• PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
OCTOBER 3, 1990
The meeting of the Parks and Recreation Advisory Committee was
called to order by Chairman Illa at 7:00 PM.
Roll call was taken. Present were Lulf, Larson, Illa, Grenz,
Raymond .and Messinger. Lovelace was unable to attend. Also
present were Park Director Steve Michaud and Recording Secretary
Judi Ringeisen.
MINUTES
The minutes of the Parks and Recreation Advisory Committee
meeting of September 19, 1990 were approved as printed.
ITEM 4 - There were no citizen comments.
ITEM 5 - STAFF REPORTS
Staff reported that he had held a breakfast meeting with the
maintenance crews to thank them for a successful summer season
and to discuss priorities, budget, and any input they had to
offer.
Rolling Oaks Park has been top dressed and overseeded and/or
partially sodded. Areas which were extremely steep have been
relandscaped. Staff was thankful for the rain this week and the
neighbors are pleased with the project.
Staff is continuing to work on the Lake Marion beautification
project. The city is prepared to block any illegal accesses to
the lake and will be working with the lake homeowners on this
project .
A meeting will be set with the Lakeville Athletic Association
commissioners to discuss the past season and what can be done to
make improvements for next summer.
Warren Israelson has been working on the Cherrywood Park
project. Staff is not totally pleased with the work which has.
been accomplished so far and will be contacting him to have some
areas redone.
The owner of some property which is a potential site for the
northeast community park has been contacted. Staff will keep
the committee up to date on any progress in this area.
.The Royal Woods pond is being cut in by the developer. Staff
.was grateful that so many trees could be saved in the area.
The 90-4 improvement projects have started with the 165th Street
• drainage project. The contractor should be able to complete
the projects this fall if the weather cooperates.

Staff has also been receiving numerous phone calls concerning
local duck hunting regulations in the parks and on the lakes.
ITEM 6 - 1991 PARK AND TRAIL DEDICATION FUND BUDGETS
Committee discussed the 1991 Park Dedication projects as they
had been re-prioritized at their last meeting. Projects added
to the list were lighting projects at North Park on the baseball
field and two soccer fields; installation of a permanent rink at
Foxborough Park; and security lighting around Oak Shores Park..
As park dedication fees are received, projects on the priority
list will be completed. Considering the murder which occurred
in a park in a northern suburb, committee felt security lighting
in the parks is very important, especially in outlying parks
such as Oak Shores and Valley Lake. Dakota Electric will not be
able to install the lights this year but it could be done early
in the spring if funds are available. Committee looked at
brochures of two different styles of lights and decided on an
antique style, similar to that which has been installed in
Bunker Hill Park.
Messinger asked about the $5,000 expenditure for expansion and
clean up of Ritter Farm Park picnic area and asked if they money..
would not be better spent on the hockey rink at Foxborough.
Illa added he has similar sentiments toward the James Jensen
arboretum the funds. may be better spent on something more
usable, such as additional basketball courts. The priority list
was updated to reflect the committee's comments.
Preliminary 1991 Trail Fund projects were also prioritized. It
is necessary to do the overlays on the trails where the willows
are protruding through the trails as the current situation could
be dangerous to trail users. These two overlays at Oak Shores
and North Park, may be done by the Street Dept. for a materials
cost only. This will be decided at upcoming council budget work
sessions.
Several missing links in the trial system could be added as
plats come in and funds allow. Many of the areas where new
plats are going will be the 5/8 - 3/8 split. Development has
slowed down somewhat and the future is unpredictable. The
Highview Avenue trail between 160th Street and Dodd will be a
very important link when the new elementary school is built next
year. Committee members also felt the south side of 175th
Street from Isleton to Highway 50 is a key item on the list, as
it is a very heavily traveled area, however, it was also felt
that there may be opposition from some landowners. The priority
list covers trails only and none of the sidewalk repairs or
• replacements which had been discussed.

90.52 Motion was made by Messinger, seconded by Raymond to recommend
to city council approval of the Park and Trail dedication fund
projects for 1991. It is understood that there may be instances
and circumstances which may redirect the priorities, but they
will be done in the approximate priority as listed and as funds
become available.

ITEM 7 - REVIEW OF REVISED AND UPDATED SYSTEM PLAN POLICY
Committee members received copies of the policy plan update
previously and discussed it with staff. Much of the plan is
already standard policy of the park department. Committee felt
certain areas of the policy plan were written in a somewhat
unreadable manner, with much legal jargon.
An idea suggested during the discussion was to consider
installation of a playground geared toward handicapped children.
'Staff will discuss this with school officials to possibly locate
it at the new elementary school.. Committee also suggested more
emphasis be placed on planning teen recreation activities.
Committee discussed the schedule of attendance at the park.
• system plan presentations. Staff would like to see committee
members be actively involved in the presentation, possibly each
taking over a certain segment and sharing the. responsibilities.
Areas to be presented would include the introduction, park
service areas, ballpark cost of neighborhood and community
parks, etc. Staff will schedule a trial presentation next week
and let the committee know the time and date.
The Parks Dept. Secretary reported that according to the City
Clerk, the meetings to be held at the schools will be public
meetings, not legal public hearings. In order for the system
plan to be adopted a change will be required in the city's
comprehensive plan and at that time it will first go before the.
Planning Commission at a public hearing .and then before. the city
council. The first public meeting will take place on October
17th in the council chambers and will be videotaped.
ITEMS 8 AND 9
Improvement Project 90-4 and park maintenance projects were
previously discussed during staff reports.
ITEM 10
Committee was in receipt of a memo from the Recreation
Supervisor concerning the time line for the Winter Recreation
Brochure and asking far their input on winter program
• offerings. Staff and committee members discussed several new
ideas for classes and trips this winter.

UNFINISHED BUSINESS
Staff discussed the vacation of Mount Curve Blvd. near Lake
Villa 6th Addition. The committee previously had discussed the
installation of a trail in the area, however, they felt the
property was inappropriate and the neighbors were adamantly
against any trail. For these reasons, the matter was dropped.
Larry Lulf and Pat Messinger traded .attendance at the council
meetings; Messinger will attend on October 15th and Lulf will
attend on November 5th.
Lulf mentioned that snowmobile safety training will begin on
.October 25th. Staff will assist in advertising the program.
Committee received a letter from the Lakeville VFW informing
them that they have received the bid for the 1992 State Special
Olympics Tournament. The tournament is scheduled for the same
weekend as Pan-O-frog, which conflicts with the Men's Softball
Association's annual tournament at Aronson Park and the annual
soccer tournament at North Park. The VFW and the Men's Softball
Association will need to work out the details of the tournament.
. ANNOUNCEMENTS
Steve Michaud reported that he is honored to have been nominated
as Vice President / President Elect of the Minnesota Recreation
and Park Association for 1991-92. If elected he will serve one
year as vice president and the following year as president.
The next meeting of the Parks and Recreation Advisory Committee
will be held October 17, 1990 at 7:00 PM in the council
chambers.
