HomeMy WebLinkAbout02-06 CITY OF LAKEVILLE JOINT MEETING: PARKS AND RECREATION ADVISORY COMMITTEE AND NATURAL RESOURCES COMMITTEE FEBRUARY 6, 1991 The meeting was opened by Parks and Recreation Director Gerald S: Michaud who welcomed the committee members and citizens and stated the purpose of the joint meeting was to discuss two very important issues, the lake water quality study and the Antlers Park lagoon improvement project. Public Work Director Jim Robinette was introduced and gave some background on the lake water quality study. In the 1970's no scientific baseline data was available on the lakes therefore the study was conducted over a 3-year period to find out what is running into the lakes as well as how that will affect the lake .water quality in the future. Steve Wood from Montgomery & Associates stated that in'the near future, legislation will exist which would mandate a study such as this. Mr. Wood stated the findings of the study show that the lake water quality in the area is quite good. The methods of testing were explained as well as the specific items tested, including biological oxygen demand, specific conductivity, Ph level, total suspended solids, total phosphorus, SRP (dissolved phosphorus). All but one of these tests met the state requirements. • The salt levels in the lakes were relatively low, considering the freeway which runs through the area. Although the state has not established a guideline for total phosphorus, the levels of SRP were high. Possibly because of the close proximity of the golf course, the water in Orchard Lake showed higher levels of phosphorus. In conclusion, most water quality meets or exceeds the standards as set forth by the state of Minnesota. Mr. Wood would like to re-sample site #3 to try to find the phosphorus source. Mr. Michaud asked about the specific quality of Valley Lake.. Mr. Wood will get further information from Brian Christensen, Project Manager, and report back to Mr. Michaud. Councilmember Ruhmann commented that the report is written in very technical complex terms and is not easy to understand. City Administrator Bob Erickson suggested the results be published in lay terms. Darrell Schneider from TKDA was introduced by staff and presented the results of Antlers Park lagoon study, along with some recommendations for improvements in the area. Council had authorized the study in response to a citizen petition which stated safety concerns for neighborhood children and park users. The study took into consideration the winter access road for the lake, the steep sides on the lagoon, the exposed storm sewer outlet pipe and other factors. The lagoon was originally excavated and graded in the 1940's to be used as a boat launch on the lake, a purpose which no longer exists. Joint Meeting - P & R / NRC February 6, 1991 ...Page -2- The four primary goals of this project were:. 1. Aesthetically blend the lagoon and storm sewer outlet into the park and residential setting. 2. Reduce and control erosion around the lagoon. 3. Improve the safety aspects of the lagoon. 4. Consider using the lagoon as a sedimentation basin and a trap for floatable debris. In order for these goals to be achieved, the lagoon will need to be reshaped and the storm sewer outlet pipe lowered. Erosion and runoff into the lake are occurring in the area. The DNR wishes to maintain control and will not allow the basic area of the lagoon to be filled in or reduced in any way. Rich Gray of TKDA suggested an alternative would be to reroute the road away from the Ringeisen residence to the south. Another alternative is to install a retention pond in the B-4 area near the parking lot and divert the runoff to that area. Rich Gray recommended that the project be done in phases, starting with cleanup of the area, lowering the storm sewer pipe, building a retaining wall, and rerouting the road. Joyce Ringeisen felt as much as possible should be done now without the B-4 land being developed. • City Administrator Bob Erickson suggested that a public committee be set up to receive input from citizens and discuss the possible elimination of the winter access road. Councilmember Mulvihill voiced concerns about people driving where there are normally people walking and did not feel the two uses were compatible.. A separate trail would need to be installed adjacent to the roadway. Michaud stated that there are other areas on the lake which could be used for winter access, however, he was unsure of the stability of the ice in those areas. It was suggested that those areas be inspected now for ice stability. Bob Erickson will draft an article for Messages to receive input from citizens on the concept of potentially closing the Antlers Park winter access road to Lake Marion. After the presentations, the regular meeting of the Parks and .Recreation Advisory Committee was called to order by Chairman Lulf. Roll Call: Present were Larson, Illa, Grenz, Messinger, Lovelace and Lulf. .Raymond was unable to attend. Also present were Park Director Steve Michaud and Recording Secretary Judi Ringeisen. Minutes of the January 2, 1991 Parks and Recreation Advisory • Committee meeting were discussed. There were no comments on the minutes and they were approved as printed. Joint Meeting - P & R / NRC February 6, 1991 .Page -3- Committee members discussed the reports and presentations and the comments which had been made on each. They felt good comments had been made by citizens and committee .members. The committee was surprised at the low salt levels shown in the water quality study and felt Tim Lundahl had made a good point that the tests should be conducted early in April before heavy springrains. Concerning the Antlers Park lagoon, Committee member Llla supports the idea of eliminating the roadway onto the lake due to safety hazards and the extra cost of a separate bike trail.. Other committee members agreed but suggested that the entire park will need to be fenced to deter people from driving through the park to the lake. The idea of reopening the Juno Trail/County Road 65 access will be pursued and someone will check the condition of the ice at this point with the warm weather. The argument that extra traveling time will be needed will not be considered against the safety and aesthetic factors. Bob Erickson spoke to the committee concerning several current issues. Erickson hopes to eliminate the state's local government aid to the cities because of the great inequities in the system and the control the state has over each city's spending. The 1991 Puppet Wagon program is subject to cuts and will definitely be cut from the general fund in 1992. A lot owned by the City in the Daniel's Addition was sold and the revenues of $21,000 will be put into the trail fund. Closing on the Goff property will take place soon. A committee ..will be created to discuss and recommend park dedication fees for developers. Committee member Illa commented to Bob Erickson that he had been impressed with the DARE program which his son had been involved in, particularly in the graduation exercise, and felt it was a very commendable program.. The citizen opinion survey will be taking place this week to 400 homes in Lakeville. ITEM 7a. Due to the lateness of the evening, the Park and Open Space System Plan update summary will be reviewed at a future meeting.. .ITEM 8. - UNFINISHED BUSINESS On a topo map, staff had highlighted several land options for. the Northeast Sector Community Park. The advantages and disadvantages of each option were discussed with committee members. • Joint Meeting - P & R / NRC February 6,.1991 .Page -4- 9~,3 Motion was made by Illa, seconded by Larson, to have staff proceed in putting legal descriptions together of the northeast park search area which had been decided upon, and proceed with securing appraisals. Motion passed. ITEM 9. - NEW BUSINESS There was no new business. ITEM 10. - ANNOUNCEMENTS Park Director Steve Michaud will be a speaker at the State. Bikeway Conference on Friday, February 8th. Committee member Larson also plans to attend the conference which will be held in St. Paul. The next meeting of the Parks and Recreation Advisory Committee will be Wednesday, February 20, 1991, 7:00 PM.
