PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
• NOVEMBER 7, 1990
The meeting of the Parks and Recreation Advisory Committee was
called to order at 7:00 PM by Chairman Illa.
Roll call was taken. Present were Lulf, Lovelace, Larson,
Illa, Messinger and Raymond. Grenz called and was unable to
attend. Also present were Park Director Steve Michaud and
Recording Secretary Judi Ringeisen.
MINUTES
The .minutes of the Parks and Recreation Advisory Committee
meeting of October 17, 1990 were approved as printed.
ITEM 4. - There were no citizen comments.
ITEM 5. -
Recreation Supervisor Renee Brekken was present to discuss the
proposed "Adjusted Fees for Recreation Programs" policy with
the committee. She cited funding sources used by other cities
for similar policies. For example, the City of Eden Prairie
allocates $1,500 from the general fund to be used to subsidize
recreation .program fees for needy families. Other sources of
funding could be civic organizations or contributions from the
general public. Lulf stated the LAA has a similar program in
• place which works well, and to the best of his knowledge, abuse
of the program has not existed. The fee subsidies are absorbed
in the LAA budget and the maximum has been 3-4 students per
sport using the funds.
The question of how much to publicize the policy was discussed.
It was felt that it should be made known to the general public
that the fund exists, and at the same time try to avoid over
use or abuse of the funds. It was not felt that it would be a
problem, as many people tend to be hesitant in asking for
assistance.
Eligibility was discussed and a residence requirement was
decided upon. It was decided that a verbal or written request
for assistance would be required and income requirements would
not be set. A limitation was recommended to be set at $35.00
per quarter and/or $100.00 per year per person. Applications
would be approved by the recreation staff.
Age requirements were discussed. Most cities which have
similar policies qualify youth only and do not feel adult team
athletics is a good justification for use of the funds. Some
adult education programs are eligible in other. cities. It was
suggested that if only youth are served, it may not be meeting
the Mission Statement of the Parks and Recreation Advisory
• Committee. It was decided that adults be considered on a case
by case basis by means of a personal interview.

Messinger felt. that most people who need the funds are too
proud to fill out an application and should not have to be
asked personal income questions. A co-pay requirement was
discussed. Most cities feel there is more of a commitment to
the program by the participant if they have a stake in it.
Illy and Larson thought there should be a set minimum, such as
20%. Messinger felt the percentage should be left up to the
participant. It was decided that participants. make a suggested
donation to the best of their ability, or that cases could be
dealt with on an individual basis.
Staff will have the revised proposed policy prepared for
committee approval at their next meeting.
ITEM 6. - STAFF REPORTS
Staff reported that all phases of Improvement Project 90-4 are
nearly completed. The projects have all gone basically very
well and are due for .final inspection next week.
Staff received a call from a 4-H leader who inquired about the
possibility of "adopting" Antlers Park for. the next couple of
summers for a group clean-up project. About 30 families would
participate in the project and would clean up the park once in
• April, once after Memorial Day, twice a month from June through
August, and once again after Labor Day. The. leaders felt it
was a safer project than "Adopt a Highway" and the club will
vote on the project at their next meeting. Staff suggested the
placement of a sign at the park to credit their efforts..
Some high grade gravel has been encountered at the Casperson
gravel mining area which some excavators may be interested in.
The Barton-Aschman plan can be started at the Casperson site,
even without removal of any materials, however it is hoped that
some of thegravel can be removed.
.Fall maintenance is going well, with crews still transplanting
trees from Ritter Farm into other parks. The cost to move the
warming house. from All Saints rink to Rolling Oaks will be
about $4,-000.00.
The winter recreation programs are also going well. The Winter
:Brochure is scheduled for distribution on November 26th. Staff
has been involved in budget meetings. and with meetings
involving contractors. Staff has had discussions with the
Royal Woods contractor concerning installation of trails during
the first .phase, a credit to be given on future phases if the
cost exceeds the trail dedication requirements. Staff is
hoping this will become the policy in the future, eliminating a
. variety of problems with people not being aware of trail
locations.

The Griffon Trail sidewalk project is complete and the trees
which have been installed are a great aesthetic benefit to the
neighborhood.
ITEM 7.
Parks and Rec. Committee received the 1990 Beach Report. Some
equipment replacement will be taken care of in the 1991 budget..
Lifeguard training programs will be offered during the winter
in order to keep the availability of lifeguards up. The budget
for 1991 has allowed for some other work such as maintenance to
be done by lifeguards so that even if it rains, lifeguard hours
can be guaranteed. Staff has contacted the Community Education
Director to discuss the possibility of running their beach and
pool programs with. one Aquatics Director and with a central
source of employees. This will be discussed further at a later
date. Committee asked what the beach hours will be in 1991.
They will be the same as 1990, Noon to 7:00 PM.
ITEM 8. -
Committee discussed the public meetings which had been held to
receive public input on the Parks and Open Space System Plan
update. Although the meetings had been sparsely attended, same
positive comments had come out of them and staff and committee
• felt the main areas of citizen concerns .were the Hy Point
Crossings area, distance to travel to trails, lighting of
parks, and addition of land to Valley Lake Park.
It is anticipated that David Licht from Northwest Associated
Consultants. will be in attendance at the Parks and Recreation
Advisory Committee meeting of November 28, 1990; the Planning
Commission will be shown the Park and Open Space System Plan
update on December 6th; and the plan will go to council at
their December. 17, 199-0 meeting or their first meeting in
January.
Staff talked about future plans for trails and other general.
plans for the park system around wetlands and drainways. Staff
and committee discussed the. potential land purchase in the
northeast sector. At their last meeting, committee had
.discussed the. purchase of property in the northeast sector for
a community park. The purchase of additional acreage at Valley
Lake .Park would .lend itself to a linear type park including
several parks in the area. Committee members suggested a site
design be drawn by an architectural design firm.
ANNOUNCEMENTS
Committee was reminded of the decision to reschedule their
November 21st meeting to November 28th at 7:OO PM, so as not to
conflict with family plans for the Thanksgiving Day holiday.
