• PARKS AND RECREATION ADVISORY COMMITTEE MEETING
AUGUST 15, 1990
Prior to the regularly scheduled meeting, the dedication
ceremony of the William J. Alich Tournament Center was held at
North Park. The William J. Alich family was present along with
approximately 75 friends, family and city staff. Refreshments
were served following the ceremony.
The Parks and Recreation Advisory Committee meeting was called
to order at 7:00 PM by Chairman Illa.
Roll call was taken. Present were: Lulf, Lovelace, Larson,
Ills, Raymond, Grenz and Messinger.
Also present were Park Director Steve Michaud and recording
secretary Judi Ringeisen.
MINUTES
The minutes of the August 1, 1990 Parks and Recreation Advisory
Committee were discussed. Raymond cited a correction on Item
10, the sand problem was in the water system at Foxborough Park.
Messinger stated that on page 4, Bunker Hill Park was not
mentioned for possible decorative light fixtures.
• The minutes were approved as corrected.
ITEM 4
There were no citizen comments.
ITEM 5
Councilmember Betty Sindt was present to discuss the dedication
of Park Plaza. It had been previously suggested by Committee
member Lovelace to name Park Plaza after Bud White. Council-
member Sindt is recommending the plaza be dedicated as "Pioneer
Plaza" and dedicating the fountain in honor of Bud White.
Council- member Sindt is working with the Heritage Days
Committee, the Downtown Business Association and the Senior
Citizens on the dedication which will take place at 10:00 AM on
September 15th as part of the Heritage Day Festival. Rachel
Helkenn is designing a plaque for the ceremony and Betty asked
for suggestions from the committee concerning the dedication
program or other ideas for Heritage Days. The Park Committee
thought the entire idea was worthy and supported Councilmember
Sindt's recommendation.
ITEM 7
Staff discussed the meeting which was held on this date with
staff and TKDA. The Natural Resources Committee had concerns at
their last meeting about the water quality, sedimentation and
• runoff into the lake. An alternative would be to reroute the.
drainage to the holding pond near 199th Street. Some funding

will be available to relocate the storm water pipe, however, the
remainder of the project will be the responsibility of the park
fund. Plans will continue to be worked out. A final estimated
figure for the project is not yet available. The project could
possibly be done in phases over several years, and may include
the urbanization of that section of Italy Avenue.
ITEM 8
Committee reviewed the 1991 Park and Trail Dedication Fund
budget. The park system will be getting a trail on the south
side of the pond in the Royal Woods plat. This is advantageous
since the trail is installed before the houses are built and it
will alleviate any confusion with the homeowners in the area
concerning trail locations. Committee members felt a similar
policy could be implemented in other areas.
The park director mentioned that 24 signs stating "future trail"
had been order and will be issued to developers who will be
required to place them at the appropriate locations and maintain
them.
City Administrator Bob Erickson was present to update the
• committee on the Griffon Trail sidewalk installation. The city
council decision on Griffon Trail came as a surprise to the Park
Committee. Erickson briefed the committee on the history of the
project and stated one homeowner had never agreed to the terms
and had not granted permission to work on his land. The person
wanted the sidewalk narrowed and moved closer to the street.
Because of a petition which had been signed by most of the
people on his street and because of a flaw in the subdivision
ordinance, the city council agreed to narrow the sidewalk to
four feet.
Erickson stated gaps still exist in the sidewalk and trail
systems. Many segments will be very expensive to install
because they were not built or planned for at the time the
streets were built or upgraded. The citizens appreciate the
value of the sidewalks and the developers are also aware of it
and willing to work with the City on installation. Country
Ponds is a good example of the ability for gaps to be created
and the way developers will cooperate if requested. The
subdivision ordinance will be updated as soon as possible so
this situation does not recur. It was suggested that Steve make
a drawing showing where all the gaps exist so that priorities
can be set and problems can be solved. Grenz mentioned the need
for a safe crossing on County Road 46 to the Crystal Lake
Elementary School and staff stated signalization would be
• warranted by the State at that crossing.

Staff discussed the list of potential trail fund projects.
Staff mentioned adding the Judicial Road project to the list.
Larson suggested paving the Orchard Lake Park parking lot. The
cost for doing the beach parking lot will be about $45,000 and
the Orchard Lake Park lot would be about the same.
Committee and staff agreed that a playground structure-is needed
at North Park. Many residents have made this request.
The seal coat project bids were favorable. An emulsive seal
with a fine pumice will be put down by Chem Seal on 7.1 miles of
trail. The remainder of the trails will be seal coated next
year.
Another project which was listed for 1991 was the Flagstaff to
Pilot Knob trail project. This will be a big connection in the
system. Staff will check on the Meadow Brook connections.
ITEM 9
Staff also updated committee on the progress of the County Road
46 trail designation. Staff had attended a meeting of the
Dakota County Physical Development Committee where Apple Valley
• had requested the trail be placed on the north side. It was the
feeling of the county engineer that a second trail is needed on
the north side, but the designated trail should be on the south
side. The. County Commissioners will make their final decision
next week and staff will keep committee informed..
ITEM 10
Staff stated the maintenance division has been very busy with
end of the summer projects. All the park entrance gates at
various locations have been painted, and the grass continues to
grow at a rapid rate. Football will be played at Foxborough
this year because of the turf wear to fields at Aronson caused
by football there the last two years.
Maintenance crews will begin replacing trees as soon as the
weather is appropriate.
ITEM 11
The recreation programs are going well. Most summer programs
have finished and evaluations of many are included in the July
monthly report which was received by the committee. The fall
Parks and Recreation brochure was also distributed to the
committee and will be sent to residents with their free papers
the weekend of August 25th. Staff and committee stated that an
accident at a playground and lost swimmer alerts have all been
handled very professionally by summer staff.

The subcommittee had met concerning the park service areas and
had decided the Woodbury Park would not be a good site for a
playground to serve the Cherrywood neighborhood. Sites are
still being pursued south of Cherrywood, outside of the urban
service area, for a possible mini park to serve the needs of
these neighborhoods. Northwest Associated Consultants will
prepare some conceptual display maps and put together some other
visions maps for the public input meetings. The public meetings
will probably not begin until October or November; the goal is
still to complete the project this year.
UNFINISHED BUSINESS
Committee asked if Warren Israelson had done anything with the
slopes of the pond at Cherrywood. Progress is being held up in
the area until his portion is completed. Staff is considering a
crushed aglime trail for the access and the trail areas which
need to be more defined, and a natural surface trail for the
portion through the woods.
NEW BUSINESS
Dan Bale and the Apple Valley Forester have been working with
Lakeville's production crew on a video documentary on tree
• preservation and diseased tree information.
The aeration system grant has been confirmed verbally with the
DNR; staff is expecting a letter to this effect shortly.
Barry Warner has drafted a proposal for the construction design
process for Casperson Park, Phase I.
Chairman Illa stated that the schedule for council meeting
attendance by a park committee member has been working out well
and asked if there were any conflicts with scheduled dates.
Illa also stated the Community Fair will be held on September
8th at the High School and asked for volunteers to assist at the
Parks and Recreation booth.
ANNOUNCEMENTS
Committee acknowledged receipt of a letter from Joe and Linda
O'Konek who want trails and better traffic controls in their
neighborhood near Bracketts Crossing. Staff will be looking
into this situation further and keeping the committee apprised.
Several buildable lots have been eliminated from the Good Value
Homes plat due to a Core of Engineers decision concerning
wetlands in the area. A certain species of grasses have been
discovered, which designate the area a wetland and make the
• property unbuildable. Trails in the area were discussed. The

island will have various ingress and egress locations. Staff
will inquire to the Core of Engineers as to the types of trails
and what will be allowed in the area. Committee stressed that
this should be addressed before any houses are built in the
plat.
Since there was no further business, the meeting was adjourned.
