PARKS AND RECREATION ADVISORY CZTEE MINUTES
JUNE 6, 1990
The annual Parks Tour began at City Hall at 6:00 PM. Besides the Parks
aril Recreation Advisory Co~nnittee, those attending included two membexs of
the Natural Resources Committee, retired park maintenance superintendent
Bud Alich and park dept. staff.
The tour began at Aronson Park where staff talked about the maintenance
tasks which need to constantly be taken care of and how the rains have
enhanced the condition of the fields this year. Staff also pointed out
the location for the proposed 6' aglime trail from Hamburg Avenue to
Aronson Park. The tour proceeded to the North Creek area where the
proposed cross country trail locations were discussed. Staff also pointed
out the Country Fonds South trail. The tour continued through the Meadow
Brook area, Valley Lake Park, Foxborough Park and the northeast park
search area. The bus stopped at North Park where the participants got a
first hand look at the William J. Alich tournament center building. As the
tour went through Caspersen Park, staff pointed out areas to be mined
where grading will take place to lower various areas in the park. The
tour continued down Juno Trail, which is envisioned to be a parkway at a
future date. The tour returned to City Hall at 8:00 PM where refreshments
were served.
The regular meeting of the Parks and Recreation Advisory Committee was
• called to order by Chairman Illa at 8:20 PM. Members present: Lulf,
Lovelace, Larson, Illa, Grenz, Messinger and Raymond.
Chairman Illa asked if there were any corrections to the minutes of the
May 16, 1990 Park and Recreation Advisory Conrnittee meeting. Raymond
stated on page one, 4th paragraph, the third line should read "west of
Jacquard and south of The Meadows West." There were no other additions or
corrections.
Minutes were approved as corrected.
Tony Deach, 20652 Jaguar Avenue South, Lakeville, was present representing
the Meadows West neighborhood to discuss the possible installation of a
trail in the Royal Woods plat, adjoining the Meadows West. This item was
moved up on the agenda to acco7mnodate Mr. Deach. Staff explained that the
developer is having trouble meeting the acreage requirements for water
storage in the holding pond. Staff had urged them to save the islands,
not to destroy them for the purpose of gaining water storage area at the
expense of wildlife habitat and mature trees. On the north side of the
pond, the back yards drop off quickly as they get close to the proposed
trail area, also making it infeasible to construct a trail on the north
side of the pond.
Motions #90.39 and 90.40 made May 16, 1990 were read, recommending the
trail be placed on the south side of the pond and tabling a decision on
construction of the trail on the north side.

90.42 Motion was made by Larson, seconded by Lulf, to construct a trail on the
north side of the pond in the Royal Woods plat.
Nay: Lulf, Lovelace, Larson, Illa, Messinger, Grenz, Raymond
Motion was defeated.
Mr. Death expressed his appreciation for the work the Parks and Recreation
Carrunittee and staff had done on behalf of the residents on this issue. He
is still concerned with the plans of the developer as they relate to the
wildlife habitats acid trees in the area and will continue to express his
concerns to the Planning Commission, the Natural Resources and the City
Council.
Messinger stated her strong stand on the preservation of the natural
resources. Committee members made other suggestions for the trail, such
as walking trail only dead ending in the woods, or a possible horseshoe
shaped trail in/out of the woods.
Mr. Death stated he would hate to see the city misuse undeveloped land
just to rush the plat through.
90.43 Motion was made by Messenger, seconded by Larson, to recommend the
Planning Conunission and Natural Resources Committee take a close look at
• the plat and consider the possibility of recommending moving the plat to
the south in order to save the trees, the wildlife habitat and the natural
aesthetics.
Ayes: Unanimous
Larson suggested some reforestation in the area would also be beneficial
to provide better foliage for habitat cover than the boxelders which are
now growing in the plat.
Cortnnittee members received a report from Recreation 5upexvisor Renee
Brekken concerning methods of marketing recreation programs and their
effectiveness. Renee asked the co~nni.ttee for input and comments and if
conunittee knew of any particular groups of citizens which are not being
reached by the various medias used. The connnittee was shown past
brochures from Lakeville and several different styles of brochures
published by other communities. Brochure development suggestions and
ideas for marketing programs were solicited from the connnittee.
Messinger suggested regular publication of r~istration deadlines, as
people sometimes forget to sign up for programs they are interested in.
Prioritizing articles for the Life & Times editor was also reco~unended, as
sometime one or more needs to be cut due to space restrictions. Illa
praised the effectiveness of "Messages" in the Life and Times, as it seems
to be well read by the cormnunity. The suggestion was made to have a
specific place in the paper where citizens would get in the habit of

looking for the information. A block of space such as this would have to
be purchased and could be part of the 1991 budget. Messenger suggested a
second city bulletin board for advertising be put up in the vicinity of
160th Street and Cedar Avenue. Illa asked about continuing with the same
cover color to create identity and familiarity.
A suggestion was made for a subc~nnnittee to be formed to further study the
marketing plan and offer assistance and further input. Messinger and
Larson volunteered to be part of the subcoarmiittee, along with Renee
Brekken. Renee thanked the co~nnittee for their input. A subcanmiittee
meeting will be held on Monday, June 11th at 5:00 PM at City Hall.
Under item #5 staff informed the ccnrnnittee that the Institute of Minnesota
Archaeology had completed their survey of the Casperson Park area and the
archaeological survey had been negative. A report will follow shortly.
Chapel Hills is moving through final plat process. A cash contribution
had been previously reconunended for this plat.
Staff discussed the administrative subdivision of the Clennner/Lakeville
Sanitation requirement for a park dedication fee. The co~miexcial fee will
apply to one acre of land at $2,500.
• The SouthFork playground has been ordered from St. Croix Recreation
Company at the cost of $10,600, $5,000 of which was paid for by the City.
The playground will be geared toward preschool aged children.
The South Forty Archery Club has requested the use of Ritter Farm Park for
a Pan-O-Prog Archery Tournament on Saturday, July 7, 1990. They have used
the park for this purpose in the past and no problems have been
encountered.
90.44 Motion was made by Grenz, seconded by Raymond, to recommend to city
council that the South Forty Archers be allayed to use Ritter Farm Park
for their Pan-O-Prog Archery Tournament on Saturday, July 7, 1990, pending
receipt of proper insurance.
Aye: Lulf, Lovelace, Illa, Grenz, Messinger, Raymond
Larson abstained from voting since he is a member of the South Forty
Archery Club.
Staff mentioned that the park office receives occasional requests for the
use of picnic tables by citizens, civic on~anizations and businesses. At
the present time there is no written policy on the loaning out of these
tables and this needs to be addressed. It was discussed that the tables
could be rented in a similar fashion to other picnic equipment, with the
fee being waived for civic groups. Tables could only be rented if it
would not cause a shortage in the parks. It was also suggested that a
small supply of tables be constructed just for the purpose of rental and
• kept at the public works building. This will be discussed further and
considered during the 1991 budget sessions.

I~rson reported that the tables at the Meadows Park are often put in front
of the swing set by teenagers who leave them there, making it impossible
for the little kids to use the swings. He asked if the tables could be
chained down or somehow made stationary. Staff said it is difficult to
mow around if they are chained down and. will try having the rangers talk
to the kids who hang around the park.
Staff discussed the park dedication trail projects which are being
designed by TIdaA. These projects are at Dodd Trail, Hamburg Avenue, the
Christina Huddleston Elementary access and the 160th Street access. Staff
also discussed other plans for Dodd Trail Park.
The park office has received several calls from citizens in the Cherrywood
neighborhood asking about a playground in the area and also the
possibility of the city purchasing more land for a neighborhood park in
the area. They feel the Foxborough Park is too far away from their
neighborhood, although it is within the service area for them. Staff had
planned to invite the group of citizens to the Parks and Recreation
meeting of June 20th, but since Ace Raymond will be on vacation and this
is his neighborhood, the Cherrywood residents will be invited to the
following regularly scheduled meeting.
• The first Wednesday of July would be the next regularly scheduled meeting,
however that is July 4th. Committee felt their options would be to move
the meeting to the following Wednesday or cancel the meeting.
90.45 It was moved by Larson, seconded by Raymond, to cancel the July 4, 1990
regularly scheduled meeting of the Parks and Recreation Advisory
Co7rnnittee.
Motion passed.
90.46 It was moved by Grenz, seconded by Messinger, to hold a special meeting of
the Parks and Recreation Advisory Committee on Wednesday, July 11th at the
Cher-rywood park area and do an on-site inspection of the area. The
committee will meet at the public access on the east side of the park at
the intersection of 172nd Street and Greentree Ave. at 6:30 PM.
Motion passed.
Staff discussed the meeting which had been held with the LAA representa-
tives, school district and city officials last week. It seems the LAA is
very frustrated with field conditions, in particular those at the schools.
More overtime has been authorized for city crews to catch up with the
mowing and keep the fields at a high standard. The LAA is having a
difficult time getting people to volunteer their time to run the program.
Maintenance crews have put up a snow fence at Foxborough Park to prevent
baseballs from going in the creek. Although it is somewhat unsightly, it
• will serve the purpose for the time being. John Hoger will be going on
vacation for two weeks and John Graff will be in charge while he is gone.

Committee received class status and recreation program registration
reports. The registrations are going well, with several classes filled.
Staff met with Barton
Asch~man concerning their findings at Caspersen Park
of a good pit run sand. It was felt the material has some monetary value
aril can be marketed. The lowering of the grades in the park was
discussed. Only the amphitheater is dependant on the grades and there
will be no other change in the use areas.
Staff discussed the calls being received concerning golfing in various
parks. He informed the conmii_ttee that golfing complaints have been
received from Oak Shores Park, Foxborough Park and Aronson Park. This has
been an ongoing problem for several years and causes potential hazards for
park users. The connnittee felt it best to table the issue until the next
meeting so the general public could have two opportunities to make
conmlents.
99.47 It was moved by Grenz, seconded by Messinger, to table the decision on
golfing until the next meeting.
Motion passed.
Staff passed out a proposal from TIC, Engineering and Planning Consultants
• concerning scope of services related to improvements to the old boat
launch at Antlers Park. The proposal will be presented to the Lakeville
City Council at the next meeting to consider authorization.
Staff informed the co~nnittee of Cedar Glen 2nd Addition plat which is
proceeding to final plat approval. Staff informed the committee that a
previous recoimnendation of cash had been authorized and that trail work
associated with this plat is being handled by the Lakeville engineering
department.
Under new business, Chairperson Illa asked about responsibility for mowing
boulevards along public streets. He indicated that certain areas along
175th Street were extremely long.
There was a suggestion by member Lovelace about the possibility of naming
the downtown Park Plaza after Bud White.
Staff talked about the idea of identifying existing pedestrian accesses
and future trail sites prior to residential development.
There was discussion concerning the development of an agreement with the
Archery Club outlining the use, rules and regulations and other issues
related to the archery range at Ritter Farm Park. Coirnnittee member Larson
asked if the gate had been moved at the archery range access road. Staff
informed him that it is on a project work list.

Raymond asked about getting trash cans emptied at the old fishing bridge
site. He also conmiented that dandelions were growing through the trail on
the same site.
Messinger asked about the possibility of an oval speed skating rink, its
feasibility and possible locations.
90.48 It was then moved by Messinger, seconded by Lovelace, to adjourn the
meeting.
Motion passed. Meeting adjourned at 10:30 PM.
