PARKS AND RECREATION ADVISORY COMMITTEE MEETING
• OCTOBER 17, 1990
The meeting began at 7:00 PM with the presentation of the Parks
and Open Space. System Plan update. Staff and committee members
.presented the proposed update to members of the. audience. The
presentation was videotaped for public viewing on Channel 34.
After the presentation, the meeting was .called to order by
Chairman Illa. Committee members present were Lovelace, Lulf,
Ilia and Larson. Absent: Raymond, Messinger and Grenz. Parka
Director Steve Michaud was also present.
MINUTES
The minutes of -the Parks. and Recreation Advisory Committee
meeting of October. 3, 1990 were approved as published.
ITEM 4 - There were no citizen comments.
ITEM 5 - STAFF REPORTS
Steve Michaud talked about his trip to the National Parks and
Recreation Conference in Phoenix, Arizona. He attended several
seminars and was especially impressed with one which had Stuart
Udahl as the speaker. He brought back a variety of resource
materials to keep on file.
The 90-4 projects are moving along and should all be finished
• this fall. The retaining wall on Fairgreen was started this
week. Rolling Oaks Park has all been top-dressed and is really
shaping up. The cross country ski trails are being cut and
cleared at Ritter Farm Park. Backstops have been installed at
Independence Park and Antlers Park. The maintenance crews are.
still cutting soccer and football fields at North Park and
Foxborough.
Electrical costs to operate the Lake Marion aeration system will
be approximately $7-800 per month. The DNR will be responsible.
for any major repairs of the system, however the City of
Lakeville will pay for the monthly operation. Since na funds
.were budgeted for these expenses, staff is looking to civic
organizations and sportsmen's groups for possible donations.
:The recreation. division .has been busy with fall programs, which
have been very popular and are filling up. Staff is currently
working on the Winter Brochure, which will be distributed in
November.
The Caspersen Park design project is underway. A new
topographical map was just completed and sent to Barton-Aschman.
.There has been renewed interest in the Northeast area park
search. Staff has had discussions with a landowner from the
• area .whose property has the general characteristics desired for
a community parka

David Licht from.. Northwest Associated Consultants will be
invited to attend` the Parks and Recreation Advisory Committee
.meeting of November 21, 1990, to discuss the Park Policy Plan.
:Staff hopes that all committee members can be present so that
all areas of the plan can be clarified.
-Prior Lake Aggregate has shown the most interest in the gravel
to be mined from Casperson Park. .Staff expects them to make a
bid on at least a portion of the gravel.
On a recent visit to Ritter Farm Park Gerry Grenz encountered
..three boys on ATVs. He got their names which he turned in to
the park department. Staff has talked to their parents.
Larson questioned an invitation to a picnic he had received in
his mail at home in The Meadows. Wensmann Homes had reserved
The Meadows Park.. for a Sunday afternoon. for the purpose of
answering questions from people in the neighborhood concerning
the Royal Woods .development.
Staff. reported that the ambulance had twice been called to
Foxborough Park during football games and. the. driver had a
problem finding his way onto. the field. It was suggested .that
directions for accesses to all parks be provided to ALF. .For
example, in an emergency at Foxborough Park,. the ambulance could
drive across the bridge.
Committee .members were delegated to be present at the two
following Open Space System Plan presentations.
The October 24th meeting will be attended by Lulf and Larson.
The October 25th meeting will be attended by Illa and Raymond...
No commitments were made for the. November 1st meeting.
It is expected that. the updated Park and Open Space System Plan
.will be on the Planning Commission agenda on December 6th and
the City Council agenda on December 17th, for an amendment. to
the Comprehensive Plan.

.The meeting was adjourned by Chairman Illa at 9:30 PM.

SUMMARY OF PARKS AND OPEN SPACE SYSTEM PLAN PRESENTATION
OCTOBER 17, 1990
LAKEVILLE CITY HALL
7:00 PM
The Parks and Recreation Advisory Committee and Parks and
Recreation Director Steve .Michaud presented the. first public.
meeting concerning the five-year update of the Parks and Open
Space System Plan. There were approximately six residents in
attendance, three of whom were members of the: Smith family
...residing east of Pilot Knob Road, and north of the Farmington/`
Lakeville border. The Smith family has actively pursued the
City with offering their farm for purchase for the purpose of
park property. Their main interest in the system plan was to
review our futuristic .Took at community park sites in the
northeast sector.
Chairperson Kevin Illa introduced the committee members and
staff and announced the agenda for the evening. Committee
member Jeff Larson gave a brief. history of park system planning
as it has occurred since the early 1960's.
The next item on the agenda was the presentation of the basic"
system plan concept which included an explanation of the
neighborhood park system concept, an explanation of the variety
of parks in the Lakeville system, an explanation of the park.
service area, and finally a presentation of the future visions
park system plan.
After the future visions plan was presented,. there was a brief,
que-scion and answer period. This particular evening there. were
very few questions asked and the program was recessed.
