PARKS AND RECREATION ADVISORY COMMITTEE MEETING
. DECEMBER 5, 1990
The meeting of the Parks and Recreation Advisory Committee was
called to order at 7:00 PM by Chairman Illa.
Roll call was taken. Present were Lulf, Lovelace, Larson, Ilya,
Grenz, Raymond and Messinger. Also present were Park Director
Steve Michaud and Recording Secretary Judi.Ringeisen.
The minutes of the November 28, 1990 meeting were discussed.
Under Item 8, Messinger pointed out that the Parks and
Recreation Committee had decided to review the ordinance each
October, not November. It was also pointed out on page.3 by
Illa that he had suggested the commitment for Adopt a Park be
made for only one year by 4-H and Scout troops, as the member
ship of the groups can change quickly.
The minutes were approved. as corrected.
ITEM 4. - There were no citizen comments.
ITEM 6. -
Item 6 was moved up On the agenda to accommodate David Licht,
Northwest Associated Consultants president, and his discussion
with the committee on the Parks and Open Space System Plan
• Policies update. The basic concern of NAC was how to present
the policies in a logical fashion. Mr. Licht showed several
options for layouts, all containing the same information but
structured differently. The major goal of the document will be
to be "user friendly" and have all topics thoroughly covered..
The consensus of the committee is to have the document
structured according to Mr. Licht's Plan B.
Staff suggested adding another subcategory to include Senior
Center policies and any other community centers or similar
facilities which would be built in the future. Mr. Licht stated
that other additions can be made such as the Parks and
Recreation Committee Mission Statement. He added that Parks and
Rec. has a good track record of keeping their documents up to
date and not letting them fall far below standards.
Mr. Licht will have the document restructured and distributed to
the committee. for their next meeting.
ITEM 5. - STAFF REPORTS
Bunker Hill Park was inspected for potential hazards on the
sliding hill and nothing significant was discovered. Staff
feels it will be safe for winter sliding. The aeration system
has been shut off in Valley Lake. Committee members commented
they had already seen people out on the thin ice on Valley Lake
• and Lake Marion. Staff felt the article in "Messages"
concerning thin ice was timely.

Steve Michaud was elected Minnesota Recreation and Park Assoc.
Vice President/President-Elect for 1991 and 1992. He is excited
about the position and looking forward to his term.
..Staff read a letter which was received from the city attorney's
office concerning the Bunker Hill Park property dispute. The
present owner has been offered a settlement, however, other
negotiations are also progressing towards a land trade. Staff
will keep the committee apprised.
Committee members Messinger and Lulf's terms on the Parks and
Recreation Advisory Committee will expire on December 31, 1990.
They both expressed a desire to be reappointed to another term.
The maintenance department has been attempting to prepare the
rinks. to be flooded and will be doing that as soon as the weather
cooperates.. Many qualified people applied for rink attendant
positions and all slots have been filled. Recreation programs
have had a good response, with many already at capacity.
ITEM 7.
The recent park and trail dedication survey of neighboring
• communities was discussed again. Staff suggested the committee
reconsider their suggestion to add a trail fee to the commercial
requirements due to the economic and development climate in the
..area. Messinger stated she felt that commercial development
should help support the trails, even if it is in a small way,
i.e., $100-200 per acre. The Park Director will be working with
the Economic and Community Development Director on an updated fee
schedule for developers. The committee also stated that with all
the Tax Increment Financing being received by commercial property
owners, they are already getting breaks on what their share
should be. The Parks and Recreation Committee would like any
decisions to be delayed until they have had a chance to review
the material and make a recommendation.
ITEM 8.
An "Adopt a Park" general statement and program guidelines were
discussed. Some specifics that should be put in the contract
were length of commitment, eligibility of groups, a suggested
schedule for cleaning and minimum requirements. It was suggested
that more than one group could adopt the larger community parks
and share the responsibility. The committee also discussed what
type of recognition would go to each group. Adopt a Park signs
could be of the type where the names could be changed on a
continuing basis.. Signs could also be erected saying,."This park
is available for adoption." More information will be forthcoming
to the committee.

ITEM 9. -
Under Unfinished Business, staff stated he will contact Al
Hermann to see if he still intends to make the contribution to
Ritter Farm Park on behalf of the Boy Scouts.
Lovelace asked about the rip rap on the 160th Street trail by
Excel Way. Staff stated it was a requirement by Dakota County to
eliminate erosion.
Staff and committee discussed an incident which occurred at the
Natural Resources Committee meeting on December 4, 1990.
ITEM 10. - There was no New Business.
ITEM 11. - Announcements: Committee members were reminded of
the Advisory Committee Christmas Party on December 13th.
The next meeting of the Parks and Recreation Advisory Committee
will be December 19, 1990.
ITEM 12. - Adjournment.
The meeting was adjourned by Chairman I11a at 8:45 PM.
