• PARKS AND RECREATION ADVISORY COMMITTEE MEETING
NOVEMBER 28, 1990
The meeting of the Parks and Recreation Advisory Committee was
called to order at 7:00 PM by Chairman Illa.
Roll call was taken. Present were Lulf, Larson, Illa, Grenz,
Raymond and Messinger. Lovelace had plowed snow the previous
night and was unable to attend. Also present were Park Director
Steve Michaud and Recording Secretary Judi Ringeisen.
MINUTES
The minutes of the Parks and Recreation Advisory Committee
meeting of November 7, 1990 were discussed. Messinger asked for
a clarification of the policy of erecting signs to give
recognition to those groups who adopt a park. Staff stated a
consistent policy will be discussed and set by the committee.
The minutes were approved as printed.
.ITEM 4. - There were no citizen comments.
ITEM 7. -
Item 7 was moved up on the agenda to accommodate the Recreation
Supervisor who presented the committee .with the revised policy
on the Recreation Fee Adjustment (RFA) program. She discussed
• the proposed policy changes which had been made to reflect the
committee's discussion at their last meeting. It was further
suggested that in the policy #4 should reflect the set maximum
is $35.00 per quarter and $100.00 per year, not the "suggested"
maximum. It was also decided that no adult team fees would
qualify, however some adult educational/recreation. programs may
be approved at the discretion of the Park Director. The policy
will be revised to state that it is not the intent of the policy
to assist adults with team sports fees. The policy will be
reevaluated after one year.
90.53 Motion was made by Larson, seconded by Raymond, to recommend to
.City Council approval of the Recreation Fee Adjustment Program
policy with the recommended changes.
Motion passed.
ITEM 7. - STAFF REFORTS
Staff had received a report from City Engineer Keith Nelson
.concerning the update of the Comprehensive Transportation Plan.
Staff has made comments on the policy update and will. forward
those to the committee. The existing plan has been in effect
since 1987.
The City attorneys are negotiating with the present owner of the
property in Bunker Hill Park. The present owner purchased the
property from the county in tax forfeiture, unbeknownst to the
city, several years ago. There seems to be positive movement
towards settling this issue.

Improvement Project 90-4 has had final inspection. Some minor
problems were encountered, but staff .felt the entire project
went well using TKDA as the project consultant.
Staff informed the committee that he had written a letter to
Allen Moe of Dakota County Planning .requesting that
consideration be given to extending the Highway 50 trail further
than originally recommended. It looks very favorable that this
will be put in the CIP and the trail will be extended from the
current high school to the new high school. From Jaguar Avenue,
a fence may need to be installed along the railroad property.
The maintenance crews will start their double shift for rink
flooding this week. Rolling Oaks warming house is set up with
electricity and heat. The recreation brochure has been mailed
and a good response is being received on the programs. The
Recreation Supervisor has been working with the video staff on a
warming house training production. The project is nearly
complete. A report has been completed on the fall tree planting
program and will be included in November's monthly report.
ITEM 6. -
Staff will be attending the Natural Resources Committee and
Planning Commission meetings next week to present the Park and
Open Space System Plan update. Committee members were asked to
also attend at least one of these meetings. It was mentioned
that lights will be needed at several facilities in the future
and this should be a consideration in the update.
ITEM 8. -
Staff distributed a survey which had been conducted with
neighboring cities showing current park dedication fees being
charged in various areas. It has been suggested that an
increase in Lakeville's fees is needed to keep pace with
development costs. Committee and staff made various suggestions
and asked about the tone of developers relative to the fees.
One. suggestion was to leave the commercial/industrial fee as is,
but to add a trail fee to it. Another suggestion was to remove
the moratorium on park dedication fees on replats. Staff feels
the grounds for this moratorium have served their intended..
purpose. Committee suggested the ordinance be reviewed each

ITEM 9. -
Staff requested and received information from the State of
Minnesota concerning the Adopt a Highway program. The Adopt a
Park program resembles this in many ways and staff will extract
• ideas from their program for the general Adopt a Park contract
and basic requirements. A sign will be erected to acknowledge

the volunteer group who has adopted that particular park. A 4-H
group has adopted Antlers Park for next summer. Illa suggested
a ~a-year commitment be considered. Staff would like to secure
4~~ ~~~some Adopt a Park commitments which would follow major community
events.
ITEM 10. - UNFINISHED BUSINESS
Grenz said he had been asked about the raft which was formerly
at Valley Lake. Staff stated that it was not replaced due to
American Red Cross recommendations and the danger rafts pose to
the public. The concession business at the beaches was also
discussed. Grenz suggested private vendors be allowed to come
into the parks to sell concessions. Various options have been
attempted in the past with the City receiving a share of the
profits. It was suggested that a flat rate for a space and
concession rights be charged to help cut administrative time and
cost. Lack of a convenient area or space for a vendor to set up
at Antlers Park without driving on the trails or grass is a
detriment. It is questionable. if the other beach locations
could support a vendor. Staff would consider giving a vendor
weekend rights at .Antlers if a request was received.
• On behalf of the snowmobile club, Lulf thanked staff .for working
with a landowner on Judicial Road and 185th Street for a safe
passage between Murphy Hanrehan Park and Ritter Farm Park.
Staff told Lulf that another trail in the area will need to be
relocated in the near future due to a proposed home building
project.
Messinger asked if any consideration had been given to the
building of a speed skating oval in the City, possibly on Valley
Lake. Staff does .not feel the manpower is available this year
to design and provide the quality that would be demanded for
such a rink. It was suggested that if a speed skating oval was
:planned for in the future, the new elementary school site on
Highview would be a nice flat, central location.
Staff informed the committee that at a recent council work
session the police had received preliminary support, with
conditions, to go onto the ice at Lake Marion to deal with
problems. The issue will be addressed in final form at a
council meeting.
Grenz asked about the Bunker Hill sliding hill. Maintenance
will be looking at it to check for hazards on the hill such as
rocks. This is not a designated sliding hill, but to ban
sliding on the hill would require fencing, which in itself could.
• be hazardous to the public who would continue to use the hill.

ITEM 11. - NEW BUSINESS
Committee received a request from the Valley United Soccer Club
to hold a tournament at North Park on two consecutive weekends
next summer. The Apple Valley league is asking for the use of
Lakeville fields because the tournament is so large that they do
not have enough fields of their own. Staff feels one major
tournament per year is maximum at North Park because of the
damage that.. is sure to be done to the turf and the amount of
restoration it would take to repair. Another problem is a
possible conflict with LAA soccer use, which may be using all
these fields on Saturdays for their games.
90.54 Motion was made by Grenz, seconded by Messinger, to receive the
letter from Valley United Soccer Club and allow them to hold
their tournament at North Park on two consecutive weekends in
June, 1991.
Nay: Unanimous, because the turf at North Park cannot .support
the tournament and because of probable LAA Soccer conflicts.
Larson mentioned the. article and picture in the Life & Times
showing the Christmas decorations being hung up downtown. He
suggested that, although the lights look really nice, it is
• dangerous for staff to stand in the front end loader. The
purchase of a used aerial lift is being investigated.
Larson also suggested a meeting be held early in 1991 to discuss
development of Ritter Farm Park.. Staff stated the park is
currently being used in many capacities for passive and active
recreation, but agrees that some goals need to be set and
prioritized, such as renovating the homes and setting up a
nature center. Staff also stated that when Casperson Park is
complete Lakeville could possibly apply for a grant for Ritter.
Staff informed the committee of the follow-up maintenance
meeting with LAA, ISD #194, the Soccer Club and representatives
from the City to discuss 1990 and 1991 maintenance and field
scheduling for 1991.. The Committee will receive a copy of the
minutes from this meeting.
Staff showed committee the plat of Trabant Addition off Judicial
Road near Orchard Lake and discussed the options of park
dedication fees.
90.55 Motion was made by Messinger, seconded by Lulf, to recommend to
City Council that a cash contribution be required of the Trabant
Addition for the lots which are eligible for park dedication and
that a trail dedication fee on all the lots in the plat be
• required. It is further recommended that the public connection
to Murphy Hanrehan Park be maintained.

Bob Erickson wishes to take a tour of the northeast sector park
search area. with Councilmembers and the Parks and Recreation
Committee. The field .trip would be held on a Saturday morning
in December, with refreshments being served following the trip.
Alternative dates were discussed and December 15th seemed to be
the date most available to committee members. Staff will check
with Mr. Erickson and Council to see if that day is okay with
them and let the committee know.
ITEM 12. - ANNOUNCEMENTS
The next meeting of the Parks and Recreation Advisory Committee
will be Wednesday, December 5, 1990 at 7:00 PM. David Licht
from Northwest Associated Consultants will be present to discuss
the Parks and Open Space System Plan policy update.
ITEM 13. - ADJOURNMENT
The meeting was adjourned by.Chairman Illa at .9:20 PM.
