uzg was called to order by Chairman Illa at 7:00 PM. Present were:
Illa, Larson, Grenz, Lovelace, L~ulf, Messinger and Raymond. Also present
were Park Director Steve Michaud and Recording Secretary Judi Ringeisen.
90.18 Motion was made by L~ulf, seconded by Messinger, to approve the minutes of
the Parks and Recreation Advisory Connnittee meeting of February 7, 1990.
Under discussion Messinger asked about the L+C~t grant on page 1 and
suggested an article be published concerning tri~nning of low hanging
branches. Staff canmtented that the proper time to do this would be during
the fall and winter. Lovelace suggested a tree ordinance be written and has
.some information on writing such an ordinance which he will bring to the
next meeting.

Abstain: Larson, because he was not present at the meeting.
Motion passed.
Under staff reports, the co~mnittee was advised that council had acted upon
the reco~miendation to approve the Conservation Reserve Program for Ritter
Farm Park and this application will be submitted as soon. as the open
enrollment period is announced. Council also acted on the naming of the
Aronson Park shelter building, which is now officially "Lakeville Jaycee
..Community Center."
Several inquiries have been received concerning rental of the Ritter Farm
Park house. The Jr. High industrial arts teacher is a certified carpenter
and seems like a good candidate. Staff is attempting to negotiate an
agreement where the renter would exchange time and renovation work for
rent. The renter would also be expected to be the on-site security for the
property. There was some discussion whether the home would be renovated in
a modern style or back to the original period when it was built, approxi-
mately 50 years ago. The other buildings also need to be reinforced,
especially the barns. .Larson suggested the Historical Society could be
called upon for funding assistance. Staff felt the restrictions of the
Historical Society could be prohibitive. The property has been inspected
and a huge amount of garbage including engine parts, old appliances, etc.
will need to be hauled away. Garbage removal costs will be expensive.
There was a gash in the electrical cord of the aeration system on Lake
Marion which caused some problems shortly after installation, but since that
repair it has been working well with very few problems.
Renee Brekken is in Colorado at the Western Revenues Resources School.
Susan Johnson spent Tuesday at a co~rmiunity job fair at the Lakeville Super 8
Motel and Wednesday at at job fair at Mankato State University. Committee
received a copy of the monthly report, including a list of other projects
staff has been working on.
Committee discussed. the resolution setting park rental fees. The fees for a
softball tournament have been increased from $100 to $150, plus an hourly
light usage fee was added. Park picnic reservation fees have been broken

dawn by group size. Camping is only available at Antlers and Aronson Parks
and only when .the camping is in association with a tournament.
Damage deposits were discussed. Staff doesn't want to discourage use,
however, at the same time does not want to put the burden of liability on
the city. There is a $500 deductible on the city's insurance policy. It
was suggested that a sponsor business loan the scout troops the necessary
damage deposit to be held for the year. Messinger had discussed the issue
of the damage deposit with scouting troops and reported that there was some
negative feelings from the other scout troop leaders. Lulf feels the damage
deposit should be waived because of the work the scouts do in the community
and also because they don't have the funds. Grenz suggested that any
damages done could be worked off in corcnrnu-?ity service projects.
90.19 Motion was made by Messinger, seconded by Larson, to waive the damage.

Motion passed unanimously.
90.20 Motion was made by Larson, seconded by Raymond, to recoirnnend the City
Council approve the resolution setting fees for use of parks and park
facilities, as amended in motion #90.19.
Motion passed.
The next meeting of the Parks and Recreation Advisory Committee will be a
.joint meeting with the Natural Resources Committee and will be held on
• Tuesday, March 6, 1990. The lake management study for area lakes will be
discussed and a water quality expert will be present to give an analysis of
the existing reports and studies.
Staff discussed the preliminary plat of Meadow Brook 1st Addition. The plat
is south of 170th Street, east of Flagstaff Avenue, There is a trail
easement along the south side of the drainage ditch from Flagstaff southeast
to the north edge of Countryview Mobile Home Park. The plat will consist of
34 lots. Larson asked about possibility of putting in the half court
basketball which was suggested in the first phase of this plat. Staff will
check on it.
The committee discussed how real estate agents, builders and developers
could better inform citizens and potential buyers of existing and future
trails or other city amenities planned for their area.
Committee received a copy of a letter from Beau Broten of the Valley Park
area who was inquiring about the possibility of a hockey rink in
Independence Park. Staff will have maintenance estimate the cost of a
portable half rink. The park, however, does not seem to have adequate space
for even a half rink.
.Committee also received a copy of the L~CS'IR Trust Fund grant which had .been
submitted last week. Staff informed the committee that the resolutions to
the DNR and Ik~kota County requesting more funding for enforcement had been
sent out.

The Bangu Football League is again requesting the use of Foxborough Park
soccer field for their spring and simnner league. The soccer program is
not so big in Lakeville that they will use the Foxborough Park field for
the LAA stmmner league, which is basically a traveling league. Staff will
review last year's request and requirements from Bangu. The fee will
remain the same.
Under new business, the Mountain Bike Race date has been changed from July
1st to July 8th. The connnittee did not have any problems or complaints
from last year and did not have any objections to holding the race again
this year in Ritter Farm Park. They will refrain from making a motion
until an official letter has been received from the race on~anizers.
Staff discussed his attendance at the State Bikeway Conference which was
held last weekend. The sport of mountain biking is becoming very popular
and there was some discussion of the potential hazards of general multiuse
trails and the incompatibility of having horses and bikes using the trail
simultaneously. To date no problems have been encountered but the bikes
will eventually cause erosion and runoff from the trails. Since no trail
at Ritter is officially designated for mountain bikes and they are not
allowed in the park, this will be addressed in the future if it becomes a
..problem.
• Grenz mentioned there had been some snowmobilers on the cross country ski
• trails at Ritter Farm Park immediately after last week's snowfall. It
seems they are disregarding the signs and physical barriers may have to be
strategically placed in the park to keep them on their own trails.
Grenz asked that a resolution be written to Dakota County concerning the
dangers on 160th Street for pedestrian safety near Crystal Lake Elementary
School and the Parks and Recreation Advisory Committee's concern and
request for a safe crossing.
9'0.21 Since there was no further business, it was moved by Larson, seconded by
L~ulf, to adjourn the Parks and Recreation Advisory Committee meeting.
