PARKS AND RECREATION ADVISORY COMMITTEE MEETING
MARCH 20, 1991
The meeting was called to order at 7:00 PM by Chairman Lulf.
Roll call was taken. Members present were Illa, Lovelace, Lulf,
Grenz, Raymond and Messinger. Also present were Park Director
Steve Michaud and Recording Secretary Judi Ringeisen.
ITEM 3.
The minutes of the March 3, 1991 Parks and Recreation Advisory
Committee meeting were discussed. There were no corrections;
the minutes were approved as published.
ITEM 4.
No citizens were present to make comments.
ITEM 5. - Staff reports.
Staff updated the committee on the Adopt-a-Park program. Seven
groups have made commitments to the program so far.
Committee received the concept site plan for the 1992 elementary
school. The plans were submitted to Barton-Aschman so they
could evaluate the grading plans. The school site includes two
full sized soccer fields and two youth softball fields. On the
• approximately twelve acres of property adjacent to the school
property, staff has laid out two additional football/soccer
fields and two youth baseball fields. A future shelter building
with restrooms is also envisioned for the proposed park. The
full sized soccer fields can be divided to accommodate several
smaller youth sized fields. Staff talked about correct
orientation of the fields to coincide with the setting sun.
Tha minutes of the Rosemount Area Athletic Association were
discussed. It seems they are having a difficult time finding
fields to serve the needs of all the RAAA leagues. Baseball and
softball programs continued to grow in Lakeville this year also,
making fields at a premium.
Staff showed the committee plans drawn by Shawn Bakken for his
Eagle Scout project. The project consists of building bins and
shelves for the organization and storage of soccer equipment on
the second story of the North Park building. Staff will monitor
the project .
Staff updated the committee on the council actions of March 18,
1991. Council actions included:
* Approval of the contract with Friedges Excavating for the
removal of excess material from Casperson Park;
• * Approval of the Barton-Aschman agreement for plans,
specifications and assistance with the bidding process at
Casperson Park, including inspections.

* Approval of the part time park department employee salary
resolution.
* Approval of the farm rental agreement with Robert J. Berres
for a portion of Aronson Park. Council waived the fees which
had been charged due to some reciprocal work which was done by
Mr. Berres.
More platting proposals are being considered by the planning
stuff. Highview Heights is continuing with additions to their
plats. At a recent planning meeting, it was suggested that the
City lease one or two lots from Orin Thompson to be used as a
temporary park in the Hvpointe Crossings plat. The developer
proposed playground and basketball court installation on the
leased lots until 165th Street comes through and the 8' trails
are completed along 160th Street to give residents access to
other parks in their service area.
Centel is in need of a site for a building and is looking in
the area of Cedar Highlands Park. Staff will keep committee
informed as to any progress concerning their request.
Council will discuss the relocation of the winter access and
• the Antlers Park lagoon issues at an upcoming work session in
early April.
ITEM 6. -
Staff showed the committee the preliminary plats of Hvpointe
Crossina and Cedar Glen 3rd Addition relative to Griffin
Trail. Committee also reviewed the plat of Chapel Hills Third.
Addition and it was determined that the original motions which
were made on the plats would stand with no further committee
action required.
97.1 After reviewing the plat of Hvpointe Crossina, a motion was
made by Messinger., seconded by Illa, to support encouraging the
developer to work with the Parks and Recreation Committee in
the location of a piece of property to be used as a temporary
park site until such time that the trails in the area give
residents better access to parks within their service area.
Motion passed.
ITEM 7.
The draft of the Park Policy Plan had been received and
reviewed by committee. Two punctuation corrections needed to
be made.
91.8 Motion was made by Illa, seconded by Messinger, to recommend to
• council that the Park Policy Plan, as corrected, be approved as
part of the Park System Plan.
Motion passed.

ITEM 8.
Staff informed committee that council had authorized the
attorneys to proceed with finding an appropriate firm to conduct
an appraisal on the northeast sector park property.
Staff and committee looked at the design proposed for the
building at Casperson Park. The building will be modeled after.
two other shelters which were designed by Schwarz/Weber for the
Eagan Parks and Recreation Dept. and will also resemble those at
North Park and Foxborough. Staff and committee discussed the
floor plan for the shelter building and other amenities.
Staff would like to see one theme of shelter design used in the
future throughout the park system for continuity. Staff is
entertaining the idea of utilizing existing plans and specs from
the Eagan buildings with minor design changes. Schwarz/Weber
had submitted a revised contract and fee proposal that looks
encouraging. Staff will keep committee informed.
ITEM 9.
Committee received the Parks and Recreation Department monthly
report for February. Staff pointed out a revision in the
• program evaluation form which includes a section for comparison
of each program to that of the year before, where applicable.
The multi city park and recreation committee meeting has been
set for April 25, 1991, at 6:30 PM at North Park. Area park
.directors and the SORR group have also been invited.
Steve Michaud will be attending the spring MRPA IPD which will
focus on the economic impact of major events on communities.
John Hoger and Dan Bale attended the class for recertification
for tree inspectors.
Staff attended the meeting of the Orchard Lake Homeowners
Association on March 19th. The group is interested in
implementing a surface water zoning ordinance on Orchard Lake.
Staff will be attending the Lions Club meeting on March 21st to
request assistance from them for the Puppet Wagon program.
Larry Lulf reported that at a recent meeting of the LAA Board,
coaches' NYSCA certification was discussed and the proposal did
not pass. The LAA did not place the same importance on the
program as staff but staff is hopeful that the new board, when
they are more settled into their positions, will have the time
• to take a closer look at the program.

Staff reported the office has. been very busy assisting LAA with
baseball and softball registrations and that the registrations
for spring programs have also been very busy.
There was no further business and the meeting adjourned at 9:05
PM.
