HomeMy WebLinkAbout02-07 CITY OF LAKB'VILLE PARKS AND RECREATION ADVISORY COMMITI~E N~IUTES FEBRUARY 7, 1990 The meeting was called to order at 7:00 PM by chairman Illa. Present were Illa, Grenz, Lovelace, Messinger, Raymond and Lulf. Larson had a work conflict and was excused. Also present were Park Director Steve Michaud and Recording Secretary Judi Ringeisen. 90.12 Motion was made by Messinger, seconded by Lovelace, to approve the minutes of the January 17, 1990 Parks and Recreation Committee meeting. L~zlf abstained since he had not been in attendance. Motion passed. Staff reported that 1989 attendance records of the advisory committees/ connnissions had been reviewed. Parks and Recreation Comnnittee members had had good attendance at meetings. The aeration system on Lake Marion was installed and. operational as of Friday, February 2nd. Due to the warm weather the thin ice signs have been moved out further. Flyers were distributed along with a trash bag by Lakeville Pole Benders to each fish house on Lake Marion and Orchard Lake. In-house staff training programs are going well and staff is benefiting from these sessions. Spring and sunmier programs are going into the planning stages as well as maintenance programs. Beach sand has been delivered to Valley Lake and Orchard Lake in preparation for summer. The fishing pier has been moved and stored. at Casperson, to be reassembled in the spring by the DNR. Staff spent part of the day on Feb. 7th in an i~MR grant seminar. The grants discussed at the seminar were for creative, innovative ideas pertaining to the environment, such as wetlands, forestry, etc. Proposals. are to be submitted by February 16th and it is expected that firms from the private sector will also be applying. Staff discussed some ideas he has for proposals and will meet with Keith Nelson and Jim Robinette tomorrow to get their input. Grenz suggested some ponding areas near Foxborough which had been discussed previously could be included, Staff is putting the final finishes on the landscape services contracts before they go out for bid. Susan Johnson is working on the animal cleanliness ordinance as it pertains to the parks and this section will be included in the entire animal ordinance being put together by the police. The forestry/tree inspector job description is complete.. Staff has made contact with the University of Minnesota Forestry Division who will distribute the job notice to those students who are specializing in the .Urban Forestry program. This will be a full time summer position. .Messinger mentioned the low hanging branches in the residential areas of Valley Park which could pose a safety hazard. Staff met with Paul Baarson, Pete Martin and Don Guchnundson about the Drug Free Zone project being considered for Lakeville schools and parks. There is already a State statute making the penalties harsher for distribution of drugs in these zones. Staff will continue to work on this cooperative project. Parks and Recreation Advisory Committee • February 7, 1990 Page -2- .Staff gave an update on the Ritter Farm Park estate situation. The renters have moved out and the caretaker is in the process of removing his belongings from the property. Staff has been trying to get in contact with Mr. Regitschnig regarding the damage deposits being held by him for the renters of the duplex. The final grant application for Caspersen Park will be prepared and submitted. An archeological survey, which could cost several hundred dollars, will probably be required by the State prior to the application. The Griffon Trail presentation was made to the council at their meeting on February 5, 1990 by Chairman Kevin Illa. Council was very pleased with the way the Parks and Recreation Conunittee handled the situation and how the issue has been resolved with the citizens. Staff will be meeting with Dakota County and area Dakota County Park Directors on February 8th concerning trails in the county, i.e., surfacing, share costs, etc. Committee discussed the letter they had received in January from the Lakeville Jaycees pertaining to naming the Aronson Park shelter building. 90.13 Motion was made by Messinger, seconded by Raymond, to recommend to the city council that in recognition and appreciation for all their efforts,. . accomplishments and contributions, especially for the. youth of the community, the Aronson Park shelter building officially be designated the "Lakeville Jaycees Tournament Center." Motion passed. Staff discussed the subcommittees he is proposing to establish to assist with three major projects in 1990. These are a park policy review, a park visions/ccmununity park review recommendation and a capital improvement plan. Staff made recommendations for time lines for each of these projects and conunittee members volunteered for one or more of these subcommittees. Meeting times will be set up and published as needed. Subcorrnnittees will be as follows: .Park Policy Review: Illa, Messinger, Raymond Park Visions/Comm~ulity Park Review: Larson, Lulf, Grenz Capital In~rovement Plan: Lovelace, Raymond, Illa, Messinger The Parks and Recreation Advisory Committee will meet jointly with the Natural Resources Committee on Tuesday, March 6th. Lake water quality will be one issue to be discussed that both committees are concerned about. Brad Johnson's ~.akevilla~ Apart~x~t PUI7 Nos shown to the corrnnittee. This plat is west of the Johnson Office Building near the ISD #194 administration building and contains 70 one, two and three-bedroom units.. The plat also contains 6,000 square feet set aside for a playground site. During discussions at the staff level, the developer has asked the city Parks and Recreation Advisory Committee minutes • February 7, 1990 Page -3- for credits for the installation of playground equipment and had requested that payments for the balance of the park dedication fees be amortized. A .bridge will also be installed by the developer so the school children from this plat will have easy access across the drainage easement to the school property. Grenz suggested blacktop or same hard surface be placed on each end of the bridge to alleviate mud problems. 90.14 Motion was made by Ltalf, seconded by Grenz, to reconmiend to City Council that the Lakevillage Apartment PUD be given credit for the installation of playground equipment and a bridge, not to exceed a total of $16,500 with the balance of the park dedication fees to be assessed and payments spread over five to seven years. Park Dept. staff will assist ixi the purchase of the equipment and the property owner will be responsible for the ongoing future maintenance of the playground equipment and bridge. Ayes: Illa, Grenz, Lovelace, Raymond, half Nay: Messinger: Even though she is in favor of the project and sees the need for it, the "No" vote is because she feels uncomfortable with changing the method of payment and does not want to set a precedent. She feels it should be consistent and special favors should not be given out randomly or to certain persons concerned. Committee member Messinger mentioned that she had been concerned about a portion of the park rental policy that was voted on at the last meeting that being the .damage deposit requirement for Boy Scout and Girl Scout troops. 90.15 Motion was made by Messinger, seconded by Grenz, to reopen the discussion of the civic on~anizations requirement to pay a damage deposit. Motion passed. Messinger told the committee how Scout troops earn their money through fund raisers, etc. A sense of responsibility is trying to be instilled in these youth and for that reason, Pat feels their own treasury should be used to pay the damage deposit. The problem is that they seldom have that much money, making the leaders bear the burden of responsibility. If .something should happen, the leader's deposit would be lost.. She stated the damage deposit does not have any correlation to the sense of responsibility that is felt. She feels certain groups would be eliminated from using the facilities by having the damage deposit too high to be affordable. Messinger suggested a $25.00 damage deposit would be adequate for this type of group. Illa felt that a $25.00 deposit was not adequate to cover any type of damage, nor does he feel that children of that age can fully feel responsibility for the funds in their treasury. Parents of the children are ultimately responsible and can chip in for deposits at the beginning of the year to be held for such purposes. What would happen in the case. of a broken window if no damage deposit is on hand, who would pay. for the damages? Parks and Recreation Advisory Committee minutes February 7, 1990 Page -4- Several suggestions were made including dropping the deposit to $50.00 for .Scout troops, and civic youth groups, however this could include many groups such as the LAA, the RAAA, and various clubs. Staff suggested contacting other cities .and bringing more data back to the next meeting. Grenz suggested getting a corporate sponsor for the damage deposit portion of the fees, however the parents would assume responsibility for their own child's actions. 90.16 Motion was made by Raymond, seconded by Grenz, to table the discussion on the damage deposit fees until the next meeting, when information from other cities is available. Motion passed. Under new business, the State Bikeway Conference and the MRPA Annual Conference were discussed. These will both be held in the Metro area this year and staff is especially encouraging members to attend the special .session for advisory committee members at the Annual Conference. Illa and Raymond expressed interest in attending and Larson will most likely attend also. Grenz asked about the flower beds at Valley Fake. Mary McDonald planted the flowers last year, but it has not been discussed with her yet whether • she will do that again this year with other volunteers. Messinger will contact her and see what her plans are. 9'0.17 Since there was no further business, it was moved by Raymond, seconded by Lovelace, to adjourn. Motion passed.
