Present; Friedges, Clay, Mako and Taft. Absent; Su113van. Also present; R. Frigaard,,Village Engineer and Pat Farrell, Village Attorney. 1137.`. Motion by Clay seconded by Friedges to accept the minutes of the Sept. 20, 1971, meeting as read. Friedges, Clay and Mako "aye", motion,-carried. The Septa 30, 1971, Planning Commission report was presented. 113$. Motion by Friedges seconded by Mako to follow the Planning Commission _ recommendation and grant a variance to the distance from well to drain field to Genz-Ryan and Tom Thumb Superette subject to a water test every 6 months. Friedges and Mako "aye", Clay abstained, motion .carried. 1139. Motion by Clay seconded by Friedges to grant the building permit~to the Cht~rt House subject to the State Health Department's approval of the plans. Clay, Mako, Taft and Friedges "aye" motion carried. 1140. Motion by Friedges seconded by Taft to follow the P.C. recommendation and grant a variance to Gordon Grussendorf for lot size and house size requirements. Mako, Taft, and Friedges "aye", Clay opposed, motion carried. 1141. Motion by Friedges seconded by Taft to follow the P.C recommendation and grant a special use permit for outside storage and sign permit to Todd Chev+~olet. :Taft, Friedges, Mako "aye", Clay abstained, motion carried. 1I42. Motion by Clay seconded by Taft to approve the final plat for Southbluff Addition subject to the legal requirements, the Bark fund money being paid and the engineer's development bond.. Friedges, Clay, Mako and Taft."aye", motion carried. 1143. Motion by Clay seconded by Friedges to approve Robert L. Johnson's preliminary plat for lot 6, Maplewood Estates subject to park land. Clay, Mako,. Taft,and Friedges "ale", motioncarred. 1144. Motion by Clay seconded by ..Taft to follow the P~,anning Commission recommendation and grant a building permit to Charles Wren... Mako, Taft, Friedges and Clay "aye", motion carried. The Minutes of the special Oct. 4,.1971 Planning Commission minutes were read.` 1145. Motion by Clay seconded by Friedges to grant Herbert J. Alves a special use permit for outside undergroaad storage of diesel feel. Taft, Friedges, Clay and Mako "aye", motioncarried. 1146.. Motion by Clay seconded by Mako to .follow the P.C. recommendation and grant a conditional use permit for .outside storage of equipment in a fended area to Herbert J. Alves. Friedges, Clay, Mako and Taft "age", motion carried. 1147. Motion by Friedges seconded by Taft to grant a building permit for the outside alteration subject to the building inspector's. approval to Herbert J. Alves. Clay, Mako, Taft and Friedges "aye",..motion carried.. The public hearing on water and sewer extensions to Instant: Homes .and Todd Chevrolet was opened at 9:~0 P.M. Mr. Frigaard presented a preliminary report which he explained to the council and the audience... Representatives from Instant Homes, Airlake Industrial Park and concerned property owners were present. It was mentioned that the Metro Sewer Board had a projected date for completion of a planned interceptor as the end of 1973. It was recommended .that the. water extension bid be let at the same time as the trunk extensions carving up. Robert Sayers hoped that the council would turn down both of these 'projects as he objected to the sewage flowing behind his .property. ~1) VILLAGE OF LAKEVILLE COUNCIL MEETING OCTOBER 4, 1971 1148. Motion by Clay seconded by Friedges to order both improvements and authorise the engineer to prepare plans and specs and advertise for bids on only the water extension project. Mako, Taft, Fr#edges and Clay "aye", motion carried. 1149. Motion by Friedges seconded by Clay to :grant a building permit to LAD Properties for a model town house and that all future permits be granted unless. there is a deviation from the master :plan subject to LAD meeting with the: Park Board to work out the park land at 5~ of the value of the undeveloped land. This must be done before any more building permits are granted. Taft, Friedges, Clay..and Mako "aye", motion carried. The Park and Recreation Commission report for Sept. 22, 1971, was presented. 1150. Motion by Friedges seconded by Clay to authorize the park commission to figure which parks they want ranamed and work out details for the contest. Friedges, Clay, Mako and Taft "aye",; motion carried. Mr. Ed Johnson and Robert Mahowald appeared before the council to request that something be done to the road vn Hughes Ave. in front of their homes. Thet were advised that this portion ;of road had not been taken over by the Village for maintenance and that the three homeowners should present a petition to the Village council. 1151. Motion by Claq seconded by Taft to authorize the engineer to prepare a feasibility study on the road improvement project on Hughes Ave. W. between 205th St. and the cul-de-sac and. report back to the council. Clay, Mako, Taft and Friedges "aye", motion carried. Robert Davies and the council discussed additional. insertions for the ordinance. A letter from the school board was also. discussed. 1152. Motion by Clay seconded by Friedges to table thismatterfor one week. The contract will be rewritten: with the proper name-and the stipulations. Mako, Taft, Friedges and Clay "aye" motion carried. Mr. Taft requested the attorney to look up all the information needed to set the Village up in wards: Mr. Clay reported on various matters. 1153. Motion by Friedges seconded by Taft to rent winter space for equipment from Mr: Wren and Mrs. Ryan. Taft, Friedges, Clay and`Mako "aye", motion carried. 1154. Motion by Mako econded by Taft to 'instruct the engineer to assist Mr. Clay and the Maintenance department in .drawing"up specs for park maintenance equipment to let out on `bids. `Friedges, Clay, Maka and Taft "aye", motion carried.. 1155. Motion by Taft seconded by Clay to establish 9 o'clock P.M. on the t2th of Oct. for a budget bearing. Clay, Mako, Taft and Friedges "aye", motion carried, 1156. Motion by Mako seconded. by C~,ay to hire Dale Selmer Nelson as Chief of Police as of Oct. 18, 1971. Mako, Taft, Friedges and Clay "aye'', motion carried.. 1157. Motioa by Mako seconded by Taft. to set an assessment hearing for the'28th of Oct., 1971, at 8 P.M. at the high school. Taft, Friedges, Clay and Mako "aye"', motion carried. 1158. Motion by Taft seconded by Clay to set Nov. 5, 1971 at 2 P.M. for letting bids for the trunks and the water main to the Chevrolet Garage. Friedges, Clay, Mako and Taft "aye", motion carried. 1159. Motion by Taft seconded by Mako to acknowledge receipt of `the claim from A11 Saints ..Church. Clay, Mako, Taftand Friedges" "aye", motion carried. 1160. Motion by Clay seconded by Mako to accept the petition for vacation of road from L.M.Loken. Mako, Taft, Friedges and Claq "aye", motion carried. ~2) VILLAGE OF LAKEVILLE COUNCIL MEETING OCTOBER 4, 1971 1161. Motion. by Taft seconded by`Mako to :buy coffee .for the Village hall.
