PARKS AND RECREATION ADVISORY C~NIl`~TrEE MEETING
JUNE 20, 1990
The meeting was called to order at 7:00 PM by Chairman Illa. Present were
Lulf, Lovelace,Larson, Illa, Grenz and Messinger. Raymond was on
vacation. Also present were Park Director Steve Michaud and Recording
Secretary Judi Ringeisen.
There were no additions or corrections to the minutes of the June 6, 1990
Parks and Recreation Advisory Committee meeting and they were approved as
printed.
Mr. Steve Wicks, 17388 Harding Lane, was in attendance to discuss plans for
Cherrywood Park. On July 11th the committee will be meeting on the
proposed park site and will view the property and discuss potential
development ideas. A letter has been drafted and will be sent to residents
of the area inviting them to the July 18th Parks and Recreation Committee
meeting in order to receive input. Staff discussed park service area
policies and the potential development of the Woodbury Park, which is also
in close proximity to the Cherrywood neighborhood. The Foxborough Park is
also within the one mile service area.
The park department has placed much emphasis on trails in order for people
to be better served within their park service area. Mr. Wicks asked about
park involvement in wetlands. Staff explained the various uses associated
with ponding areas and the preservation of wildlife habitats. Staff cited
some examples of plats where trail corridors have been installed along
major drainways. Mr. Wicks was invited to attend the July 11th meeting at
the Cherrywood Park site, 172nd Street and Greentree Ave., at 6:30 PM.
Renee Brekken, Recreation Supervisor, presented a report on the findings of
the subco~nnnittee on marketing of recreational programs and seasonal
brochures. Some ideas the subcoirnnittee had proposed included using totally
recyclable paper, not the current non-recyclable glossy cover; using two
colors of ink to make it more distinguishable; include a table of contents;
on group trips, list Apple Valley pick up times to make it more convenient
for people on the north side of the city; include a "news brief" box; and
include job description and mission statement of the Parks and Recreation
Advisory Committee. Other means of marketing programs could include
handing out flyers in the Rosemount Middle School and using a regular news
article location in local papers. Staff will also check on installation of
a sign at Liquor Store #3. Upcoming events will be posted in the Aronson
Park display case and other cases may be budgeted for North Park, Antlers
Park, Foxborough, Valley Lake and Orchard Lake.
Staff stated stmmter is the most difficult time to reach people, since the
children are not in school. Staff will look into getting another tripod
sign to replace the one that was stolen and will post flyers at local
stores and businesses.

Under staff reports, committee discussed the May mthly report which had
been received. Staff reminded committee to put the DP,R'I'S bus .dedication on
their calendars - June 28th, 4:00 PM, at the Senior Center. The bus will
also be in the parade on July 8th.
Staff reported that council had passed the Country Ponds South final. plat
at their June 18th meeting. The developer will be installing the trail as
recommierx~ed by the Parks and Rec. c:onnmittee at a 5/8, 3/8 split with the
City. Trail development will include the 460 foot exception, a portion of
which will be reimbursed to the developer when that property is platted.
Staff also stated that the budgeting process has begun for 1991 and asked
committee for any ideas of suggestions they might have. Staff discussed
the affect state aid cuts have had on the city's budget and how that had
affected the park dept. Park dedication revenues have decreased
significantly and no capital improvement program funds exist, making it
difficult to plan for future development of existing park land.
The maintenance department is working some overtime to keep up with mowing.
The soccer league requirements for field line painting are much stricter
this year and the maintenance crew has tried to keep the lines painted for
• them. With all the rains, however, the markings have needed to be done
much more often than anticipated. The soccer fields receiving some damage
due to wet conditions. The areas will need to be top dressed in the fall.
'The fields are so totally saturated that drainage is a problem.
It was reported that the American Heart Association tournament which was
scheduled for June 23 and 24 has been cancelled. There was apparently not
enough teams signed up due to competition with Farmington's Mountain Dew
Days tournament.
Staff and committee reviewed the Park Tour which took place on June 6,
1990.
Staff informed the committee that council had approved the shuttle bus
concept for the July 4th fireworks display at Aronson Park. This has
become a necessary alternative since parking will not be available on Bud
Herres' farm, as in previous years. Due to wet conditions, parking on the
grass at Aronson Park will also be prohibited. Three buses will be
provided prior to the fireworks and six buses will be provided following
the display in order to get the people back to the designated parking areas
as quickly as possible. Press releases and signage will help to inform the
public of the change.
Committee received a copy of the ordinance prohibiting golfing in city
parks from the city attorney's office.

90.49 Motion was made by Grenz, seconded by Messinger, to reco~mlend to city
council approval of the ordinance amending Title 7 of the city code,
prohibiting golfing in city parks.
Motion passed.
Staff gave the committee an update on the maintenance division. He
reported a call received from a citizen concerning some dead fish around
Valley Lake. Some problems have also been experienced with this on Lake
Marion and it apparently is not a winter kill situation. Water in the
lakes is up quite a bit, making it necessary to move the fishing pier at
Casperson closer to the shore. The Tree Trust crew has. started in
Lakeville and may be given extra projects such as shoreline clean up and
weeding of City Hall plantings. The committee agreed the maintenance dept.
is doing a very good job keeping everything clean and well mowed.
Staff updated the coirnnittee on Barton-Aschman's study of the Casperson Park
gravel excavation. They estimated 35 to 40 cents per yard would be the
approximate profit on excavated materials. Barton-Aschman is doing a
revised budget since black dirt was also found on site, which is a usable
roimnodity. Staff discussed plans for rip rap on the shoreline and the
priorities for facility development. in the park. Barton-Aschman will do
• some cross sections of the park and will also look at saving as many trees
as possible. Reforestation will take place throughout the park. The final
grant application for Casper~son Park is due to the state on June 30th.
The city council, at their June 18th meeting, also approved the TINA study
for the four trail projects, the final payment to Penner Construction for
the North Park and Foxborough Park buildings, and use of Ritter Farm Park
for the Pan-O-Prog Archery tournament.
Under unfinished business, Messinger stated she would not be able to attend
the July 15th council meeting as scheduled and would like another committee
member to be the Park and Rec. representative that evening. She also
mentioned that some of the bike trails need to be swept, while others are
quite clean. Illa asked about a lake level update. A reading will be
taken next week again and co~nnittee will be informed. The connnittee was
invited to the Torch Run reception in Eagan on July 2nd and Chairman Illa
encouraged members to attend. CoYrnnittee member Grenz will be running the
torch through a section of Lakeville.
Staff showed the conrnittee three alternatives for the Orchard Lake beach
parking lot upgrade. The alternatives ranged from 34-37 spaces, which is
an improvement over the existing 20-car spaces. The general consensus of
the con~nittee was Concept E, which would save a large oak tree and open up
more green space for the area. Cost for black top, curb and gutter for the
parking lot will be $35-40,000. Lulf felt the dual driveways promote
• "cruising" in the parking lot. Same things staff will check on are one way

traffic with angle parking, one way traffic with straight parking, single
access, squaring off of turtle-shaped configuration, and placing some
motorcycle parking or a bike rack within the lot.
Steve mentioned that he would not be able to attend the July 11th meeting,
but Dan Bale would be in attendance in his place.
Since there was no further business, the meeting was adjourned at 9:30 PM.
