipment to those ditches, etc.
The individual flower gardens have been very wet also and it has
not been possible for the gardener to get them planted. The Tree
Trust crews will be starting on June 17th and some restitution
workers will also be available. The college students are also
starting as the school year ends.
Staff has hired Mick Higgins, the supervisor of the Tree Trust
program, for the Park Maintenance II/Forester position. He will
finish his commitment to the Tree Trust for the summer and will
begin his position with the. City on September 9, 1991. Joyce
Keilpinski has been hired in the part time secretary/receptionist
position.
• A review of the Transportation Plan update has been completed and
suggestions made. Staff has also completed a review of the
Dakota County CIP program for 1991-1995.

ITEM 6.
Committee discussed the petition which was circulated recently by
Mr. Ken LaBoone. In 1986 when the bond referendum was passed by
the citizens, it was understood that the only public summer motor
boat access would be at Casperson Park. A passive access at
Antlers Park was suggested. This would limit the launchings to
canoes, sailboats, kayaks, etc. Staff spoke to TKDA who drew
some revised concepts of the lagoon area showing a canoe launch
area. Staff showed the committee the concept plans and several
suggestions and combinations of the plans were discussed.
Committee members said they are willing to do some compromising
as far as being able to launch nonmotorized boats, but were firm
on the closing of the winter access at Antlers and having one
access only, that being the south side of Casperson. Their main
concern is to provide a safe winter and summer access for the
entire community. The committee will look over the concept plans
and be prepared to make a recommendation to council at their next
meeting.
• ITEM 7.
Committee discussed the annual park tour which will be taken on
Wednesday, June 19, 1991. Some areas the committee expressed a
desire to see included Casperson, Ritter Farm, Orchard Lake
Beach, Foxborough, the NE sector park, and the sites of the new
elementary and high schools. The tour will begin at 6:00 PM from
City Hall.
ITEM 8.
Staff is encouraged with the fact that many contractors have
picked up plans from Barton-Aschman for the Casperson Park design
and development project. It is also felt that the bidding
atmosphere is very. good right now and staff is looking forward to
the bid opening on June 12th.
Letters are being prepared for well and septic system contractors
to design the facilities at Casperson Park.
ITEM 9. Unfinished business.
Committee reviewed a memo which staff had prepared concerning the
current levels of Lake Marion compared to 1990. The lake is up
from last year and continues to rise with the constant rain.
Committee had received a copy of the Park System Plan showing a
few minor revisions in wording. The changes were noted and
discussed and each was approved with the exception of the Mission
• Statement, which committee made some changes to.

91.18 Motion was made by Illa, seconded by Messinger, to approve the
final revisions of the Park System Plan and recommend that City
Council approve the document.
Motion passed.
ITEM 10. New business.
Committee member Illa suggested that the sign for Antlers Park on
Highway 50 be put in a less obstructed place since it is
difficult for people who are not familiar with the area to find
the park. Staff will see what can be done within the confines of
the railroad restrictions. If nothing can be .done with the I.D.
sign at this time, other signs similar to the directional signs
for Casperson could be strategically placed along Highway 50. It
was suggested that a new sign could be planned for at the time
Highway 50 is upgraded.
Staff discussed the Marion Pines plat on the corner of 199th
Street and Jaguar Avenue. This is a replat and therefore is
exempt from park dedication fees. Committee and staff discussed
this clause from the ordinance and its original intent to serve
the area around Orchard Lake. Committee felt that this is not a
• hardship case and the fees should be paid as in any new plat.
Committee directed staff to prepare a letter addressing this
issue and asking council to consider a change in the ordinance
and rescinding this clause in cases where there is no clear
purpose for it to be there.
Staff updated the committee on the Brackett's Townhomes plat and
the discussions which had been held with the developer concerning
sidewalks and trails in the area. The City of Lakeville will pay
for the 5-foot sidewalks and 8-foot bituminous trails from the
point of the first intersecting street up to the 20-foot easement
into Murphy Hanrehan Park. The developer will be responsible for
the balance of the sidewalk and trail installation and his trail
fees would be as follows, based on 46 lots.
46 X $150.00 - trail fee $ 6,900.00
46 X 550.00 - park dedication fee. 25,300.00
32,200.00
Less credit for trail installation (8,200.00)
Balance due 24,000.00
Committee said they would be willing to give a credit for the
trail dedication fees for the developer putting in the sidewalk,
however the park dedication fees should be collected.

ITEM 11. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee
will be a park tour on June 19, 1991, beginning at 6:00 PM.
ITEM 11. - Adjournment.
Since there was no further business, the meeting adjourned at
9:15 PM.
