PARKS AND RECREATION ADVISORY COMMITTEE MEETING
AUGUST 1, 1990
The meeting was called to order at 7:00 PM by Chairman Illa.
Roll call was taken. Present: Lulf, Lovelace, Larson, Illa,
Raymond, Messinger and Grenz.
Also present were Park Director Steve Michaud and recording
secretary Judi Ringeisen.
MINUTES
The minutes of the July 18, 19.90 Parks and Recreation Committee
were discussed. A correction was made on page 1, 4th paragraph.
The Cherrywood Park property was purchased by the city, not given
to the city. Also in the minutes from the on-site inspection of
Cherrywood Park made prior to the regular meeting, Lovelace was
also present at that meeting.
The minutes were approved as corrected.
ITEM 4
There were no citizen comments.
ITEM 5
The item concerning the Park Plaza dedication was removed from the
agenda.
ITEM 6
Darrell Schneider and Rich Gray from TKDA Consultants were present
to offer their concept plans for improvement of the lagoon and
former boat launch area near Antlers Park. Darrell Schneider
first presented the engineering aspect of the plans. He stated
the main issues concerning the lagoon are the storm sewer outlet,
neighborhood safety, aesthetics and the sedimentation from storm
water entering Lake Marion. Even though the lagoon was man-made
in the 1940's, the Dept. of Natural Resources will not allow it to
be filled in or otherwise eliminated.
Gravel and storm sewer water are washing into the lake. TKDA
suggests the sides of the lagoon be graded to a 5/1 slope, similar
to those of the boat ramp planks which are still there. This
would also make the lagoon more visible from the beach. The
lifeguards have trouble seeing the lagoon, although it is not
their responsibility to guard. For safety purposes they do walk
over and ask people to leave the area.
The major issue is to modify the storm sewer drainage as it now
exists in order to keep gravel and other sedimentation out of the
lake. One way to do this is to bring the pipe down to as low a
• level as possible and create a grouted rip rap area around it.
Sedimentation basins would be created to collect sediment before
it enters the lake.

Rich Gray, TKDA's landscape architect, will work on beautification
of the project when the engineering is complete. He discussed the
continuation of the retaining wall and the addition of some low
plantings to screen. the area.
Winter access to the lake needs to be maintained for the fish
houses and other vehicles coming in and off the lake. The concept
of bringing the access road around the lagoon and entering the lake
from the south side of the lagoon on the beach was proposed. The
pedestrian trailway would double as a roadway since the seasons of
use would not conflict. Mr. Gray recommended a 6" barrier curb be
installed to define the roadway on 201st Street, which would also
make the area look neater and have a better defined roadway. The
speed and safety issues are great in this area. Messinger stated
her concerns that people would not follow the new roadway, but
would try to cut across the lagoon. Staff said "thin ice" signs
would continue to be installed to warn people. The lake access
road would not be wide enough for two cars to meet.
Richard Ringeisen, 20085 Italy Avenue, stated his major concerns
are safety, the topography of the land, aesthetics of the lagoon
and the stagnant odor which comes from the area at this time of
• year. He has also encountered problems with snowmobiles going on
and off the lake at high rates of speed and the difficulty of
seeing them at sunset. He has had his property landscaped with
knolls and ridges in order to protect his house and is in favor of
redirecting the traffic around the lagoon.
Pete Smith, 20075 Italy Avenue, would like to see a stop sign
placed as people exit the lake for better safety and traffic
control.
The question arose as to whether beach sand is an adequate base for
cars to drive on. A member of the audience suggested a pebble-type
transitional material be used for the roadbed. It would not need
to be removed each year if it would be suitable for use in the park
area. Mr. Nicholson from the Natural Resources Committee was
present and asked if the plan would be brought before the Dakota
County Soil and Water Conservation District. Mr. Schneider
informed him that the presentation would be shown to the Natural
Resources Committee at their next meeting and would also be given
to the DCSWCD. .
Grenz suggested the lagoon be moved as far to the north as possible
to further deter traffic from using the old roadway. Messinger
stated she did not agree with that as it would be too close to the
Ringeisen property. Staff suggested the lagoon be moved 50-100'
south. Grading of the slopes on the south side would cause the
• lagoon to spread out in that direction. Lovelace suggested the

corner of 201st Street at the point of the current bike trail be
made wider to better accommodate vehicles pulling trailers.
Committee members agreed the area is badly in need of improvements
and that preliminary approval be given to concept 1A, including the
widening of the corner of 201st St. and showing the new roadway on
the south side of the lagoon. Cost estimates and a funding source
will be searched out.
ITEM 9
The Cherrywood Park discussion was moved up on the agenda to
accommodate members of the audience. A neighbor in the Cherrywood
area spoke in opposition of development of the park area and in
favor of conservation of the trees and wildlife in the area. Other
neighbors reiterated what was discussed at the Parks and Recreation
Committee meeting of July 18th. Staff had received one phone call
from a resident after the last meeting who was speaking on behalf
of a friend who was in favor of the playground installation.
Grenz commented that the land was purchased by the city for use by
all the citizens. If the neighbors do not care to have anything
done with the property, perhaps the city could sell it back to
• them. Larson stated that due to a frequent lack of parental
supervision at playground sites, he is opposed to installation of
the playground near the pond, however, he would like to see wood
chip trails and a few benches installed for passive recreation.
Messinger also felt that some trails should be installed but is
glad to have the opportunity to keep the area natural and
accessible.
Another resident stated that because it is so wet in the area all
the time, a trail may not be feasible. Staff stated that the trail
as it is drawn on the concept plan is not necessarily the exact or
final trail location.
90.50 It was moved by Larson, seconded by Messinger, not to install a
playground structure in the Cherrywood Park area, but to plan and
install natural base trails, the location of which will be
determined by city staff and the Parks and Recreation Committee.
They will work with the neighbors' concerns of aesthetics and
conservation in mind.
Roll call was taken on the motion.
Aye: Lulf, Lovelace, Larson, Illa, Raymond, Messinger
Nay: Grenz voted nay because he did not feel the motion reflected
the desires of the neighbors.
Staff will send a letter off to the neighbors informing them of the
Parks and Recreation Committee decision, and stated the project may
• not be completed in 1990. Messinger recommended signage to notify
current and future residents that trails will be installed at the
park.

ITEM 7
Staff Reports: Staff attended the Dakota County Physical
Development Planning meeting concerning the County Road 46 trail
designation. There seemed to be a general consensus that this
trail will become part of the county system, however it has not
been determined whether to install the trail on the north or south
side of County Road 46. Justifications for having the trail on the
south side include having only one city involved in maintenance
contracts for the trail and ease of installation topographically.
The park directors from Apple Valley, Burnsville and Rosemount are
also supportive of the south side location.
Staff notified committee that the aeration system grant for Lake
Marion which was applied for in 1989 has been approved at 1000
funding. The city will be receiving an aeration system valued at
$28,000.00 and will be responsible for maintenance and installation
costs. Staff is awaiting final written notification.
ITEM 8
Staff reviewed the 1991 park dedication fund budget with the
committee. It was felt that the Orchard Lake Beach parking lot
should be included since the timing was good for having it done at
• the same time as the Judicial Road upgrade. There are several
improvements to be made for North Park and Foxborough for the LAA
athletic programs. The backstops need to have hoods installed,
which will prevent balls from going over the backstops and being
lost in the woods and the creek. Some netting has already been
purchased to correct a similar problem at Aronson Park and
standards are being priced for installation. Grenz asked about the
parking lot and bike trail fencing at North Park and was told it
would be a future consideration.
Improvements are budgeted for the warming houses at The Meadows,
Dodd Park and Parkview. The Aronson Park field 3 & 4 lighting
project will cost several thousand dollars. Cost estimates are
also being requested for lighting of soccer fields and football
fields. Staff discussed the exploding registrations for football
and soccer and some possible alternatives for field availability.
The LAA football league will need four fields and will play before
dark this year. They will not be using lighted fields 1 and 2 at
Aronson .Park this year due to the difficulty of turf renovation
after fall football and before softball in the spring.
Other items the committee discussed for the park dedication fund
included a hard court basketball surface at Foxborough Park, and
the idea of decorative lighting fixtures on some of the walking
trails such as Bunker Hill Park, Valley Lake Park and Oak Shores.

The trail fund was also discussed. Staff would like to include any
unfinished segments or connections into 1991 trail projects and
asked committee for any suggestions. The areas of 167th Street and
Gerdine Path, and Flagstaff to Pilot Knob were mentioned. There is
also a segment on 175th Street going into Dakota Heights Park which
needs to be finished. Grenz suggested a trail through Fairfield
Park, if purchase of the property can be negotiated with the
landowner. Grenz would also like to see the culvert under Dodd be
replaced for a more passable one.
Messinger asked about park accesses that may need to be paved, such
as the easterly access to Foxborough Park.
Staff reported that the on-street trail striping project was
completed today as was the 172nd Street sidewalk project.
ITEM 10
The maintenance division is accomplishing many projects with the
nice weather. Some problems have been encountered with sand in the
septic system at Foxborough Park. The crews have now installed a
special filter system which should alleviate the problem.
• The grass at the parks is growing very fast. Some areas need to be
mowed more than once a week. The crews are keeping up as well as
possible.
Recreation programs are-going well. Many programs are coming to
the end such as Summer Playground and Kamp Kermit; and many are
over such as swimming lessons and golf lessons. Staff is working
on the fall brochure, which should be out in about a month.
Staff has been receiving many compliments on the parks; the flowers
are in full bloom and are really appreciated by the citizens.
Messinger also reported she had heard several comments from members
of the Rosemount soccer teams relating to how nice the Lakeville
park facilities were for the Pan-O-frog soccer tournament.
UNFINISHED BUSINESS
The South Suburban Riders will make a presentation to the City
Council at their second meeting in August.
Staff is working with the attorneys concerning the Senior Center
roof leakage problem. The building inspector has confirmed that
the cause of the problem is substandardly installed shingles.
ANNOUNCEMENTS
A meeting of the Park Service Areas subcommittee will be held on
Wednesday, August 8th at 6:00 PM in the Park Director's office.

The next meeting of the Parks and Recreation Advisory Committee
will be preceded by the dedication ceremony of the William J. Alich
Tournament Center at North Park which will be held at 6:00 PM at
North Park. The regularly scheduled meeting will follow at 7:00 PM
in the council chambers.
Since there was no further business, the meeting was adjourned at
9:50 PM.
