Present were Illa, Larson, Raymond, Lulf, Messinger, and Grenz. Lovelace is on vacation. Also present were Park Director, Steve Michaud, and Judy Mattson filling in for recording secretary, Judi Ringeisen. 90.25 Motion was made by Larson, seconded by Messinger, to approve the Park and Recreation Advisory Committee minutes of March 21, 1990. There was no discussion concerning the minutes. Motion passed. Steve Michaud distributed the following reports/letters to the committee members: Two letters from J. Montgomery regarding the testing of lakes. Report from Citizen's League - an Executive SLmmtary. Copy of OSM report regarding Orchard Lake Beach parking lot. Letter/Report from Sheriff's Dept. concerning water safety. Building Report from February. There were no citizen cortunents. Staff Reports: Maintenance has finished their annual spring inspection of the parks. John Hoger and Steve Michaud have also gone through the parks inventorying repairs/updates. A priority list is being completed of 1990 projects. Overall the parks are in pretty good shape. Bunker Hill has some broken glass to be cleaned up. The 1990 demand for the use of athletic fields is high compared to previous years. LAA baseball/softball program had over 1,000 registrants this year. The Bangu League will be playing at the two Aronson soccer fields. Highlights of the Council Meeting of April 2 were discussed. The council authorized tasks 1-4 of the Barton-Aschman report for Casperson Parks archeological survey. They also approved a resolution to the Dakota County Board concerning trail funding polices. Also, the MJC proposal was discussed. At the staff meeting today there was discussion on the golf course proposed near North Park. Staff reco7rnnended consideration be given to development of an executive 9-hole course. There was discussionabout the possibility of having a driving range at Aronson Park. Pedestrian walkways at Cedar Glen and Shady Oak Shores were discussed. There are problems with extreme grades which will prohibit development. Parks and Recreation Advisory Committee minutes April 4, 1990 Page -2- Illa discussed the Natural Resources Committee meeting he attended. Brian Christensen gave a presentation regarding the testing of the lakes, storm sewer runoffs. Christensen proposed recommendations be made to City Council to do six lake site tests. Emphasis will be placed on Valley Lake; the other lakes will be tested only for storm runoff. The Vermilion River may be designated a "Trout Stream." The Clean Water Partnership Act may provide grant funds for certain fish stock. The City. may be able to get 50~ funding for testing Lake Marion due to the fact that it is in the Vermilion Watershed. The city is updating the storm water/ sewer development plan. The storm sewer fund is recomYnended to fund the project. Larson related that Valley Lake Park aerators are assisting the water quality. Steve gave a brief overview of the Annual Report. Park and Trail dedication projects were discussed briefly. They will be discussed in more detail at a later meeting. The following task force meeting dates were set: Policies Subcommittee, 5:00 P.M., April 12 Neighborhood/Community Park Study, 5:00 P.M., April 25 Under old business Larson brought up the need to have the gate to the Archery Range road moved up to block off the ski trail. He also reco~miended the old barn be destroyed since it is potentially hazardous. The possibility of a controlled burn was brought up, but the heat may damage nearby trees. The committee suggested having the potential renter at Ritter Farm Park look into the duplex as a living quarters instead of the main home, Putting in a new orchard or rejuvenating the old orchan~ was discussed. The existing orchard is old and needs much work; Larson suggested planting a new orchard. The CRP program will include some type of restoration for this area. Larson will contact the Agricultural Extension Program to see if they could help with. refurbishing the old orchard; he would like to see some original varieties planted. Messinger wanted to know the status of the gymnastics. program. Coach Pat Rooney is no longer with Recreation Dept., he is strictly running his own private business. Messinger asked about the time schedule for roof completion at Foxborough. The roofing materials came in but the wrong shingles were received. Staff is anticipating a May completion. It was suggested that a couple .cook out grills are needed at Foxborough Park. Parks and Recreation Advisory Co~nnittee minutes April 4, 1990 Page -3- Lulf wanted to know about an article that appeared in a local paper. Steve Michaud was misquoted regarding snowmobilers. June 6 was set for the Parks and Recreation Advisory Co7rnnittee to tour the parks. They will start at 5:00 PM. Tour details will be worked out at the next meeting. 90.26 Motion to adjourn was made by Lu1.f, seconded by Messinger. Motion passed. Meeting adjourned at 9:30 PM.
