• PARKS AND RECREATION ADVISORY COMMITTEE MINUTES
SEPTEMBER 19, 1990
The meeting of the. Parks and Recreation Advisory Committee was
called to order by Vice Chairman Lulf at 7:00 PM.
Roll call was taken. Present were Lulf, Lovelace, Larson,
Grenz, Raymond and Messinger. Illa had a conflict with work
and was not able to attend. Also present were Park Director
Steve Michaud and Recording Secretary Judi Ringeisen.
MINUTES
The minutes of the Parks and Recreation Advisory Committee
meeting of September 5, 1990 were approved as printed.
ITEM 4 - There were no citizen comments.
ITEM 5 - STAFF REPORTS
Parks and Recreation Committee members received the August
Monthly Activities Report from the Parks and Recreation Dept.
Notes from the September 5th meeting were discussed. The
soccer goal net hooks are not yet completed, but maintenance
staff will pursue as soon as possible. Staff has discussed the
possibility of park aerial photographs with administration and
is still checking out the cost. The dates and locations for
• the system plan meetings have been confirmed; they will be
discussed later.
Staff reported that at their meeting of September 17th, the
City Council authorized Barton-Aschman to proceed with Task One
of the Casperson Park development plan. Staff was encouraged
by phone calls he received from companies who stated their
interest in the gravel excavation project.
Items 6 and 7 were moved back on the agenda.
ITEM 8
Fall recreation programs are getting started including Firearms
Safety training, volleyball and 3-Man basketball. The first
printout of the computerized facility reservations list is
completed and staff is excited about the potential of this
software. Recreation staff has begun making plans for the
winter brochure.
The maintenance crews have been concentrating on turf
restoration programs at several sites which have never had the
opportunity to be done before. By the end of this week, the
seeding of various areas should be completed. The park
maintenance staff is still mowing grass and spent much time
last week in preparation for the Heritage Festival and the
• dedication of the Pioneer Plaza and the Flavian White fountain.

ITEM 9
Staff reported that only two companies had chosen to bid on
Improvement Project 90-4, the trail fund projects. The low bid
was $75,655.25, compared with the engineer's estimate of
$96,000.00, so staff was pleased with the outcome. Council
authorized the contract with Bituminous Roadways at their
September 17th meeting.
Staff has worked out a funding proposal for Country Ponds South
and Royal Woods, where the contractor will go ahead and put in
the trails and will receive credit against his trail dedication
fees for current and future phases.
ITEM 10
The public meetings for the Parks and Open Space System Plan
update have been confirmed for the following dates and
locations:
October 17, 1990 Lakeville City Hall
October 24, 1990 Orchard Lake Elementary
October 25, 1990 Christina Huddleston Elementary
November 1, 1990 Valley Christian Church
• Content and format of the meetings was also discussed. Staff
expects a good public turnout. It was suggested that posters
be hung during the open houses at the schools in order to reach
parents. Cost of flyers will also be investigated.
Staff reported that at the council meeting of September 17th,
council again mentioned that a sizable land purchase needs to
be made for a future community park in the northeast sector of
the city. This has been discussed for some time and staff has
asked the council for direction on funding for this major
purchase. Staff will keep committee informed.
Rolling Oaks 5th is progressing through the development
channels. A cash contribution was recommended at the first
phase of this development, which dictates future phases.
Good Value Homes will proceed with a revised plat.
Brad and Audrey Johnson's Lakevillage Apartments Planned Unit
Development was also approved by council on September 17th.
They will receive a 7-year assessment on their park dedication
fees and also a $10,000 credit for the playground which will be
installed within the development. City staff feels this is an
important project for moderate income families, especially
• because of its close proximity to Airlake Industrial Park.

Staff reported the Street Dept. is in the process of paving the
shoulders of County Road 5 north of 172nd Street. This will be
a very welcome addition to trail users in the area.
ITEM 6
The 1991 Park Dedication Fund was discussed. Staff had
prioritized items on the list and went over his suggestions
with the committee. Items had been prioritized as follows:
1. The share cost for the Casperson Park grant.
2. Orchard Lake Beach parking lot.
3. Installation of drinking fountains at Antlers, Aronson and
Bunker Hill parks.
4. 2nd baseball infield at Foxborough Park.
5. Upgrade of backstop, addition of bleachers and batter's
cage at North Park.
6. Top dressing of various parks and athletic fields.
7. Construction of 30 picnic tables.
8. Player benches to be installed at Foxborough and Aronson.
9. Tree plantings.
10. Planning and engineering.
11. Waist High stoves - 10 at various locations.
12. Display boards at three park sites.
• 13. North Park playground.
14. Basketball court overlays at three parks.
15. Antlers Park lagoon upgrade.
16. Aronson Park safety netting installation.
17. Meadows Park backstop relocation and infield material.
18. Lakeridge bridge installation.
19. James Jensen arboretum.
20. Ritter Park Park picnic area expansion and prairie
restoration.
In addition to the above projects, staff will investigate the
possibility of security lighting at Oak Shores Park and Valley
Lake Park. Some committee members also felt the installation
of a playground at North Park should be given greater priority,
however, staff felt although it has been requested frequently,
it is difficult to justify putting a major playground structure
so close to Christina Huddleston, Crystal Lake Elementary and
Dakota Heights Park. Staff will continue to update the
priority list for 1991 Park Dedication Projects.
Staff informed the committee of a meeting which was held today
with a potential golf course developer, Norm Poquette. The
area being addressed is near North Park and has been discussed
previously as a possible golf course site. The committee also
discussed the possibilities of having a driving range or mini
• golf course on the east end of Aronson Park.

The backstop at Independence Park has not yet been reinstalled.
Staff plans to replace it with the original one removed due to
construction. Messinger felt it should go in as soon as
possible.
ITEM 7
Staff showed the committee the map which was completed showing
the various types of trails, sidewalks and MPTW's within the
city, and also showing where the gaps in the system exist.
Also discussed was the Dakota County capital improvement
program, the realignment of Highview Avenue and items included
in Improvement Project 90-4.
The city engineer received a letter from the Soo Line Railroad
stating their agreement to an at-grade crossing at the Orchard
Lake viaduct. This project will be studied further and
committee will be kept informed.
It was mentioned that the sidewalks in the residential downtown
neighborhoods are badly in need of repair or replacement.
Projected cost estimates and priorities will be attached along
with time lines for completing trail segments before the next
meeting.
ITEM 11
Committee received the draft update of the system plan policy
which had been prepared by Northwest Associated Consultants.
Messinger asked if some document could be drawn up for planning
future funding for park and trail projects. Some ideas
mentioned for possible future funding included the driving/mini
golf range or a possible park bond referendum. The growth in
the commercial/industrial base of the .city could minimize the
need for additional funding in the future.
UNFINISHED BUSINESS
There was no unfinished business to discuss.
NEW BUSINESS
The Parks and Recreation Committee's second November meeting is
scheduled for November 21, the day before Thanksgiving.
Because of potential conflicts with family plans, it was
suggested to reschedule the meeting.
90.51 Motion was made by Larson, seconded by Lovelace, to move the
Parks and Recreation Advisory Committee's second November
meeting to November 28, 1990.

Also under new business Larry Lulf, liaison to the Lakeville
Athletic Association, said he is excited about the energy and
enthusiasm of the recently elected officers of the LAA Board
and feels they will add new vitality to the organization.
Staff expressed the desire to have all youth coaches certified
through the National Youth Sports Coaches Association. The
Parks and Recreation Dept. would be willing to assist in
setting up a training program, etc. Lulf will discuss this
with the LAA Board. Lulf also asked if the city's insurance
covers the contents of the City's buildings where the LAA has
equipment stared, such as at Aronson Park and North Park.
Staff will check and report back to Lulf.
Larson mentioned that Ritter Farm Park trails are starting to
show evidence of use by mountain bikers. Staff will monitor
the situation.
ANNOUNCEMENTS
The next meeting of the Parks and Recreation Advisory Committee
will be Wednesday, October 3, 1990 at 7:00 PM. Items to be
discussed will include attendance at Public Meetings, policy
manual review, park and trail issues, and fund budgets.
