HomeMy WebLinkAbout12-19 CITY OF LAKEVILLE • PARKS AND RECREATION ADVISORY COMMITTEE MINUTES DECEMBER 19, 1990 The meeting of the Parks and Recreation Advisory Committee was called to order at 7:00 PM by Chairman Illa. Roll call was taken. Present were Lulf, Larson, Ilia, Grenz, Raymond and Messinger. Lovelace was working. Also present were Park Director Steve Michaud and Recording Secretary Judi Ringeisen. ITEM 3. The minutes of the December 5, 1990 Parks and Recreation Advisory Committee meeting were approved as published. Committee members expressed satisfaction with the new committee packet format. ITEM 4. - There were no citizen comments. ITEM 5. - STAFF REPORTS .Ice making efforts are going well and the weather forecast looks favorable to continue to make good skatable ice. Repairs needed to be made to the Aronson septic system line after it was cut during construction of the 205th Street ditch. Friedges Landscaping has made an offer of $.45 per yard for gravel excavated from Casperson Park. Staff is working. on a proposed contract and issues that need to be addressed. therein. There is a great commitment to reforestation in the area when the project is complete. The northeast sector park search area tour has. been postponed until after the holidays and will probably be combined with a council work session. The committee will be notified as soon as a date is set. Flyers and garbage bags will be distributed to fish houses on Lake. Marion as soon as appropriate. CORE Project applications have been completed for receiving fishing piers at Valley Lake and Orchard Lake.. After the applications are submitted it may still take up to two years to receive the piers, if approved. Staff updated the committee on the status of the propane gas tanks at Ritter Farm Park homestead.. The gas has been pumped out and the tanks sold back to Cenex. If the need arises for gas at the site, Cenex will loan an L.P. tank back to the City at no charge. Parks and Recreation Advisory. Committee minutes December 19, 1990 Page -2- ITEM 6. - Committee members had received a copy of the November Monthly Report in their packets and discussed it briefly. Included was the fall tree planting report, which was also discussed. ITEM 7. - Committee reviewed the revised draft of the Parks and Open Space System Plan Policies. Staff had solicited comments on the document from the City Administrator, Park Maintenance Supt. and Recreation Supervisor and had received several good suggestions. Staff and committee felt the revised format was more readable .with a logical flow of information. The document was discussed at length, item by item, and several comments and suggestions were made by staff and committee members. The plan should be revised and distributed to committee members by the next meeting. ITEM 8, - Committee members had received a draft of the. Adopt a Park brochure and. made some comments and critiques. The phrase."18 and under" was changed to "under age 18". The, recognition sign. format was discussed and a suggestion was made to have an add-on type sign where four or five groups' contributions could be • displayed at once. 90.56 Motion was made by Messinger, seconded by Larson, to approve the Adopt a Park brochure in its current format, with changes as discussed and noted. Motion passed. ITEM 9. - The committee received additional park dedication information from a survey conducted by staff on trail dedication requirements and policies of various cities on platting for churches. ITEM 10. - UNFINISHED BUSINESS Staff received a copy of Eagan's specifications for their speed- skating oval as requested. by committee. Staff reminded the committee that Eagan owns their own portable Zamboni which would make maintenance of an oval much easier. Committee received information on the potential exchange of a portion of a lot included in the Orchard Lake Beach property. The Judicial Road realignment and construction project has made the adjoining lot unbuildable. Staff is waiting for an appraisal on the property before a decision is made. Staff showed the committee a petition received from the Bracketts • neighborhoods requesting a feasibility study be completed for the construction of a walking path and sidewalk in their area, with costs of the construction to be borne by the City of Lakeville. Parks and Recreation Advisory Committee minutes December 19, 1990 Page -3- 90.57 Motion was made by Grenz, seconded by Messinger., to acknowledge receipt of the petition and direct staff to provide additional. information as it becomes available and add the item to a future Parks and Recreation Committee agenda. Staff discussed the idea of the Orchard Lake Park restroom being connected to City sewer and water during the current Judicial. Road construction project. The Clivus Multrum unit could then be moved to Ritter Park where it would be operational approximately eight months of the year. Steve Michaud had attended an MRPA board meeting and discovered there is a need for a person to lead the Board and Commission Section of the association. Committee members. were encouraged to think about this position and how they could help. After staff reviewed the proposed Metropolitan Council's proposed .new policy plan for regional recreation and open space, a letter was written to all area park directors urging them to become involved in `commenting on the plan. A meeting will be scheduled early in January for all directors to discuss the proposed plan. • ITEM 12. - ANNOUNCEMENTS The Natural Resources Committee has requested a joint meeting with the Parks and Recreation Advisory Committee on January 2, 1991 to discuss the Montgomery water quality study. 90.58 Motion was. made by Messinger, seconded by Raymond,. to schedule. the joint Natural Resources Committee / Parks and Recreation Advisory Committee meeting for January 2, 1991.
