• PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
APRIL 3, 1991
The meeting was called to order by Chairman Lulf at 7:00 PM.
Present were Messinger, Raymond, Grenz, Lulf, Larson, Illa and
Lovelace. Also present were Park Director Steve Michaud and
Recording Secretary Judi Ringeisen.
ITEM 3.
The minutes of the March 20, 1991 Parks and Recreation Advisory
Committee were discussed. There were no corrections; the
minutes were approved as published.
ITEM 4.
No citizens were present to make comments.
ITEM 5. - Staff reports.
It was reported that the Lakeville Lions Club had contributed
$2,854.00 toward the Puppet Wagon program for the 1991 season.
The Police Dept. grant will also assist the program in the form
of puppets and props and the recycling grant will also help out.
The maintenance division is busy getting ready for spring and
summer athletics and John Hoger has been busy receiving quotes
an such items as bleachers and benches. The recreation division
• has been working on the summer brochure and is interviewing
summer staff.
Staff had met with representatives from the Archery Club and
they are nearing a final draft of the Ritter Farm Park use
agreement. Mary Brantner is working on the Flower Power
program, planning flower beds and receiving quotes for flower
stock. Staff has been pleased with the great response from the
Adopt-a-Park program. The street department is in the process
of sweeping all the trails.
Committee received a copy of the letter from Ken LaBoone
concerning the Antlers Park lagoon issue. He is concerned about
his rights as a citizen in the area of the lagoon and the access
to Lake Marion. The attorneys are reviewing the issues and a
letter has been drafted to inform neighborhood residents of the
project status. Messinger felt the Parks and Recreation
committee made a reasonable decision to recommend closing the
access. The City Council is tentatively planning to discuss the
issue at a work session in May.
Committee received a copy of the Casperson Park flow chart
showing the projected time line for the project. Staff is
reviewing a contract from Schwarz/Weber on the design of a park
shelter building at Casperson.

Copies of the Decision Resources survey results were distributed
to committee. Staff was very pleased with the responses
pertaining to the Park Department. The city as a whole scored
very high compared to other cities.
ITEM 6.
The committee had made a recommendation at their previous meeting
for the developers of Hynointe Crossing to loan to the City a
piece of property in their plat for the purpose of installing
playground equipment on a well-defined temporary basis.
.91.9 Motion was made by Raymond, seconded by Grenz, to recommend to
City Council that the park dedication fees of Hypointe Crossing
would be consistent with former phases of the plat, as
recommended at the original platting. If a temporary park is
possible, park dedication funds would then be earmarked to
purchase playground equipment for this site.
Motion passed.
ITEM 7.
• Trail cost responsibility of Meadowbrook Second Addition has been
discussed at the staff level and it was recommended that since
the trail dedication fees would only offset a certain percentage,
the developer could install the trail by using credits for the
trail dedication from this and future plats. This plat contains
36 lots.
91.10 Motion was made by Larson, seconded by Messinger, to recommend
approval of the Meadowbrook Second Addition plat to city council
with the stipulation that the developer install the trail and
also to accept cash to satisfy the park dedication requirements.
The developer would be required to install the trail in conjunc-
tion with the roadway using trail dedication fees from this plat
and future credits for trail dedication.
Motion passed.
ITEM 8.
The committee discussed the Cedar Glen 3rd Addition and Highview
Heights. 4th Addition plats. Staff showed the committee the
plats' trail/sidewalk layouts. These plats are within the
service area of Foxborough Park. A good trail system in the area
gives residents access to Foxborough and other parks in the
city. Committee discussed the park land in the area and service
radius for the developing neighborhoods.

91.11 Motion was made by Lovelace, seconded by Grenz, to recommend
approval of the Highview Heights 4th Addition and the Cedar Glen
3rd Addition plats to City Council and to require cash to satisfy
the park dedication requirements, as specified in the original
plats.
Motion passed.
ITEM 9.
Staff updated the committee on the MRPA seminar he had attended
on how to assess the economic impact of recreation programs on
the community. Included in the registration fee was a detailed
computer program to determine the dollar value of parks and
recreation programs and facilities to the community.
ITEM 10.a.
Staff informed the committee that Friedges Landscaping had begun
the removal of gravel from the Casperson Park site. The electric
pole on site needs to be moved to accommodate the gravel mining
for the Judicial Road project. It was decided that the electric
service be relocated underground. The cost of this project will
be approximately $2,300 and plans are being drawn for the
agreement to be put on the next city council meeting.
ITEM 10.b.
The northeast sector park was discussed. The attorney has been
on vacation and staff has not been informed as to whether an
appraiser has been located.
ITEM 11.
Under new business, Illa asked if soccer goals could be placed at
the Meadows Park to be used for practice.
Messinger brought up some maintenance issues that need to be
taken care of. Staff will give the list to the maintenance dept.
The height of the basketball hoops in the parks was discussed.
Messinger. had noted that those hoops which are placed at the 8'
.height are being much more widely used than those that are at the
10' regulation height. It was suggested that more courts be
installed at Parkview Park; however, staff would like to complete
the master plan on that park before any work is done.
Also under new business it was noted that the Natural Resources
Committee has taken on new responsibilities and will now be
.called the Environmental Affairs Committee.

ITEM 12.
A special joint meeting of the Planning Commission, Parks and
Recreation Committee and Environmental Affairs Committee will be
held on Thursday, April 11, 1991 at 7:00 PM for the purpose of
discussing the school district proposal.
The next meeting of the Parks and Recreation Advisory Committee
will be April 17, 1991, at 7:00 PM.
ITEM 13.
Since there was no further business, the meeting was adjourned at
8:40 PM.
