HomeMy WebLinkAbout04-18 CITY OF LAKEVILLE • PARKS AND RECREATION ADVISORY COMNIITI~E MEETING APRIL 18, 1990 The meeting was called to order at 7:00 PM by Chairman Ilia. Present were Lulf, Larson, Illa, Grenz, Raymond and Messinger. Howard Lovelace was on vacation. .Also present were Park. Director Steve Michaud and Recording Secretary Judi Ringeisen. 90.27 Motion was made by Larson, seconded by Grenz, to approve the Parks and Recreation Advisory Committee minutes of April 4, 1990. Motion passed. The committee received a list of parks showing maintenance classifications. Committee was asked to look at the classifications and bring suggestions and rommnexits to the next meeting. The classification plan will tie into the system and policy plan. Changes have been made to the Parks and Recreation Standards and Policies doc~nnent as per the subcommittee recommendations. Committee received an .updated copy of the dociunent. The Park System Subcommittee will be meeting next Wednesday at 5:00 PM at City Hall. The developer of Country Ponds plat presented their concept plan for this area near Flagstaff and Dodd. The total plat consists of 89.2 acres, with 217. units. Phase One is 45 lots, and surrounds an exception in the plat. • There are no wetlands or ponding presently on the property, however a permanent pond will be constructed which will be approximately 4.5 acres in area and 4 feet or more deep. Grenz suggested the pond be deep enough for fish and a walking trail be constructed on the perimeter. The lot lines of the surrounding properties extend to the center of the pond which is prohibitive in installing a trail.. Staff expressed the importance of gentle slopes on the pond. The pond will be lined in clay to hold water because of the granular materials in the area. Trails in the area are not on the system plan, due to the system plan need for updating in this area. The minor collectors in the plat will have sidewalks on both sides. Trails are planned on the west side of Flagstaff and will be a shared cost with the developer paying 5/8. The exception in the plat poses a unique problem concerning who would be responsible .for .the cost of this approximately 400 feet of trailway. The Parks Dept. is .considering connecting Dodd and Flagstaff this year to complete that link in the system and this is a very important part of that plan. This trail would give the plat direct access to Dodd Trail Park and would be a nice .amenity to the plat. The trail would .also connect in the future to other trails in the area and the future northeast community park. 9D.28 Motion was made by Messinger, seconded by Larson, to recommend to city council to accept a cash contribution for Country Ponds to satisfy their park dedication requirements and to require the developer install the trail on the west side of Flagstaff to the south part of the plat, with the cost • to be shared by the city, in addition to the installation of sidewalks on both sides of the minor collector in the plat. Motion passed. Parks and Recreation Advisory Committee • April 18, 1990 Page -2- Staff read a letter which was received from the American Heart Association requesting use of Aronson Park for a fund raiser softball tournament on June 23 and 24, 1990. The Heart Association is asking the City of Lakeville to waive the park fees as a donation to the Heart Association. Staff reconmier~ds the damage deposit not be considered to be waived. Illa suggested that a rule be set up that this could be allowed once a year so that a policy could be established concerning such requests. 'Ine ranger will need to check on the park and the tournamPazt several times during the weekend and a reasonable fee could be established to cover this expense. 90.29 Motion was made by Messinger, seconded by Lulf, to recommend to city council that the fees for the American Heart Association be waived as a donation to the group for the weekend of June 23 and 24, 1990 in order for them to operate a softball tournament at Aronson Park. The association will be required to pay a $100.00 refundable damage deposit plus a $25.00 per day park ranger fee. Motion passed. The coirnnittee discussed future similar requests and decided that in the 1991 park fees resolution a policy be established for the city to donate the park for one nonprofit group to hold a fund raiser each year.. In the case of more than one on~an ation requesting consideration for such an event, the donation can be osen by the Parks and Recreation Committee on • a rotating basis, so one group could not be the beneficiary in consecutive YT's Staff informed the connnittee that council approved the concept pilot program proposal by DARTS to provide a bus for the senior citizens of Lakeville. The bus will be kept in Lakeville and will be used for such things as senior trips, doctor appointments for seniors, some regular routes to shopping, etc. The bus drivers will be employed by DARTS.. The cost of the bus and its operation is being shared by the Lyons, the senior citizens and the Regional Transit Board. The seniors are very excited about the prospect. Council made several proclamations at their council meeting of April 16th which was the first meeting telecast live from the new chambers. The council recognized Earth Day, Arbor Day and National Homeowners. Week. May 1st will be the Opening Pitch and dedication of the Jaycees Co~nunity Center building at Aronson Park. The brief ceremony is scheduled to begin at 6:00 PM. May 5th is Arbor Day at Aronson Park beginning at 11:00 AM. There is also a parliamentary procedure seminar .set up for all Lakeville advisory committee members that same morning from 8:00 AM to Noon. The council had discussed the Judicial Road improvement project and had chosen Plan B at their Monday meeting. The sidewalks will extend from . 168th Street to the beach. The council also authorized the water quality study to be completed. Parks and Recreation Advisory Committee • April 18, 1990 Page -3- The council approved an option on city owned land in the amount of $12,500 per acre at for the possible construction of a performing arts center. The council has not seen the concept drawings of the plan since the developers at least having an option on the land was a prerequisite to viewing the plans. Petitions against the project are already being circulated by citizens based. on such things as additional police which would be needed, traffic problems, noise pollution, etc. .The concept has previously been denied in some neighboring cities. Staff reported a victory at the Dakota County Planning Board where it was decided to keep in tact the policy of 100% funding for construction of Dakota County designated off street trails. Several Dakota County cities were represented at the meeting and voiced their opinions concerning the possible change in policy to 45/55 split. The cities will continue to attend to maintenance of trails sweeping, seal coating, etc. Staff will also continue his efforts to make County Road 46 a designated county bikeway before its .upgrade. Corrunittee members received a graph showing per capita recreation costs for a sampling of Metro cities. The graph was interesting, however, staff questioned the validity of the comparisons. • On Wednesday, April 25th there will be a Parks and Recreation subcommittee meeting to review the park system plan and discuss possible updates. Larson, L~zlf, Raymond and Grenz will meet at 5:00 PM in Conference Room 903 by the park offices. The Park Dedication and Trail Dedication Funds were discussed. Staff mentioned at Foxborough Park the Little League field will be installed with a backstop which is badly needed. A fall project will be to move the warming house from All Saints and relocate it to Rolling Oaks. At SouthFork the playground equipment has been chosen. The James Jensen arboretum will be cut. back, however some garden work and the bridge will be installed, along with a few trees. Staff mentioned the soil borings and analysis at Casperson Park will probably cost about $3,600. Other tree plantings for various sites will also be put on hold at this time. The park department will work on their marketing materials in the forms of brochures and videos on recreation programs. Staff would also like to do some training video .tapes for maintenance, lifeguards, etc. Under the Trail Dedication Find, the city will install the trail. on the northeast corner of Christina Huddleston Elementary and install the trail on 202nd Street from Hamburg Avenue to Aronson Park. The trails have been budgeted and are being requested by citizens of these areas. All projects in the trail dedication fund are still planned to go in although some are dependant on proposed plats such as Meadow Brook and Country Ponds. Seal coating for the trails was discussed. Several different materials are available and have been experimented with by other cities. Parks and Recreation Advisory Co~anittee • April 18, 1990 Page -4- Under old business, Raymond related he had discussions with an Orchard Lake area resident who requested clean up signs and trash containers on Orchard Lake equal to Lake Marion. Staff co~mlented that it is already being done on Orchard Lake. Same citizens around Orchard are interested in getting a surface water zoning ordinance implemented, and others are 'not. The problems with too many boats on the lake has been addressed with the no parking signs on the. roadways along the boat launch. Summer jurisdiction on the lake belongs mainly to the Dakota County Sheriff who can be called if there are problems. Staff mentioned that Joyce Ringeisen had contacted him concerning the plans for the old lagoon by Antlers Park. She felt that while the water levels are low, it would be a good time to fill in the lagoon,. as was discussed some time ago. Staff will get the opinion of the Dept. of Natural Resources as to whether this man made lagoon can be legally filled in to eliminate the safety hazard which exists for the beach and neighbors. Grenz told staff and coYmnittee that he had received reports that horses are using Ritter Farm Park before the designated May 1st beginning date for riding. They are causing ruts in the ski trails and also are riding in areas where they are not allowed. Staff will write a letter to the • equestrian enthusiasts in the area. Splat ball has also been a problem at Ritter Park. Besides the potential danger of the sport itself, players are defacing signs with paint pellets. Staff is working with the attorneys on a resolution specifying that this is not an allowed use of the park. Staff is also working on a lake beautification resolution concerning fish houses and also a resolution concerning ultralight planes in the parks. 90.30 Since there was no further business, it was moved by Larson, seconded by Lulf, to adjourn.
