HomeMy WebLinkAbout03-21 CITY OF LAKEVITTF • PARKS AND RECREATION .ADVISORY COMMITTEE MARCH 21, 1990 Meeting was called to orderby Chairman Illa at 7:00 PM. Present were Illa, Larson, Grenz, Lulf, Messinger and Raymond. Lravelace will be on vacation for this meeting and the first meeting in April. Also present were Park Director Steve Michaud and recording secretary, Judi Ringeisen. 90.25 Motion was made by Larson, seconded by Lulf, to approve the minutes of the joint meeting of March 6, 1990, between the Parks and Recreation Advisory Committee and the Natural Resources committee. In discussions, it was asked that the word "reinstatement" be changed to "reappointment" where referring to the con¢nittee members an page 4, 4th paragraph.. There were no other corrections. Motion passed. Mr. Don Stenzel from Orr-Schelen Mayeron Associates, Inc.. was present to discuss the preliminary study of Judicial Road around thewest side of Orchard Lake. A feasibility study has been done to determine how. to serve the residents of the area with city sewer and water. A petition was circulated among the residents and presented to the city, from residents who are having problems with their septic systems and wells. Some opposition is also being expressed by a few residents. Due to the steep topography the road will need to be relocated. One alternative is to connect Judicial to the existing Linch Path and go behind the homes with. • the new road. This alternative is contingent on the homeowners agreeing to share driveways. The Orchard Lake Beach property will be impacted. Either alternative would add a few more parking spaces, but parking will still be limited. Some.. trees are also in danger of being lost. The park property would be assessed the equivalent of three residential lots, or a total of approximately $53,000.00. The landowner of the property two lots down from the beach would like to purchase part or all of the lot owned by the city. This extra money would possibly help fund the assessments. OSM is currently working with the DNR and the Corp. of Engineers on flattening out the curve in front of the beach and moving the roadway further into the wetlands. Committee commented that although that would be better for the parking situation, the curve in the road may also have its benefits in keeping speed down on the road and also saving as much of the wetland area as possible. Plans for the project will also include the sidewalk right of ways and grading plans for that sidewalk. The cost of the sidewalk is estimated to at $42,500. Funding for the sidewalks has not been determined at this point. Messinger felt that the city's general fund should pay for it, since the citizens in the area have expressed considerable concern over pedestrian safety and the city has made a commitment to do what they can to alleviate the situation. Lulf suggested the park pay the equivalent. of 3/8 • of the cost to install a regular bituminous trail, with the remainder to be paid by the residents or other city funds. Parks and Recreation Advisory Committee minutes . March 21, 1990 Page -2- A public hearing will be held on the project on April 16, after which the project can be discussed in more detail. Staff suggested the committee give some thought to the project before the next meeting, at which time a recommendation can be made to council. Under staff reports, committee received a cost estimate from Barton- Aschman on a feasibility study for the Casperson Park gravel mining operation. The study would include what impact the various amount mined would have on the park and what amount of money could be expected from the mining. The study by Barton-Aschman would cost $5,700, with additional. money to be spent on soil borings for the area. Soil borings may cost $1,000 to $1,500. Some gravel operations have shown an interest in purchasing the gravel or it could be exchanged .for grading work in the park area. 90.26 Motion was made by Larson, seconded by Messinger, to recommend to city council the approval of the contract with Barton-Aschman for the gravel mining study for Casperson Park. The connni.ttee strongly reco~nends items #1-4, costing $5,700 and also would like to have item #5, costing $1,900 included in the study. Motion passed. . Staff reported that he had met with Mr. Tom Wimmer, the Industrial Arts teacher from McGuire Junior High School who is interested in working on the restoration project at the Ritter Farm Park homestead. He estimates the entire project would cost about $8,000 in carpentry materials. The plumbing, kitchen cabinets, septic system repair, and probably some other items are not included in this figure. In exchange. for the labor, Mr. Wimmer is proposing to live in the house rent free for two years. During this time he would act as security for the park and a general staff person to keep the area cleaned up. Funding sources for the project were discussed. Some potential sources mentioned included borrowing from the Park Dedication fund until monies become available through the CRP program; cutting down on projects such as James Jensen Park; or using the funds which were set aside for Wayside Park, since the possible changes in the area will probably suspend this project. The committee felt that funds planned for Wayside Park could be reallocated for this project. Committee decided they wouldlike to visit the property and check into the. references provided by Mr. Winuner. It was decided to meet at Ritter Farm Park at 6:00 PM, April 4, 1990, before the next Parks and Recreation CoTrunittee meeting. The cost of the garbage removal in labor and dumpster services will be an equal trade off with the Ritter's for ,the cost of the propane gas which was left in the tanks. There would be about a 50% reimbursement for the gas if it was removed from the tanks, making the pumping of the tanks for the main • house not cost effective. Staff will attempt to negotiate this trade-off with Geon~e Ritter. Staff was notified by the Minnesota State Historical Society of the need to do an archeological survey at Casperson prior to any development. The cost Parks and Recreation Advisory Committee minutes March 21, 1990 Page -3- will be somewhere between $200 and $1,000, but is a necessary prerequisite for the LAWCON grant. Staff reported to the committee that Cedar Glen 2nd Addition is on its way through the final platting process. The park dedication fees will be collected in a cash contribution of approximately $15,920 for this plat. Staff attended a meeting of the Dakota County Planning Committee concerning bike trail, specifically their funding. The Dakota County Physical Development Ca~mnittee is making a reco~mlendation to change the funding procedures for share costs of bike trail construction to a 45/55 matching fund split, as opposed to their existing formula of 100% for those trails which are a part of the county bikeway system. Committee wished to express their appreciation for the connnitments the county has made toward bike trails. and pedestrian safety in the past and also their confidence and encouragement for the county to keep their current funding program in place. Staff and coirnni.ttee also feel that in a couple of years when all the trail connections are made, the system will be excellent, but an evaluation should not be completed until then. 90.27. .Motion was made by Larson, seconded by Messinger, to authorize the Parks and Recreation Advisory Committee Chair to prepare a letter to Dakota County expressing Lakeville's reconunendation encouraging the county not to • change the funding formula for bike trails and that the letter be endorsed by the city council and forwarded to the county. Motion passed. The part time secretarial position in the Park Dept. has been filled by Judy Mattson, who officially started last week. She will be working 20 hours per week. Park maintenance has been busy with general clean up, tree trittmiing, building 20 handicapped accessible picnic tables and the clean up project at Ritter Farm Park. The Valley Lake aeration system has been turned on for the slmuner and the Lake Marion aeration system was shut aff March 21, 1990. The spring brochure was distributed last week and the committee received a copy of the February Monthly Report. The annual report is close to completion and will go to print soon. Staff is working on specs for seal coating trails, along with several other projects. Staff has been looking at a different brand of playground .equipment from the Kompan Company which is colorful, has some interesting designs, and could be a possibility for the SouthFork apartments. The next meeting of the Parks and Recreation Committee will be held at the new council chambers at City Hall, following the brief tour of the Ritter Farm Park house. City staff is attempting to schedule a parliamentary .procedure expert for a Saturday mini-seminar with all committees. The committee will be kept updated. • Staff discussed the field scheduling conflicts and the problems that are being encountered this year because of the growing popularity of baseball and softball. Field shortages are being encountered for every league. Friday evening and Saturday morning playing times may need to be added to the regular schedules. Parks and Recreation Advisory Committee minutes • March 21, 1990 Page -4- The committee discussed the success of the joint meeting between the Parks and Recreation Committee and the Natural Resources Committee on March 6th. Committee members felt it was very informative for all present. The Parks and Rec. Committee is interested in setting up a task force in conjunction with the Natural Resources Committee for the purpose of studying the water quality of the city's lakes. They feel their representation is important because they would offer a different point of view in regard to the recreation factor involved in the lakes and the parks and beaches surrounding the lakes. The Mission Statement of the Parks and Recreation Com[nittee states protection of natural resources as one of the goals of the committee. 90.28 Motion was made by Larson, seconded by Messinger, to recommend to city. council, that because of the Parks and Recreation Committee's and Natural Resources Committee's responsibility to the citizens of Lakeville, the tremendous interest each committee has in the lakes, and their common goal of protecting natural resources, a task force be set up with representation from each committee for the purpose of studying the water quality of all bodies of water within the city of Lakeville. Motion passed. Committee members who expressed an interest in being on the task force • were: Larson, Grenz and Illa. It was also suggested to invite other citizens and staff who would like to contribute to this task force. Staff showed the committee the proposed change in the Griffon Trail project, changing the intersection and the layout of the roadways. 90.29 .Motion was made by Lulf, seconded by Messinger, to recommend to city council the approval of the redesign of the Griffin Trail sidewalks and bike trail construction as outlined in the memo from City Engineer Keith Nelson dated March 16, 1990. Motion passed. The coordinator of the U.S. Amateur Tug-of War Championship has asked once again for the use of North Park for their event to be held in conjunction with Pan-O-Prog on July 7, 1990. The committee felt this was a good event last year and no problems were encountered at the park because of it. 90.30 Motion was made by Messinger, seconded by Grenz, to recomanend to city council that the Tug-of--War championship be authorized to use North Park for their event on July 7, 1990, contingent on receiving a certificate of insurance and completing all necessary park de~~artment reservation requirements. Motion passed. Staff and committee discussed the preliminary plat of Country Pond South... • It was suggested that an MPi'4J be identified on the west side of Flagstaff and constructed in conjunction with the plat. There is also a minor collector included within the plat and committee felt that sidewalks would be necessary for smooth pedestrian traffic in the plat and should be Parks and Recreation Advisory Committee minutes • March 21, 1990 Page -5- constructed along that street. It was asked if when a roadway is upgraded, such as Flagstaff, are the trails automatically upgraded in .the transportation plan. Staff will check on an answer to that question and report back to the connnittee. Staff and coYrnnittee discussed the update of the trail system plan and the certain areas which are badly in ne~l of being analyzed. 90.31 Motion was made by Messinger, seconded by Larson, to recommend that Northwest Associated Consultants be contracted to complete an analysis of the trail system comprehensive plan. This should be completed in conjunction with the city's transportation plan update, or sooner if possible. Staff should secure cost estimates. Motion passed. Committee received a copy of Current Development Proposals from the Community Development Department. The Rembrandt property adjoining the south 40 acres of Ritter Farm Park was discussed. Committee is concerned about the impact the roadway will have on the park, since it is very close to the park boundary. Committee is once again concerned about the pond. ..located adjacent to the Ritter Park southern boundary. The committee expressed concern over this area at other times when the proposed earth • stadium was considered and at the time of the possible Renaissance development. The conanittee expressed a desire to acquire the pond area some day and make it a part of the park property. Staff and committee discussed a meeting time for .the policy review subcommittee which consists of Kevin Illa, Pat Messinger and Ace Raymond. It was set for Thursday, April 12th at 5:00 PM. The subcommittee on park visions will be set up at the next meeting. Jeff Larson asked if the tree fort by the Dakota Heights Park is on park property. It is not. Grenz mentioned that the garbage cans at Valley Lake Park should be dom. 90.32 Since there was no further business, it was moved by Lulf, seconded by Raymond, to adjourn. Motion passed.
