• PARKS AND RECREATION ADVISORY COMMITTEE MEETING
MAY 15, 1991
The meeting was called to order at 7:00 PM by Chairman Lulf.
Present were Lovelace, Illa, Larson, Lulf, Grenz and Messinger.
Committee member Raymond was absent. Also present were Park
Director Steve Michaud, City Administrator Bob Erickson and
Recording Secretary Judi Ringeisen. Vickie Bakken, Lakeville
Soccer Club.
ITEM 3.
The minutes of the May 1, 1991 Parks and Recreation Advisory
Committee meeting were approved as printed.
ITEM 4.
There were no citizens present to discuss items not on the
agenda.
ITEM 11.
At this time, Item #11 was brought up on the agenda to enable
City Administrator Bob Erickson to present the high school site
plan to the committee.
On April 11, 1991 the school architect made a presentation to all
advisory committee members and staff to familiarize them with the
• plan. Several city consultants were asked to critique the plans
in order to best serve the needs of the community. Through this
review several changes were recommended by city staff and the
consultants. Bob Erickson stated he is pleased with the working
relationship that has developed between the City and ISD #194
during the planning of this project.
A major problem that emerged during the review process for the
CUP was the lack of adequate land. Staff proposed to the City
Council that approximately three additional acres of land be
purchased to give more area to the recreational facilities and to
provide adequate parking in the proper locations to fit the site
plan. School planners were receptive to the idea. Funding for
the extra property is proposed to come from the park dedication
fund. The extra land will assure the citizens that the
recreational facilities will be of the highest quality.
Committee .member Messinger is concerned as a taxpayer in ISD #196
that the priorities of the park dedication fund will be modified
in order to accommodate this land purchase. Erickson assured her
that the revenue projections were done conservatively and since
the number of platted lots is greater than predicted, surplus
funds should be available to meet intended priorities.
Soccer Club president Vickie Bakken was in the audience and
• commented she was glad to see that the practice fields would be
adequate on the site, as she was somewhat concerned when she saw
the original plan.

91.15 Motion was made by Grenz, seconded by Lulf, to approve .and
recommend to City Council the use of park dedication funds for
the purchase of the additional land needed to expand the high
school site plan on the condition that formal written usage
guidelines be agreed upon by the school and the City.
Motion passed.
ITEM 5. - Staff Reports.
Staff reported to committee that the Tree Trust had confirmed
that a full crew will be working with the Lakeville Park
Department for ten weeks this summer. The park maintenance crews
have been working on the Foxborough baseball field. If .the
weather cooperates it could be finished by Friday.
ITEM 6.
The .committee discussed the resolution of strong beer being
allowed in the parks, along with wine and wine coolers. It was
stated that the "no glass containers" portion of the ordinance
would remain in effect.
ITEM 7.
Th8 Larson Townhome plat was brought before the committee.
• 91.16 Motion was made by Larson, seconded by Lovelace, to recommend to
city council that a cash contribution be required to satisfy the
park dedication requirements of the Larson Townhome plat.
Motion passed.
Committee then discussed the plat of Performance Computer Forms.
It was explained that this is an industrial expansion of an
existing company. The plat is located on Grenada and Cedar
Avenues and is 7.2 acres.
91.17 Motion was made by Messinger, seconded by Illa, to recommend to
city council that a cash contribution based on the current
industrial rate be required to satisfy the park dedication
requirements of the Performance Computer Forms plat.
Motion passed.
ITEM 8.
Committee received the Parks and Recreation Department's monthly
report for April, 1991. Committee will bring any questions on
the report to the next meeting.
ITEM 9.
Committee discussed possible dates for the annual spring/summer
park tour. The second meeting in June was chosen for this
• event. The Park Secretary will send invitations to council,
other committees and the LAA advisory board.

ITEM 10.
The council agenda for May 20, 1991 includes a request for
approval of plans and specs for Casperson Community Park, City
Improvement Project 91-7 and to set the bid date. Staff showed
the committee the plans which have been received from Schwarz/
Weber for the building and the discussed restroom standards that
had been received from Barton-Aschman. According to those
standards, the restrooms are adequate for normal use. Any
special events or intense park usage would require that portable
toilets be brought in.
ITEM 12. - Unfinished business.
Lulf asked about the snowmobile grant administrative casts. It
was explained that funds were requested in the grant application
to cover the cost of office time, supplies, postage, etc. This
amount will in turn be billed to the snowmobile club at the time
their reimbursement is received.
Chairman Lulf also mentioned that the LAA is planning to do some
projections for future field needs. Staff will be looking
forward to discussing these figures .with the LAA when they are
available.
• ITEM 13. - New Business.
Staff showed the committee a group of letters which had been
written by an elementary class from Parkview school which
concerned the lake and parks in the Valley Park area. The kids
had questions concerning water quality, bike trails, etc.
ITEM 14. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee
will be held June 5, 1991 at 7:00 PM in the Council Chambers.
ITEM 15. - Adjournment.
Since there was no further business, the meeting was adjourned
at 9:00 PM.
