. PARKS AND RECREATION ADVISORY COMMITTEE MEETING
JANUARY 2, 1991
The meeting of the Parks and Recreation Advisory Committee was
called to order at 7:00 PM by Chairman Illa.
Roll call was taken. Present were Lulf, Larson, Lovelace,
Illa, Grenz, Raymond and Messinger. Also present were Park
Director Steve Michaud and Recording Secretary Judi Ringeisen.
ITEM 3.
The minutes of the December 19, 1990 Parks and Recreation
Advisory Committee meeting were discussed. A clarification was
requested on the oval speed skating rink. Staff said he would
like to put it at a site where a warming house is available.
Committee member Grenz said he would be willing to do some
measuring and marking to see if a standard size would fit on
Valley Lake. Staff would also like to ask city council for
their input on the idea. There were no other comments on the
minutes and they were approved as printed.
ITEM 4.
There were no citizen comments.
• ITEM 5. - STAFF REPORTS
Ice making efforts at the skating rinks are going well. Grenz
asked about the cold weather policy for shutting down the rinks
and warming houses. He suggested it be posted at the rinks
and/or published in the papers to inform the public.
.Staff affirmed that Friedges Landscaping is still interested in
the gravel excavation at Casperson Park.
ITEM 6:
The revised Parks Policy document discussed. Committee members
pointed out several areas of the plan where additional
revisions in wording would be appropriate. Staff will make
these changes and also integrate the Barton-Aschman study into
.this report and distribute to committee members.
ITEM 7.
The petition concerning the trail and sidewalk along Layton
Path had been received by committee members, along with a map
showing the proposed route.. It was stated that the cost for
the project. would be approximately $10.00 per lineal foot for.
the bituminous section, and $5.00 per square foot for the
concrete section, for a total projected cost of approximately..
$85,000.00.

City staff's approach to the petition for a feasibility study
is that they would willingly manage the project as a public
improvement project and assess it back to the benefited
property owners. Messinger stated that she sympathizes with
the home- owners on the west side of the freeway who have very
few trails.
91.1 Motion was made by Grenz, seconded by Raymond, for the City of
Lakeville to construct the sidewalk and trail project along
Layton Path as stated in the petition, with the stipulated
deadline of June 30, 1991.
Nay: Lulf, Larson, Lovelace, Illa, Grenz, Messinger and
Raymond all voted nay on the motion, stating the project as
requested does not comply with the existing plan or CIP.
Present streets are classified as residential whereby policy
does not require installation of sidewalks or trails.
Motion was defeated.
ITEM 8. - UNFINISHED BUSINESS
The sale of the lot adjacent to Orchard Lake Beach was
discussed. The assessed value of the City's property is
$10,000. The funds will assist with the parking lot
improvements and/or the possible utility install- ations at
Orchard Lake Beach. Grenz brought up that the stipulation
should be made where any necessary screening between ..the
homeowner and the park should be the responsibility of the
homeowner and placed completely on his property.
The aeration system for Lake Marion has not yet been delivered
due to a delay from the firm which is building the unit. The
delivery is scheduled toward the end of January. If the delay
becomes greater than that, it may be too late to install it at
all this winter. The agreement with the DNR for receiving the
system is on the Council agenda for January 7, 1991.
Nominations were opened for selection of Parks and Recreation
Advisory Committee officers for 1991.
9d.2 Motion was made by Larson, seconded by Lovelace, to elect the
following members as 1991 officers: Larry Lulf, Chairperson;
...Pat Messinger, Vice Chairperson; and Ace Raymond, Secretary.
Motion passed unanimously.
Committee members received MRPA General Section information.
Jeff Larson expressed some interest in being involved.

ITEM 9. NEW BUSINESS
Staff had talked to an RAAA baseball coach concerning field
scheduling in the Valley Park area and also received a letter
from Rosemount Park Director Dave Bechtold concerning field
usage by RAAA. Many participants of the league are from the
Valley Park area and an effort will be made to supply them
with the needed fields.
Snowmobile problems are continuing to grow. All areas of the
ordinance are being violated speed, driving on private.
property, etc. The snowmobile club will try to put up more
signs and an article is being drafted to help educate the
snowmobiling community.
Grenz asked about trail plowing around Valley Lake. Staff
stated a meeting is slated for next week with aII concerned
parties. to .discuss trail plowing and its prioritizing.
The MRPA State Bikeway Conference will be held in St. Paul on
February 6, 7 and 8th and Steve Michaud was honored to be an
invited speaker again this year at the conference.
ITEM 10. ANNOUNCEMENTS
The next meeting of the Parks and Recreation Advisory
Committee will be held on January 16, 1991 and will include a
joint meeting with the Natural Resources Committee concerning.
the Montgomery water quality study, and a presentation from
TKDA concerning the Antlers Park lagoon project update.
ITEM 11. ADJOURN
Since there was no further business, the meeting was adjourned
by Chairman Illa at 9:00 PM.
