• PARKS AND RECREATION ADVISORY COMMITTEE MEETING
SEPTEMBER 5, 1990
The Parks and Recreation Advisory Committee meeting was called
to order at ?:00 PM by Chairman Illa.
Roll call was taken. Present: Lovelace, Larson, Illa, Grenz
and Messinger. Committee member Raymond was on vacation and
committee member Lulf was unable to attend.
MINUTES
The minutes of the Parks and Recreation Advisory Committee of
August 15, 1990 were approved as printed.
ITEM 4
There were no citizen comments.
ITEM 5
The Park and Trail Fund budget was reviewed by the committee.
Staff informed the committee that the trail inventory had been
completed by the Park Rangers and will be added to the trail
system map. Budgeting is being completed based on about 200
platted homes in 1991 and 1992. $75,000 is being allocated for
1990 and 1991 for the Casperson Park matching funds. Some dirt
from the Casperson Park excavation will be used on the Judicial
• Road improvement project which will assist with the cost of the
Orchard Lake beach parking lot paving.
Staff and committee discussed reciprocal agreements with the
school system in the area of athletic fields. The girls high
school varsity soccer is currently using North Park for their
practices and games. If the bond referendum is successful, new
athletic facilities will take some pressure off North Park.
Staff stated the first round budget cuts had eliminated the
Ritter Farm Park building renovations. There is a large area
near the homestead which staff is considering mowing to be
utilized as a picnic area. Other items discussed for future
park improvements with park dedication funds included more
drinking fountains, additional basketball courts, bleachers,
player benches, a playground at North Park, and several areas
of new or upgraded lighting. Committee expressed their
opinions on priorities of the projects listed. Staff asked the
committee to take a good look at the list to see if there was
anything that needed to be added. The committee will work on
setting priorities at their next meeting.
The trail seal coating project is going well. Half the system
will be completed this year and it is planned to complete the
balance next year.

Committee member Grenz suggested when the aerial photographs
are done of the city next year, the parks could also be shot
individually. Staff will inquire as to the cost.
Staff has been exploring the possibilities of future park
lighting at North and Aronson Parks. The committee received a
copy of a letter from Musco Lighting explaining their lease/
purchase proposal for the lighting.
ITEM 6
Staff informed the committee that the full county board of
commissioners had approved the designation of the County Road
46 bikeway into the county bikeway system, with the location of
the bikeway to be on the south side. Lakeville park staff and
other city officials are very excited about receiving this
trail, which is worth approximately $275,000. The county also
has plans for a major shoulder paving project from County Road
64 across to 183rd Street near the Akin Elementary School in
Farmington, then from 173rd Street north to County Road 42, the
development of a trail in conjunction with the Highway 50
upgrade, and. another trail from 172nd Street north along CSAH 5
north to Crystal Lake Road.
• ITEM 7
Committee attendance at the Community Fair on September 8th was
discussed. Members volunteered to assist at the Parks and
Recreation booth at the. following times: 9:00-11:00 AM - Pat &
Kevin; 9:00-1:00 - Jeff; 1:00-3:00 - Gerry. The Parks and Rec.
Dept. appreciates their contribution.
ITEM 8
Staff updated the committee on the Senior Citizen roof leak
issue. It was felt that all possibilities were exhausted with
the attorneys and their opinion that there was no recourse with
the original contractor was based on several issues. Cost of
repair will be put in the 1991 building fund budget and will
include the addition of a canopy to accommodate the senior van.
A temporary repair job has been successful in stopping the
leaks this summer. Larson suggested a steel roof should be
considered for the permanent replacement.
ITEM 9
Committee was informed that at their September 4th meeting,
city council had authorized Barton-Aschman to proceed with Task
One of their Casperson Park design contract. A letter was sent
last week to all area gravel mining operators and contractors
requesting bids on the excavation and removal of the pit run
• materials in the areas to be graded at Casperson. Staff is

hoping to have the gravel mining done in a timely manner, so
the project is not set back while waiting for excavation.
ITEM 10
The 1990 trail project, Improvement Project 90-4, is going
well. There was a change of plans on the trail into Christina
Huddleston Elementary; the trail will end at the school
property due to its proximity to the school's sliding hill.
Staff will keep committee informed of the progress. The
Griffon Trail sidewalk project is almost completed except for
some restoration and committee members commented that it looks
very nice.
ITEM 11
Staff showed the committee the completed graphics prepared by
Northwest Associated Consultants of the park service areas for
the Park System Plan update. Besides the service areas, the
map shows representation of arterials, major collectors,
community parks and playfields, neighborhood parks, mini parks,
special use areas and schools. Based on the criteria set by
the Parks and Recreation Committee, five neighborhood parks
were added, one in the Hypoint area, one near the proposed High
• School site, one near the Stewart property on the south side of
County Road 64, one north of the Queen Anne community and one
northwest of the Countryview community.
NAC also completed a Park and Open Space Future Visions map
showing existing parks, proposed neighborhood parks, mini. parks
and existing trails. Staff told the committee about the recent
Supreme Court decision stating that if an unused rail corridor
is banked for future rail use and utilized as a trail in the
interim, then no portion of the corridor will revert to
adjacent owners. This was a great victory for the Rails-to-
Trails movement and staff is expecting it to be put to use
during future railroad abandonment.
Larson mentioned the area south of the Wayside Park service
area and north of Ritter Park which may be in need of a park.
Larson also mentioned setting aside land for a future community
playfield outside the Urban Service Area near Highview. Staff
also showed the committee the location of a current gavel
mining operation on the west side of Lake Marion. When this
operation is completed in ten to fifteen years, the potential
exists for the entire west side of Lake Marion to be a parkway.
Committee discussed the possible dates and locations for public
interest / input meetings to be held on the Park System Plan.

the Dakota Heights and surrounding area, and the Valley Park
area. In order to get the updated plan to the council for
approval in December, the following time line was decided on:
October 17 - Downtown group at City Hall; October 24 - Orchard
Lake group at Orchard Lake Elementary; October 25 - Christina
Huddleston Elementary; November 1 - Valley Park Homeowners
Association. Pat Messinger will check with the V.P.H.O. to
confirm their meeting date and location and ask to be put on
their agenda. Illa suggested sending a flyer home with
students so the parents could receive information on the
meetings. It was also discussed that Wednesday night may not
be the best night since some people are involved in religious
instruction.
Staff updated committee on the meeting which was held prior to
the Parks and Recreation Advisory Committee meeting with the
gymnastic parents. For personal reasons, Gymnastics coach Pat
Rooney has gotten out of the gymnastics club which was started
last year and replaced the Parks and Rec. program. The parents
now want the Park and Rec. to take the program back, however
when the program was running there were several problems with
scheduling the school facilities, time consumption by staff,
• and in general being a high maintenance program. Community Ed
was also contacted to see if they wanted to take it over, but
they do not want to be associated with the competitive aspect.
It was suggested that the gymnastics club become associated
with the LAA to benefit from their insurance, etc. Staff will
keep the committee updated.
ITEM 12 - UNFINISHED BUSINESS
The Ritter Park duplex and main house have been winterized.
Staff has had contact with Cenex concerning the gas tanks on
the property and it has been decided that the tanks which
belong to Cenex will be pumped and removed. The other tanks
will also be pumped. The City will be responsible for the gas
which was used after December 25, 1989. A credit will be
issued to Mr. Regitschnig for the balance of the gas, less the
cost of pumping it from the tanks.
Committee member Larson was in attendance at the September 4th
council meeting and reported they had approved the amendment to
the city code requiring sidewalks installed in the city to be
five feet wide; they had approved the snowmobile and ski trail
grant-in-aid agreements; and they had also approved the
contract with Barton-Aschman for Task One of Casperson Park.
Larson also discussed the Homestead Creek development which was
• discussed at the council meeting. The Core of Engineers has
eliminated several lots from the plat for wetland protection.

Also under unfinished business, Messinger stated that there was
some broken glass on the Valley Lake bike trail which needed to
be swept, and also the trail at Parkview by the ballfield.
Staff will inform maintenance of these problem areas.
NEW BUSINESS
No new business was discussed.
ANNOUNCEMENTS
The next regularly scheduled meeting of the Parks and Recrea-
tion Advisory Committee will be Wednesday, September 19, 1990.
ADJOURNMENT
Chairman Tlla adjourned the meeting at 10:00 PM.
