HomeMy WebLinkAbout04-17 CITY OF LAKEVILLE • PARKS AND RECREATION ADVISORY COMMITTEE MEETING APRIL 17, 1991 The meeting was called to order at 7:00 PM by Chairman Lulf. Present were Messinger, Raymond, Grenz, Lulf, Larson, Illa and Lovelace. Also present was Park Director Steve Michaud. ITEM 3. The minutes of the April 3, 1.991 Parks and Recreation Advisory Committee were discussed. There were no comments or corrections and the minutes we approved as read. ITEM 4. There were no citizen comments. ITEM 5. - Staff reports. Staff reported that construction on the second baseball field at Foxborough had started. A deadline has been set for the end of the month to coincide with LAA use. It is reported that the Lakeville Athletic Association registered just under 1,300 youth in their softball .and baseball program. The installation of safety netting at Aronson Park has started. • The Parks and Recreation office has started to work on a variety of Pan-O-frog planning items. Registrations for the South of the River Parks and Recreation Advisory Committee combined meeting is going well. Assignments will be given out prior to the event. There was a brief discussion on the packets that were mailed to the committee concerning the economic impact seminar. The committee also received a copy of the St. Paul Pioneer Press article on the city survey and copies of the city survey. ITEM 6. Item number six was a request from the South Suburban Off Road Riders to hold a mountain bike race at Ritter Farm Park. The committee discussed the event from last year and it was the general consensus of the committee that the event went well, had little impact on Ritter Farm Park and was a good addition to Pan-O-frog. The committee did, however, table the request pending a representative of the club being present to discuss this year's event. ITEM 7. The committee has received requests to waive tournament fees for • two different groups; the Summer Sizzler tournament and the Make a Wish tournament. The Summer Sizzler is an annual tournament run by Del and Sandi Goetze, with proceeds going to the American Parks and Recreation Advisory Committee meeting • April 17, 1991 Page -2- Academy of Gymnastics, with which they are affiliated. It was unclear whether the proceeds of the entire tournament or only those of the concessions portion would be a fund raiser for the gymnastics association, which is a nonprofit group. The Make a Wish tournament is one of several to be run in the Metropolitan -area by a promoter and sponsored by Miller beer. The promoter will have further information in a few weeks about the actual distribution of proceeds of the tournaments. No formal policy has been written to deal with the waiving of fees for groups other than Lakeville nonprofit civic organizations. In 1990 the committee discussed the possibility of waiving fees for one group per year but each request would be considered on its own merit. Staff will ask for an accounting of the Summer Sizzler and any other group which runs a fee exempt tournament and all fees would need to be directed to the nonprofit civic organization which was running the tournament. It was felt that the Make a Wish tournament does not meet the guidelines for a Lakeville nonprofit civic group. 91.12 Motion was made by Larson, seconded by Raymond, to require all groups who apply for nonprofit civic group status and request • waiver of tournament fees to present their proposal in writing and in person to the committee prior to the tournament. All groups who are given nonprofit status must also submit an accounting of the tournament revenues and expenditures after the tournament. Motion passed. ITEM 8. The Parks and Recreation Advisory Committee received a copy of the Parks and Recreation Department Monthly Report for March, 1991. Grenz asked about the damage to the wall at the gymnasium from the basketball league. Illa asked about the possibility of a 5-Man basketball league being formed. It is an extremely popular sport statewide with its own state tournament. Messinger also asked about the possibility of an all-women league to be formed. ITEM 9. The committee received a copy of the .Parks and Recreation Department's 1990 Annual Report. There were no questions on the report. ITEM 10. - Unfinished Business. Messinger mentioned that the portable toilet unit at Parkview has been overturned again. Staff will report this to maintenance. It was suggested that the unit be anchored in some way to deter this from happening. • ITEM il. - New Business. Staff reported that the Rolling Oaks neighborhood is designing a Parks and Recreation Advisory Committee meeting • April 17, 1991 Page -3- large tree planting program for Rolling Oaks Park with assistance from the Parks and Recreation Director. Staff also mentioned that tree seedlings from the DNR will be available for distribution on Arbor Day. Staff has been in contact with Centel concerning their proposal to place a switching building at the Cedar Highlands park site. Staff will keep committee informed as this project develops. Messinger noted that the glass on the trail that she had mentioned at the Last meeting had been promptly cleaned up. Larson had attended the City Council meeting and informed committee members on several issues. The high school plans may be presented to the Parks and Recreation Committee at their first meeting in May. An appraiser has been hired for the northeast sector park area and the appraisal should be done by the end of May. Lulf informed the committee that the snowmobile trail markers have all been taken up. The snowmobile club had served 161 landowners and guests at their appreciation breakfast, including the Chief of Police. The landowners were also appreciative of the snowmobile club's handling of the problems encountered this winter. ITEM 12. - Announcements The next meeting of the Parks and Recreation Advisory Committee will be held on May 1, 1991. The combined meeting of the South of the River Parks and Recreation Advisory Committees/Commissions is planned for Thursday, April 25, 1991, 6:30 PM at North Park.
